The search continues for methods to improve security for development in Sub-Saharan Africa. One of the important actors in this security arena is Sub-Saharan African governments’ armies. Much of their capability to meet security challenge depends on how militarily professional they are. The wave of democratic evolution in Africa since 1990 also affected military professionalism. This article reviews three models for assessing how democratisation might affect military professionalism in Sub-Saharan Africa, with special attention to post-conflict states. This should make it possible to decide which analytical methods are most appropriate to measure military professionalism in the particular circumstances of Sub-Saharan African post-conflict democratisation. Depending upon the particular nation-state in question, this decision on analytical methods may be useful for other Sub-Saharan states as well.  相似文献

Washington's growing reliance upon international private security companies (PSCs) will lead to these firms becoming prominent vehicles in the prosecution of the counterinsurgency in Iraq. This shift, however, risks labeling PSCs as mercenaries and presents considerable challenges regarding the control of non-state violence. Moreover, tradeoffs exist regarding the different nationalities of PSC personnel. Utilization of personnel from the developed world risks compromising the capabilities of Special Operations Forces. Additionally, shifts in casualty recognition amongst US policymakers and the media suggest that the private option is becoming politically salient and thus less useful. Many developing world states are increasingly concerned about how the global outsourcing of security sector expertise risks their stability and ability to execute coherent policy. Finally, the employment of Iraqis in PSCs sends mixed messages to the Iraqi populace about the need for and the effectiveness of a cohesive and responsible indigenous security sector.

Frankly, I'd like to see the government get out of war altogether and leave the whole feud to private industry.

ABSTRACT

The effectiveness of recruitment strategies is crucial for sustainability of any insurgent campaign. This paper identifies eight mechanisms used to encourage overt and covert participation in the armed conflict in Donbas and shows that they varied depending on the type of service expected from a recruit. It relies on the original dataset compiled from studying 798 court cases of insurgents and informers convicted in Ukrainian courts in the period from October 2014 to March 2017. The paper finds that militants were more responsive to contractual or hierarchical mechanisms of recruitment, while informers who provided cover support were more likely to join through ideological appeals or activation of prior social ties.  相似文献

We study the optimal contracting problem between two firms collaborating on capacity investment with information asymmetry. Without a contract, system efficiency is lost due to the profit‐margin differentials among the firms, demand uncertainty, and information asymmetry. With information asymmetry, we demonstrate that the optimal capacity level is characterized by a newsvendor formula with an upward‐adjusted capacity investment cost, and no first‐best solution can be achieved. Our analysis shows that system efficiency can always be improved by the optimal contract and the improvement in system efficience is due to two factors. While the optimal contract may bring the system's capacity level closer to the first‐best capacity level, it prevents the higher‐margin firm from overinvesting and aligns the capacity‐investment decisions of the two firms. Our analysis of a special case demonstrates that, under some circumstances, both firms can benefit from the principal having better information about the agent's costs. © 2007 Wiley Periodicals, Inc. Airpower, drones and cyber-weapons are employed by states in conjunction with local armed non-state actors in an effort to coercively intervene in the crises of the twenty-first century. While the externalization of the burden of warfare is a return to pre-modern war, it is the change in the underlying socio-political relations between the state and its military agent that is a novel phenomenon in surrogate warfare. This article demonstrates that in a post-Westphalian era characterized by non-state violence, globalized conflicts, a prioritization of risk management in a mediatized environment, the state has to explore new ways to remain relevant as the primary communal security provider. Thereby, the organization of violence has departed from the employment of the state’s soldier as the primary bearer of the burden of warfare to a mode of war where technological and human surrogates enable the state to manage the risks of post-modern conflict remotely. In this article, we conceptually explore surrogate warfare as a socio-political phenomenon within the context of globalized, privatized, securitized and mediatized war.  相似文献
