将AI技术集成到主流信息技术之中是提高信息系统智能化水平的一项十分重要的基础性工作。本文讨论一种Client/Server计算环境(简称CSE),它将Prolog系统和Clips系统作为两种特殊的数据服务系统集成其中。CSE支持客户应用使用确定的API,以规范的Prolog语言(或Clips语言)形式请求Prolog服务器(或Clips服务器)提供问题求解服务。文章阐述了这一设计的合理性,讨论了CSE的体系结构和实现技术,说明了与特殊数据服务无关的通信机制、AI语言服务器的挂接技术以及CSE应用。  相似文献

We consider a distribution system consisting of a central warehouse and a group of retailers facing independent stochastic demand. The retailers replenish from the warehouse, and the warehouse from an outside supplier with ample supply. Time is continuous. Most previous studies on inventory control policies for this system have considered stock‐based batch‐ordering policies. We develop a time‐based joint‐replenishment policy in this study. Let the warehouse set up a basic replenishment interval. The retailers are replenished through the warehouse in intervals that are integer multiples of the basic replenishment interval. No inventory is carried at the warehouse. We provide an exact evaluation of the long‐term average system costs under the assumption that stock can be balanced among the retailers. The structural properties of the inventory system are characterized. We show that, although it is well known that stock‐based inventory control policies dominate time‐based inventory control policies at a single facility, this dominance does not hold for distribution systems with multiple retailers and stochastic demand. This is because the latter can provide a more efficient mechanism to streamline inventory flow and pool retailer demand, even though the former may be able to use more updated stock information to optimize system performance. Rarely has a military commitment led to such intense discussion in the Netherlands as the Task Force Uruzgan (TFU) mission in Afghanistan. In February 2010, the Netherlands' coalition government even collapsed after the two largest parties failed to agree on the withdrawal of Dutch troops from Afghanistan later this year. This article deals first of all with the difficult discussion over the Afghanistan mission of the TFU. The authors then subject three ISAF operations to close scrutiny. The authors provide some suggestions to help understand better this pivotal point in the execution of the whole operation and thus give a fuller picture of the Dutch counterinsurgency approach in Uruzgan.  相似文献

European navies made a fundamental contribution to the Cold War at sea, ensuring the effectiveness of deterrence even as Soviet naval forces grew to ominous proportions. European fleets were tasked with containing a Soviet attack until US forces could arrive on the scene. Many European navies pursued essential niche capabilities tailored for their own unique maritime environments. Others made important contributions to broader NATO efforts in the high-stakes arenas of sea control, power projection and even nuclear deterrence. Contentious issues did arise, for example concerning burden-sharing, but true to its name, the alliance succeeded collectively in wielding formidable sea power. This paper is based on the premise that the maritime players in the Cold War at sea were by no means restricted to the US and Soviet navies. The navies of Western Europe and Canada had major roles to play as well within the NATO area. They contributed a great deal to the political cohesion crucial to an essentially maritime alliance, and in many cases had a real operational contribution to make as well. What follows, then, is the Cold War at sea from a European point of view.  相似文献

By any objective measure, defense institutions in Central and Eastern Europe have all but universally been incapable of producing viable defense plans that are based on objective costing and operational planning data. This situation exists in spite the provision of considerable Western advice and assistance, let alone reporting to and receiving assessments by NATO’s International Staff under Partnership for Peace, as well as via the integrated defense planning and reporting systems. An explanation for this systematic failure across European post-Communist defense institutions can be found in the continued slow development of an over-arching policy framework which directs and approves all activities of the armed forces, as well as the de-centralization of financial decision-making down to capability providers. The essay ends with an examination of the adverse effects of the early introduction of planning programming, budgeting system (PPBS), have had on the development of effective policy and planning capabilities within these defense institutions.  相似文献

In June 2000, the Conference of Heads of State and Government of the Economic Community of Central African States (ECCAS) adopted the Protocol on the establishment of the Peace and Security Council for Central Africa (COPAX), with its two technical structures, namely the Central African Multinational Force (FOMAC) and the Central African Early Warning Mechanism (MARAC). MARAC is tasked with collecting and analysing data for the early detection and prevention of conflicts and crises. It currently consists of the Central Structure located at the ECCAS Executive Secretariat in Libreville (Gabon) and 31 Decentralised Correspondents spread throughout the ten member states of ECCAS. This article assesses the performance of MARAC in the light of its assigned objectives. Bearing in mind the peace and security challenges facing the central African sub-region, the central argument of this article is that while the establishment of MARAC is commendable, it flowed more from the logic and context of the establishment of similar mechanisms on the African continent during the same period than from any displayed capacity and/or readiness on the part of ECCAS to implement the recommendations due to emanate from such a structure.  相似文献
