Abstract

A tremendous amount of important work has been done recently on operationalising the protection of civilians as a military task. The bulk of the discussion has focused on how militaries should respond to direct attacks on civilians. This is an important issue, but thinking about civilian protection should also include a serious examination of the ways in which the approach of military organisations to the problem of ‘spoiler’ groups can affect the level and dynamics of attacks on civilians – importantly, where armed groups are interested in violent control of civilian populations, attempts to ‘dislodge’ them from areas of control may substantially increase the level of violence against civilians (beyond the dangers to be expected from being near areas where active fighting is taking place). In 2009, the United Nations mission in the Democratic Republic of Congo (MONUC) supported the Congolese military in operations to dismantle the Hutu-dominated FDLR (Forces Démocratiques de Libération du Rwanda, Democratic Forces for the Liberation of Rwanda) militia group, at massive human cost. Critics have primarily focused on MONUC's failure to protect civilians from direct attack, consonant with the general discourse on tactics for civilian protection. These criticisms are valid, but in this paper I argue that two crucial additional considerations should be kept in mind: the way that military operations can affect violence against civilians, and the way that moralising the approach to armed groups, even those which have committed serious abuses, can limit military and political options – potentially in ways that increase civilian risk in the name of protecting them.  相似文献

This paper examines the role of the military in Pakistan, particularly in regard to civil‐military relations and defence industrialisation. Pakistan's military expenditure is relatively high, but apart from investment multipliers, little of this spending filters through to the civil sector. Pakistan's defence‐industrial strategy centres on rebuild and Chinese technological collaboration. However, while this ‘capital‐saving’ approach has merit, the strategy has thus far failed to stimulate broader civil development linkages. A conclusion of this paper is that Pakistan is failing to maximise the strategic dual‐use benefits of integrating civil‐military activity.  相似文献

This paper discusses how crises and war may “disrupt” company activities, and how companies adapt to these disruptions. Croatia is used as a case study. The original hypothesis was that war led to breaks in physical flows: in other words, that companies experienced difficulties in importing and obtaining supplies of goods. Instead, it appears that loss of customers and severely worsened conditions of payment were the principal problems for Croatian companies. Although it does not fall within the scope of this investigation, it is interesting to note that the Croatian government has not imposed any direct rationing on the industrial sector, but rather via the banking system.  相似文献

Given the nature of global counterinsurgency operations, the demands of military expansion, and the need for cultural, linguistic, and regional expertise, the United States Army should evaluate the establishment of US-led foreign troop units for its evolving force structure. This article proposes the creation of an American foreign legion based upon the recruitment of US-led, ethnically homogeneous tribal force units to meet the grist mill of counterinsurgency operations. This structured approach would be more beneficial than the current reliance on a de facto American Foreign Legion, represented by private military contractors (PMCs), many of them comprised of foreigners. These PMCs carry a number of oversight, accountability, and legal risks not found in a fully integrated, and US-officered foreign legion. The British Brigade of Gurkhas, the South-West African Police Counter-Insurgency Unit (Koevoet), and the Kit Carson Scouts serve as relevant historical examples where foreign troops were used to supplement national manpower resources.  相似文献

This article examines the ambiguous role played by the Cyprus Police Force during the Greek Cypriot insurgency against Britain between 1955 and 1959. A multiethnic force policing a multiethnic society, the CPF struggled to fulfill its duties. Greek Cypriot officers became ineffective as sympathy for, or fear of insurgents undermined their ability to function. Some collaborated, others resigned. Those who stayed became targets of their own people. Turkish Cypriot officers, recruited in greater numbers to compensate for a reduction in Greek Cypriot officers, worked to enforce the law, but exacerbated intercommunal relations in doing so. In spite of the peculiar conditions present in Cyprus, the case has valuable implications for contemporary policymakers on the vulnerabilities inherent in the use of local police forces to restore law and order in ethnically divided societies.  相似文献

Fourth Generation Warfare is a theory of contemporary warfare that posits a number of different ideas that are able to shed light on current conflicts. Whilst much of the debate has been concentrated on the linear development of warfare and also on analysis of the current situation of US forces in Iraq, it has resonance for a number of different conflicts taking place in Africa, if only because the US has become involved in contemporary conflicts in Somalia and the Mahgreb. There are clearly significant issues with the US-centric, flawed linear approach to history, but the actual analysis of modes of warfare has much to offer policymakers in a continent that is under-represented in the literature, and is also in danger of being forgotten in the shadow of analysis of Iraq. This paper moves on from criticising the stepped approach to history and looks at patterns of warfare in contemporary Africa, arguing that there is much in the theory that could be used to explain seemingly illogical tactics or patterns, and thus has much to tell policymakers engaged in conflict analysis.

The Civil War that took place in Greece between the Communist Party and the Centre-Right Government during 1946–1949 is examined from a political economy perspective. The cost of the conflict is measured as output forgone relative to what it would have prevailed had Greece followed a post-war recovery similar to that of other nations in Western Europe. A two-stage approach compares Nazi-occupied countries with neutral ones to assess the cost inflicted by Second World War, and then compares Greece with the former to estimate the impact of the civil conflict. A regional analysis finds that the political discontent was mainly shaped by pre-war socio-economic grievances, rather than being affected by contemporaneous deprivation or driven by class structure as hardliners of both sides preferred to present in pushing for an all-out confrontation. The failure to settle political rivalries and thus prevent the conflict is also discussed.  相似文献

This paper is intended to complement the existing literature on civil wars. First, it presents a simple theoretical model of conflict that defines a two‐sector economy. In a contested sector, two agents struggle to appropriate the maximum possible fraction of a contestable output. In an uncontested sector, they hold secure property rights over the production of some goods. Agents split their resource endowment between ‘butter’, ‘guns’ and ‘ice‐cream’. Following the theoretical insights the empirical analysis focuses on the relationship between civil wars and different sectors of the economy. In particular, a panel probit specification shows that the incidence of a civil war decreases in the size of manufacturing sector.  相似文献
