At NATO’s 2014 Wales Summit, the UK and Germany unveiled two new initiatives for European defence cooperation, known, respectively, as the Joint Expeditionary Force (JEF) and the Framework Nations Concept (FNC). Both were the result of economic pressures and the need to exercise intra-alliance leadership, but they represented very different approaches to cooperation. The JEF was to be a UK-led contingency force for short-notice operations, selectively incorporating forces from allies and partners. The FNC sought to coordinate capability development between groups of allies, centred on larger framework nations, to develop coherent capability-clusters available to meet NATO’s force requirements. The common denominator and novelty of the initiatives was the building of forces and capabilities multinationally by having major states act as framework nations for groups of smaller allies. The UK and Germany have ownership and continue to provide leadership to these initiatives. This is one key reason why they continue to evolve to accommodate changing circumstances and are likely to endure. 相似文献

The United States’ Air Force (USAF) has developed and used unmanned aerial vehicle (UAV) technology to monitor and assassinate dangerous terrorists in Afghanistan, Iraq, Libya, Pakistan, Somalia, Syria, and Yemen. Currently, there are few countries that possess armed UAV and since the US created much of this technology, the USAF is usually part of the training that automatically accompanies the purchase of its UAVs. This article analyzes the causes of combat effectiveness of the South Korean security forces through the course of its various counter-insurgency (COIN) operations from 1948 to 1953. We argue that improvements in two interrelated aspects ultimately resulted in higher operational and tactical level performance: unified operational command structure and the subsequent improvements in tactical efficiency under the guidance of the US advisory mission. Through an in-depth case study on how a nascent army improved its capacity in combating homegrown insurgencies, we demonstrate how the actual conduct of operations itself remains just as significant in the assessment of overall COIN outcomes. 相似文献

As a result of the migration crisis of 2015–2016, the management of mass migration and border control became militarised in Central Europe, and this process has also reshaped the dynamics of multinational defence cooperation in the region. Accordingly, while the so-called Central European Defence Cooperation (CEDC) was created by Austria, Croatia, the Czech Republic, Hungary, Slovakia and Slovenia in 2010 to support NATO and EU capability development projects via defence cooperation, after the migration crisis it became the major Central European forum for military cooperation against irregular mass migration. Although many defence officials in the region are not necessarily enthusiastic about this development, the Central European political environment and also practical defence considerations pushed the defence ministries of CEDC countries towards deeper cooperation on border control, as well as better coordination with ministries of interior affairs on the national and the regional levels. 相似文献

Norway, Sweden and Finland have proclaimed a willingness to cooperate militarily in a future crisis or conflict despite their diverging alliance affiliation. This article assesses their ability to do so through various elements affecting their interoperability, with Arctic Challenge, a multinational military exercise, as an empirical basis. The analysis finds that the NATO/non-NATO-divide has a negative impact on the trilateral defence cooperation, especially on exchange of information and aspects related to command and control. At the same time, Finland and Sweden have become largely NATO-standardized through their active partnership with the Alliance. This has affected interoperability aspects, such as communication, culture, and the compatibility of technical solutions, in a positive manner. Through agreements with the Alliance, as well as domestic legal changes, the two NATO-partners have facilitated receiving military assistance from Norway and other NATO-members during a crisis. Other agreements between the Nordic countries, however, have been limited to peacetime. 相似文献
