The military poses an ongoing threat to modern democratic rule in some African countries, especially in the Zimbabwean context. This paper reveals the ways in which Zimbabwe National Army (ZNA) generals have played a political role in the Zimbabwean elections, an issue which is both a political threat and a security threat to the state. It is argued that the ways in which ZNA generals engage in the political process goes against Section 208(2) of the constitution of Zimbabwe, which summarily states that the military must be apolitical. In substantiating this argument, the paper presents and analyses various public speeches made by army generals. It is contended that the army generals’ support of the Zimbabwe African National Union – Patriotic Front (ZANU-PF) and President Robert Mugabe has to be understood as a ‘mutual accommodation’, i.e. the generals are offered privileges in return for the political protection of the ruling regime which negatively impacts the security of the vote. 相似文献

AbstractTerms like ‘support’ and ‘collaboration’ are often used interchangeably to denote a loose set of acts or attitudes that benefit non-state armed groups (NSAGs). However, these terms are seldom defined, and the alternatives available to civilians are rarely identified. Moreover, existing approaches overlook that the interaction between civilians and NSAGs is often one between ruler and ruled, which makes obedience and resistance central. This paper proposes to conceptualize the choices available to civilians as forms of cooperation and non-cooperation, offers a typology, and discusses the implications for theory building on civilian and NSAG behavior, and on the functioning of armed social orders. 相似文献

The insurrection in the Vendée combined open warfare with the methods of petite guerre, ambushing French republican soldiers and cutting their supply lines to Paris. These tactics, when combined with the hatreds generated by a civil war, go far to explain to the cruelty of the conflict in the west and the depth of the hatreds it engendered. In republican eyes the use of guerrilla tactics was unjust and illegitimate, and they denounced their adversaries as common criminals and brigands, portraying them as backward, superstitious, even as subhuman, and in the process justified the savage repression they unleashed against them. 相似文献

Much is made in the security sector reform literature of the role of civil society as an overseer and monitor of the security sector, contributing to improved accountability and governance. This paper looks at how the notion of ‘civil society capacity’ needs to be disaggregated in order to develop meaningful strategies to assist civil society organisations to impact security sector reforms in complex, post-conflict contexts like the Democratic Republic of Congo. It draws on fieldwork conducted with 200 Congolese civil society groups that are attempting to engage in current security sector reform processes, and looks at which capacities are required to improve oversight by civil society groups. 相似文献

ABSTRACTNarratives about Brazil's nuclear program are distorted by supporters and critics alike. In Brazil, the national nuclear infrastructure is undergoing a period of expansion, with plans to build new nuclear power plants and industrial-scale fuel production facilities. While Brazil's leaders herald the nuclear sector as a triumph for indigenous science and technology, foreigners view the nuclear program as a dangerous legacy of the military regime. This discrepancy becomes even more apparent in discussions about the ongoing construction of Brazil's first nuclear powered submarine. Brazil's military touts the submarine as a symbol of political status, economic growth, and military might. But from abroad, the military's involvement in nuclear development is considered unnecessary, worrisome, and even irresponsible. These narratives—often incomplete or selective—have polarized discussions about Brazil's nuclear submarine program and caused considerable political antagonism during safeguards negotiations. This article works to dispel myths, highlight legitimate concerns, and explain historical perspectives that shed light on some difficulties that can be anticipated in future negotiations. 相似文献

In marked contrast with previous decades, defense issues in Argentina have started to receive increasing political attention over the last few years. The main goal of this article is to account for this new found interest in defense policy. The article contends that this revival could be accounted for by both the implementation of a neo-developmentalist strategy and a type of control that emphasizes civilian oversight over the armed forces. Both factors have promoted the implementation of policies that favored an increase in the military budget, the reconstruction of the defense industry and the establishment of a new military doctrine. ABSTRACTState support for foreign rebel groups has become more salient, yet it remains unclear how this affects armed conflict. This paper therefore analyses the effect of foreign government assistance and does so in the typical case of the Angolan War (1975–1991). It argues that South African and United States support greatly helped the National Union for the Total Independence of Angola (UNITA) wage a large and sustained insurgency campaign but was ultimately insufficient to overthrow the People’s Movement for the Liberation of Angola (MPLA) government because it enabled the incumbent government to obtain similar foreign assistance and because the level of aid awarded to UNITA fluctuated strongly, preventing it from engaging in meaningful long-term planning. 相似文献

The changes in the nature of warfare and its transformation toward Low Intensity Conflict (LIC) intrastate conflict have challenged the patterns of interaction between the political and the military echelons in Israel. It seems that the political echelon's superiority is maintained at the institutional and formal levels, but on the substantive level, which demands relying on knowledge and systematic staff work, the political echelon's position is weakened and loses its validity. Introducing the military echelon in Israel as an epistemic authority regarding the violent confrontation and the main outlines of the military knowledge development process might clarify why the absence of the required dialogue between the echelons and the weakness of the intellectual effort increased the military's influence over the shaping of Israeli conflict-management strategy. The argument's validity and its explanatory power can be found relevant for other countries whose militaries are deeply involved in the management of LIC. 相似文献
