Many have suggested that the true purpose behind Japan’s development of a closed nuclear-fuel cycle is to maintain the technical potential to develop nuclear weapons. However, closer examination of the development of Japan’s nuclear industry shows that, although Japan possesses advanced nuclear technologies, there has been no deliberate strategy to create a nuclear-weapon option. There is no “nuclear hedge.” To illustrate this point, this article presents a framework called “dynamic institutionalization” to explain the origins of Japan’s nuclear policies and the different sets of institutionalized pressures and constraints that have perpetuated these policies over time. Japan’s continued development of closed fuel-cycle technologies is primarily driven by domestic politics and the lack of a permanent spent-fuel management solution. On the other hand, Japan’s institutionalized nuclear forbearance is driven by the calculation that, as long as US extended deterrence remains credible, Japan’s security is best guaranteed through reliance on the US nuclear umbrella. By analytically untangling the policy of closed fuel-cycle development from the rationale for nuclear forbearance, this article provides a more nuanced view of the relationships between the domestic and international variables shaping Japan’s nuclear policies.  相似文献

Despite the fact that Italy hosts almost half of the remaining estimated 150–200 US tactical nuclear weapons (TNW) that are currently deployed in Europe, case studies of Italy have been largely neglected. The article seeks to fill that gap by outlining the key elements of Italy's position regarding the presence, role, and future of TNW in Italy. By considering both the military and political-symbolic dimensions of TNW, the author argues that Italy has largely embraced the process of the devaluation of nuclear weapons; however, this is offset by the country's determination to preserve the principles of solidarity and the indivisibility of Euro-Atlantic security. By making the alliance's cohesion a priority, Italy appears willing to postpone the complete elimination of TNW from its territory if necessary; despite this, Italy otherwise considers TNW to be not only weapons of little intrinsic value but also obstacles to the global nuclear disarmament program that it strongly supports.  相似文献

Several years ago, Ward Wilson presented in this journal a wide-ranging challenge to what every generation of national security scholars and practitioners since the end of World War II has been taught about nuclear weapons. He asserted that nuclear deterrence amounts to far less than its proponents have claimed and provocatively suggested that nuclear deterrence is a myth. Relying upon both empirical and theoretical objections to nuclear deterrence, he concluded that its failures were clear-cut and indisputable, whereas its successes were speculative. Yet in spite of a flourishing trade in scholarly articles, think tank reports, blog posts, and opinion pieces concerning nuclear deterrence, nobody—including nuclear weapons scholars—has ventured more than a limited critique of Wilson's essay. There are, however, serious shortcomings in Wilson's arguments—deficiencies that make his essay an unpersuasive brief against nuclear deterrence. Wilson's thesis could be correct. His arguments, however, are unlikely to persuade any skeptical members of Congress, upon whom future progress in arms control depends, to reconsider the value they attach to nuclear weapons and nuclear deterrence.

ABSTRACT

There is a lingering disagreement among scholars on how the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) affects nonproliferation and disarmament outcomes. Drawing on constructivist scholarship on international norms, this article examines the extent of the NPT's effect in the case of Ukraine's nuclear disarmament. In the wake of the Soviet Union's collapse, Ukraine found itself host to the world's third largest nuclear arsenal. Despite Ukraine's initial commitment to become a non-nuclear state, it proceeded along a difficult path toward NPT accession. Most controversial and directly at odds with the NPT was Ukraine's claim to ownership of its nuclear inheritance as a successor state of the Soviet Union. This article argues that, while much domestic discourse about the fate of these nuclear weapons was embedded in the negotiation of Ukraine's new identity as a sovereign state vis-à-vis Russia and the West, the NPT played an important, structural role by outlining a separate normative space for nuclear weapons and providing the grammar of denuclearization with which Ukraine's decision makers had to grapple.  相似文献

The Indian government has not made a public comment about the status of its nuclear weapon program since approving a nuclear doctrine in 2003. However, there is now enough information in the public domain to determine that the command-and-control system for the nuclear program has steadily matured in accordance with the intent of the approved nuclear doctrine. The Indian government has successfully mitigated many of the issues that plague the conventional military. The result is a basic command-and-control system that is focused only on the delivery, if ordered by the prime minister, of nuclear weapons. The system is not as robust as those of the United States and Russia, but is in place and ready as new Indian nuclear weapons enter into operation. The command-and-control system is developing to meet India's needs and political compulsions, but not necessarily as part of a more assertive nuclear policy.  相似文献

The Democratic People's Republic of Korea (DPRK) justifies its nuclear weapon arsenal with the concept of deterrence. It means that it will try to miniaturize and modernize its warheads and missiles. This leads to a first-use doctrine of nuclear weapons. Obama's policy of engagement does not offer a solution to the North Korean nuclear issue as yet. In the context of its policy of critical engagement with the DPRK, the European Union has three key interests: regional peace and stability, denuclearization, and human rights. The Conference on Security and Cooperation (CSCE) could be a precedent. The CSCE process was based on three “baskets”: security, economics, and humanitarian. The multilateral Trans-Pacific Partnership is a step in this regard. This article looks at three theoretical approaches: realism, liberal institutionalism, and liberal internationalism. It concludes that a political strategy to create a stable North Korean peninsula has to go beyond nuclear deterrence that is based on the realist notion of balance of power.  相似文献

The article is devoted to problems of defining quantitative criteria for the physical protection system (PPS) effectiveness of nuclear facilities. The article briefly describes the scheme of the PPS development used in the nuclear industry in Russia, gives a review of existing approaches to defining the minimal acceptable value of the system's effectiveness, and reveals advantages and disadvantages of the approaches. The article describes in detail an approach based on facility categorization by potential losses and a technique of defining the minimal acceptable value of the PPS effectiveness developed on its base.  相似文献

For more than a decade, Iran has been referring to a fatwa issued by its Supreme Leader, Ali Khamenei, proscribing nuclear weapons. The fatwa, however, not only failed to influence the process that led to the resolution of Iran’s nuclear crisis, but also has been met with a good deal of skepticism. The most commonly held suspicions about the credibility of the fatwa can be summed up in five central questions: (1) Has the nuclear fatwa actually been issued? (2) Does the fatwa apply to all the aspects of nuclear weapons including their production, possession and use? (3) What is the juridical status of the fatwa? (4) Was the nuclear fatwa issued only to deceive other nations? (5) Is the fatwa really irreversible? This article tries to answer these questions by providing a chronological review of the fatwa and analyzing all the relevant statements by Khamenei. The analysis is conducted against the background of Islamic principles, Shi’a jurisprudence and the history of the Islamic Republic of Iran. The article concludes that the fatwa is a credible religious decree and could indeed contribute to the cause of nuclear disarmament.  相似文献

India’s nuclear doctrine and posture has traditionally been shaped by minimum deterrence logic. This logic includes assumptions that possession of only a small retaliatory nuclear force generates sufficient deterrent effect against adversaries, and accordingly that development of limited nuclear warfighting concepts and platforms are unnecessary for national security. The recent emergence of Pakistan’s Nasr tactical nuclear missile platform has generated pressures on Indian minimum deterrence. This article analyzes Indian official and strategic elite responses to the Nasr challenge, including policy recommendations and attendant implications. It argues that India should continue to adhere to minimum deterrence, which serves as the most appropriate concept for Indian nuclear policy and best supports broader foreign and security policy objectives. However, the form through which Indian minimum deterrence is delivered must be rethought in light of this new stage of regional nuclear competition.  相似文献
