In June 2016, the Colombian Government and the FARC insurgent movement signed a ceasefire agreement, which brings the two sides one step closer to putting an end to over five decades of war. Unfortunately, Latin America has a rich history of insurgent movements, particularly during the cold war era, some of which continue to operate today. Most of these movements disappeared due to military operations, though some did so via peace negotiations. This essay aims to discuss the various ends of Latin American insurgencies to answer whether, indeed, insurgents can be negotiated with. 相似文献

AbstractThe Sahel has gained attention in international politics as one of the central theatres in the war on terrorism. International actors in this war seek alliances with states in the region, reinforcing the latter’s military strength and their legitimacy from outside. At the same time, increasingly-connected young populations question the legitimacy of their states, and contest that legitimacy from within and below. In the absence of states delivering any reasonable form of social contract, young people become torn between different governing orders and find themselves in a liminal space. In this article we present the cases of youth in Mali and Chad, who find themselves in a period of re-definition of their position in society and hence search for legitimate structures representation. In this search they may frame their belonging in terms of ethnicity, religion or political opposition – and increasingly also in adherence to global citizenship. New information flows and connectivity among young people in these regions, and between them and the diaspora, has given a new turn to their search for citizenship/belonging and rightful representation. However, whether their search will be successful in this geopolitical context is questionable. 相似文献

AbstractMilitias and rebels depart from different angles when it comes to the politics of legitimacy. While rebels have to address the issue of legitimacy early on in order to gain popular support, militias can rely on some kind of ‘borrowed legitimacy’. Based on this observation, the paper introduces militias as special form of organised violence visible in many civil wars and fragile states as well as elaborates on the politics of legitimacy typical for militias. By distinguishing different forms of militia violence (counter-insurgency, counter-rival and counter-crime), the articles shows how militias respond to major challenges in legitimizing violent actions. 相似文献

Clausewitz was much preoccupied with the apparent contradiction between real and absolute war. Why did war in history so rarely exhibit the extremes of violence and energy implied in the pure concept of war? Clausewitz’s commentators have usually followed him in thinking that this was a genuine problem in need of a solution, but I want to question that view. I will argue that Clausewitz did not have a coherent philosophy of absolute war, and therefore the contradiction he posited between real and absolute war was equally meaningless – as, too, was his effort to resolve it by claiming that some real wars approached or even attained the absolute form of war. The real problem was not the opposition of real and absolute war, but the self-contradictory theory of absolute war. 相似文献

It has frequently been observed in the literature on hybrid wars that there is a grey zone between peace and war, and that hybrid wars are conflicts which are not clear cases of war. In this paper, I attempt to illuminate this grey zone and the concept and nature of war from the philosophical discussions of vagueness and institutional facts. Vague terms are characterized by the fact that there is no non-arbitrary boundary between entities which lie in their extension, and entities which do not lie in their extension. I apply a theory of vagueness to notions such as “war” and “peace” and go on to suggest that the exact boundary for what counts as a war or not is arbitrary. However, the context in which the conflict occurs determines a range of possible locations for this boundary. The most important contextual parameter is in this respect how the parties to the conflict themselves conceptualize the conflict. I suggest that this can in various ways help us understand grey-zone conflicts. 相似文献

Given the advances made in conventional weapon capabilities, precision should by now be the accepted and expected norm in cyberspace as well. In this article I argue that developing precision cyber weapon systems, to be used during a lawful conflict, can be an important part of a responsible national security strategy to reduce the amount of violence and physical destruction in conflicts. I first describe a precision cyber weapon system in a military context. I then present three compelling rationales for the development of precision cyber weapon systems based on ethical, operational, and financial considerations. To support the position, I address several arguments that have been levied against their development. Thereafter I present several recommendations for a way ahead. 相似文献

This article analyzes the American intervention in Nazi-oppressed Europe during World War II and the way in which this intervention is represented in film. Examining the visual and cinematic aesthetics of Saving Private Ryan and the mini-series Band of Brothers, the article seeks to demonstrate how film has responded to US intervention overseas. It is argued that the need to liberate Europe from the evil Other stands forth as the main, heavily moralized purpose of US military intrusion in the film and the mini-series being analyzed. To shore up this speculation, the author considers other films on the topic, namely, The Longest Day (1962) and Shutter Island (2009). The author claims that the scenes in the concentration camps that are crucial in Band of Brothers and Shutter Island have an ethical function, i.e. they justify US intervention in the foreign territory. Additionally, the article provides a brief overview of Playing for Time (1980), Schindler’s List (1993), The Devil’s Arithmetic (1999), The Grey Zone (2001), as well as the mini-series Holocaust (1978). 相似文献
