This article explains why Singapore, despite its small size and semi-authoritarian regime, retains one of the best military forces in the Indo-Pacific. It unpacks Singapore’s ability to continuously innovate since the 1960s – technologically, organizationally, and conceptually – and even recently joined the Revolution in Military Affairs bandwagon. Drawing from the broader military innovation studies literature, this article argues evolutionary peacetime military innovation is more likely to occur in a state with a unified civil–military relation and whose military faces a high-level diverse set of threats. This argument explains how the civil–military fusion under the People’s Action Party-led government since Singapore’s founding moment has been providing coherent and consistent strategic guidance, political support, and financial capital, allowing the Singapore Armed Forces to continuously innovate in response to high levels and diversity of threats. 相似文献

The quest for a Biafran Republic by the Igbo ethnic group has become a recurring demand in Nigeria since the late 1960s. The agitation has been premised on claims of marginalisation and exclusion of the Igbo people in the Nigerian body politic. In spite of the consistency of the agitation through various Administrations, there was a noticeable lull in such demands during the time of President Goodluck Jonathan, only to assume a frightening proportion since the advent of the Administration of President Muhammadu Buhari. This article locates the factors in the outcomes of the 2015 general elections: the question of inclusion and representation; the unfinished nature of the Nigerian civil war; economic challenges, miscalculation both on the part of the Igbo people and indiscretion in the initial appointments made by President Muhammadu Buhari. The article discusses processes of “religionization” within the institutional identity and ethos of the Israel Defense Forces (IDF) and the connection of these processes with the significant structural changes the IDF has undergone in recent decades. The main argument presented is that since the late 1980s, the IDF has been in a culture conflict, torn between soldiers and civilians who advocate turning the IDF into a professional army “military professionalization,” and others who wish to preserve, and even strengthen, the “people's army” model. The present article shows that the meaning of the term “people” in this phrase has shifted to refer strictly to the Jewish people, and that a national-ethnic perception strongly influenced by religious-national ideology has been adopted. 相似文献

Consider a manufacturer serving a set of retail stores each of which faces deterministic demands in a finite planning horizon. At the beginning of the planning horizon, the production capacity of the manufacturer is built, followed by production, outsourcing to third party manufacturers if necessary and distribution to the retail stores. Because the retail stores are usually managed by different managers who act as independent profit centers, it is desirable that the total cost is divided among the retail stores so that their incentives can be appropriately captured and thus efficient operations can be achieved. Under various conditions, we prove that there is a fair allocation of costs among the retail stores in the sense that no subset of retail stores subsidizes others, or equivalently, the resulting capacity investment game has a nonempty core, that is, the capacity investment game is a balanced game. ABSTRACTThis paper challenges recent claims that competitive market dynamics incentivize Private Military and Security Companies (PMSCs) to fully commit to providing effective services, thereby reducing the duration of civil war. Our assessment of a most-likely case scenario for this argument – Sierra Leone – reveals four critical problems. First, there is rarely direct competition, even if numerous companies are present. Second, the presence of multiple PMSCs usually represents a collaboration among subsidiaries providing distinct services, often under the same corporate umbrella. Third, data aggregation obfuscates the overlap of PMSC presence, inflating the amount of perceived competition. Finally, we raise concerns regarding how quantitative analyses can conflate conflict intensity with conflict termination. 相似文献

We study the optimal contracting problem between two firms collaborating on capacity investment with information asymmetry. Without a contract, system efficiency is lost due to the profit‐margin differentials among the firms, demand uncertainty, and information asymmetry. With information asymmetry, we demonstrate that the optimal capacity level is characterized by a newsvendor formula with an upward‐adjusted capacity investment cost, and no first‐best solution can be achieved. Our analysis shows that system efficiency can always be improved by the optimal contract and the improvement in system efficience is due to two factors. While the optimal contract may bring the system's capacity level closer to the first‐best capacity level, it prevents the higher‐margin firm from overinvesting and aligns the capacity‐investment decisions of the two firms. Our analysis of a special case demonstrates that, under some circumstances, both firms can benefit from the principal having better information about the agent's costs. © 2007 Wiley Periodicals, Inc. This paper investigates civil conflict as a product of the survival strategies of African leaders. Specifically, the paper offers a theory of risk substitution that predicts coup-fearing leaders will undermine the military effectiveness of the state when making an effort to extend their own tenure. While ‘coup-proofing’ practices have often been noted as contributors to political survival, considerably less attention has been paid to the influence of these strategies on other forms of conflict. Utilising data from a number of cross-national datasets, the analyses show that having a higher number of ‘coup-proofing’ counterweights significantly worsens a state's civil conflict prospects. A brief consideration of multiple episodes of conflict further suggests that in addition to coup-proofing undermining the counterinsurgency capacity of the state, some leaders are simply indifferent to – or can even potentially benefit from – the existence of an insurgency. 相似文献

This research sets out to establish how the youth in South Africa view military service, and what factors affect the ability of the South African National Defence Force (SANDF) to attract suitable recruits to staff its modern, technologically advanced military. Due to high levels of youth unemployment, South Africa has sufficient persons volunteering for military service. The problem lies with recruiting sufficient quality personnel with the right profile and abilities. To establish what affects enlistment, focus group discussions were conducted with learners from eight schools to determine what influences their career choices, what deters them from or attracts them to military service, their perception of the military profession, their knowledge of the military, and the influence of factors such as race and gender. The conclusion is reached that the SANDF is not considered an employer of choice due to poor service conditions, a decline in the prestige of the military, unfavourable aspects associated with military culture, a growing ‘knowledge gap’ and disconnect between the military and South African society, the estrangement of certain race groups, and the masculine nature of the military. These aspects need to be addressed if the SANDF wishes to attract learners with good academic credentials. 相似文献
