Defense industrial complexes in leading Cold War nations have downsized and reallocated resources to other productive activities in the 1990s. In this paper, we analyze the experience of two key countries ‐ the US and France. Comparing the two countries, we find similar outcomes in budgetary retrenchment and large firm restructuring but marked differences in the pace of downsizing and diversification among small and medium‐sized firms. We hypothesize that three sets of contextual differences may explain these differences: 1) institutional differences in the way that the State bureaucracies ‐ the Pentagon and the French Délégation générale pour l'armement (DGA) ‐ oversee defense industrial matters, 2) differences in military industry ownership and firm size patterns, and 3) differences in the regional distribution of defense industrial capacity and associated regional policies. In closing, we note that the two countries’ defense industrial complexes are becoming more alike and speculate on the significance of invidious competition and interactions between them. We address briefly the future of French/American arms industrial competition and cooperation, given the trend towards transnational security arrangements and defense industry globalization  相似文献

The use of children in armed conflict has become a symbol of the apparent brutality of warfare in Africa. They have become a powerful tool for child rights advocates, who lobby for the protection of children through the provision of essential services such as health care, education and social services. But taking children and youth out of the broader security debate has turned the issue into a ‘soft’ humanitarian concern that rarely enters into discussions on African politics, militaries and economies. The danger in this lies in the fact that Africa is, demographically speaking, an extraordinarily young continent. The marginalisation of youth from the security debate is paralleled by their absence from political and economic agendas. In war-affected nations in particular, the priority of social sectors plummets while governments attend to the business of the war economy, leaving health and education in the hands of humanitarian agencies. At the same time, children and youth, being the majority, represent manpower for both governments and armed forces. Thousands of children involved in combat in Africa are in fact a symptom of instability deeply exaggerated by demographics.  相似文献

This paper reviews recent developments among African regional organisations in undertaking peacekeeping operations, as well as in preparing for future missions. It focuses on those that have been the most active: the Organisation of African Unity/African Union, the Economic Community of West African States and the Southern African Development Community. The paper goes on to briefly describe and analyse the activities of the French, UK, and US capacity-building programmes designed to develop African peacekeeping capacities. The author then identifies some specific concerns and recommends actions to help meet today's challenges. The paper concludes with a short analysis of African organisations' capacities and proclivities to provide a peacekeeping force for Sudan.  相似文献

Security Intergovernmental Organizations, here illustrated by NATO, persist in a “permitted interval” of internationalization, i.e. permitted by its member-states. On the one hand, they are seldom or never permitted to vanish due to member-states' vested interests in retaining them as tools of statecraft, even if their original purposes have become redundant. On the other hand, there is an internationalization ceiling that they must respect: they should not become too autonomous and thereby no longer be suitable as member-state tools. In spite of post-Cold War reform, interviews carried out at NATO Headquarters (HQ) in the late 1980s compared to interviews in 2012 display that a continuous pulling and hauling of forces of internationalization and renationalization have taken place around NATO HQ. The only instance of clear internationalization can be observed in the proactive diplomacy of Secretary General Fogh Rasmussen. There is stiff opposition to the internationalization of abolishing the Military Committee/International Military Staff among minor and South European states, and there is no waning in states' attempts to micro-manage the International Staff. Only external shocks can overcome resistance to internationalizing reform.  相似文献

We know little of the internal governing practices of non-state actors once in control of territory. Some territories have witnessed the establishment of new institutions of public goods remarkably similar to state institutions. This article compares four armed political parties governing territory during the Lebanese civil war. These non-state violent actors established complex political and economic institutions and administrative structures. Despite the wide range of ideologies and identities of these actors, they all converged in their institutional priorities, although not in their capacities or the particular ways of achieving those priorities. Data from interviews and the actions of the armed political parties suggest a combination of ideology and desire for control is causal in generating public institutions, partly attributable to the high degree of citizen activism marking the Lebanese case.  相似文献
