基于Petri网的C2S性能分析方法研究

给出了用时间连续随机Petri网和时间离散随机Petri网计算系统稳态概率的方法,并将其应用于指挥控制系统(C2S)的性能分析中,分析结果表明这种计算方法是可行的。     

空间飞网地面碰撞试验与仿真

设计了空间飞网地面碰撞试验系统,并将碰撞试验结果与有限元仿真结果进行比较分析,对碰撞过程中的碰撞力和绳段内力进行分析。研究表明:试验结果与仿真结果吻合较好,这验证了仿真模型的有效性;飞网碰撞目标后产生的约束张力有利于收拢包裹目标;飞网的柔性特征可有效缓解碰撞效应,但碰撞区域绳段易产生断裂破坏。     

Trade credit contract in the presence of retailer investment opportunity

This paper presents a model for designing a trade credit contract between a supplier and a retailer that would coordinate a supply chain in the presence of investment opportunity for the retailer. Specifically, we study a newsvendor model where the supplier offers a trade credit contract to the retailer who, by delaying the payment, can invest the accounts payable amount and earn returns. We find that when the channel partners have symmetric information about the retailer's investment return, a conditionally concessional trade credit (CTC) contract, which includes a wholesale price, an interest‐free period, and a minimum order requirement, can achieve channel coordination. We then extend the model to the information asymmetry setting in which the retailer's investment return is unobservable by the supplier. We show that, although the CTC contract cannot achieve the coordination in this setting, it can effectively improve channel efficiency as well as profitability for individual partners.     

Optimal redesign decisions through failure rate estimates

To reduce the time-to-market of newly developed systems, manufacturers increasingly adopt strategies where systems are brought to market while system field reliability is still uncertain. These systems are typically sold under performance-based contracts, which incentivizes potential customers to invest in them despite reliability uncertainty. Such contracts make the manufacturer (partly) responsible for the availability of the system. Subsequently, when field reliability is lower than anticipated, the manufacturer may choose to redesign the system to avoid high contract penalties. Redesign is a costly effort which may substantially increase field reliability. Deciding when to redesign is challenging, especially because the initial failure rate estimate by the system's engineers is refined over time as failure data accrues. We propose a model that endogenizes the failure rate updating to analyze this tactical redesign decision. We study additive and multiplicative redesigns and show that the optimal policy has a control limit structure. We benchmark our optimal policy against a static counterpart numerically, and conclude that basing redesign decisions on the updated estimate of the failure rate can substantially reduce costs.     

一种基于 Dijkstra 算法的航空平台组网技术

本文针对航空平台在超低空和超视距飞行过程中,传统的单一的TDMA网络难以满足无盲区通信需求,提出一种基于Dijkstra算法的ad hoc组网技术,通过建立实时邻居信息表、网络拓扑表和动态路由,在工程应用中实现了具有中继功能的地空-空空高速实时无线传输网络,满足了部队通信网络大范围覆盖和实时性需求。     

美军装备采办合同管理及其标准化

在我军武器装备建设逐渐"以计划为主要管理方式和手段"向"以合同为主要管理方式和手段"转变的背景下,装备采购合同管理的研究日趋深入。而装备采购合同"行政合同"的性质及合同标的物复杂性的特点,进一步凸显了标准化在保证装备采购合同规范性、降低不确定性、减少交易成本和提高工作效率中的重要作用。文章在对美军装备采办合同管理标准化特点与经验详细分析和提炼的基础上,对比我军装备采购合同管理体制及标准化现状,有针对性的提出了装备采购合同管理标准化建议,梳理了标准化重点,并为日后时机成熟时制定适用于装备采购合同管理的相关标准或指南,奠定了一定的研究基础。     

Progress payments and cost overruns in defence contracts

In recent years military procurement agencies have used “progress payments” in contracting. Although, overall, the adoption of such a policy may well have contributed to a decrease in total costs of procurement, we identify a class of inefficiencies that are likely to have been generated by it.     

合同制消防队伍建设发展探索

简述了我国合同制消防队伍的现状,全面总结了目前我国合同制消防队伍存在的问题,深刻分析了阻碍合同制消防队伍稳定发展的主要因素,并重点提出了针对性的改进措施,为我国合同制消防队伍健康有序发展提供了有益借鉴。     

基于DoDAF与Petri网的预警卫星系统建模分析

预警卫星系统在弹道导弹防御系统中处在最前沿,在战争中起着其他装备无法替代的作用。依据DoDAF和预警卫星系统的作战流程,构建了预警卫星系统作战状态转换(OV-6b)模型,以描述预警卫星系统作战过程的时序关系、各作战节点的状态转换以及信息流关系。基于Petri网将各节点OV-6b模型转换成可执行模型进行驱动,并构建和分析了各Petri网模型的可达图,结果表明,建立的OV-6b模型和Petri网模型是合理的、正确的。     

已建商业服务网点变异后火灾隐患及对策

在《建筑设计防火规范》、《高层民用建筑设计防火规范》中均对＂商业服务网点＂提出了具体概念,但随着经济发展,经营者将＂商业服务网点＂进行了变异改造,通过笔者对当地各种＂商业服务网点＂变异的分析,明确了其火灾隐患并提出对策,实现对这类场所的动态监管,有效地消除火灾隐患,预防火灾事故的发生。
