Country survey III — Defence spending in West Germany

This survey article deals with defence spending in West Germany from 1960 on, and the resulting manpower levels and major weapons of the Federal Armed forces, focusing on macro‐economic aspects. Statistics compiled from a variety of published and unpublished sources are presented in 16 tables. An econometric defence‐spending function is derived for the period. For comparison, the equivalent data of East Germany from the last years is also presented. The small set of developments in the next few years that can be predicted firmly are discussed.     

THE REGIONAL ECONOMIC EFFECTS OF MILITARY BASE REALIGNMENTS AND CLOSURES IN GERMANY

We identify the causal effect of a reduction in military personnel on a number of socioeconomic indicators within the peripheries of military bases. The base realignments and closures in Germany are used as an exogenous source of variation that allows us to identify the effect of a demand shock on household income, output, unemployment, and tax revenue within a specified buffer zone around each base. The analysis covers 298 communities for the period 2003–2007. Consistent with evidence found elsewhere, we find that these base adjustments have only a marginal impact on the local community in which the bases are located.     

Bayesian selling problem with partial information

We introduce an optimal stopping problem for selling an asset when the fixed but unknown distribution of successive offers is from one of n possible distributions. The initial probabilities as to which is the true distribution are given and updated in a Bayesian manner as the successive offers are observed. After receiving an offer, the seller has to decide whether to accept the offer or continue to observe the next offer. Each time an offer is observed a fixed cost is incurred. We consider both the cases where recalling a past offer is allowed and where it is not allowed. For each case, a dynamic programming model and some heuristic policies are presented. Using simulation, the performances of the heuristic methods are evaluated and upper bounds on the optimal expected return are obtained. © 2013 Wiley Periodicals, Inc. 用于目标跟踪无线传感器网络的动态分簇算法

针对跟踪精度和网络能耗的问题,提出了一种用于目标跟踪无线传感器网络的基于预测的动态分簇算法.把目标运动过程看作是高斯马尔可夫过程,根据目标历史轨迹,估计下一时刻位置坐标和运动速度,然后基于估计结果优化选择分簇的簇头和簇成员,形成一个动态分簇来实现目标跟踪.仿真结果表明:该算法使目标跟踪有较好的跟踪精度,能有效均衡网络能耗,延长网络寿命.     

某型发电机可靠性试验系统研究

为了对某型发电机进行可靠性试验,根据试验需求,设计了带能量反馈的试验系统。该系统与发电机输出带纯电阻性负载方案相比,大大节约了试验的耗电量,并利用仿真软件PSCAD/EMTDC建立了试验系统的仿真模型,对系统在不同扰动下的动态特性进行了仿真研究。仿真结果与试验结果相吻合,说明所建试验系统模型的正确性,也得出了该试验系统具有良好的运行稳定性的结论。     

舰用中冷回热燃气轮机装置动态性能分析

中冷回热循环(ICR)燃气轮机因其优越的全工况性能正日益受到船舶和工业领域的关注。通过分析ICR燃气轮机的变工况特性,采用模块化建模法仿真,对ICR燃气轮机进行动态性能分析,并与简单循环燃气轮机仿真结果进行比较。结果表明,换热器的热惯性对机组的动态性能影响较大,时间常数愈大,达到新平衡所需时间愈长;ICR燃气轮机不仅在设计工况点的效率和功率都有明显提高,而且在低工况下仍有良好的经济性,动力涡轮采用进口导叶面积可调可进一步改善ICR燃气轮机装置的部分工况性能。     

Dynamic lot‐sizing model with production time windows

We consider a dynamic lot‐sizing model with production time windows where each of n demands has earliest and latest production due dates and it must be satisfied during the given time window. For the case of nonspeculative cost structure, an O(nlogn) time procedure is developed and it is shown to run in O(n) when demands come in the order of latest production due dates. When the cost structure is somewhat general fixed plus linear that allows speculative motive, an optimal procedure with O(T⁴) is proposed where T is the length of a planning horizon. Finally, for the most general concave production cost structure, an optimal procedure with O(T⁵) is designed. © 2007 Wiley Periodicals, Inc. Naval Research Logistics, 2007

全国消防部队先后在各级建立了财务集中核算中心,按照统一的财务规章制度对本级及其所属单位一切经费进行集中核算、集中监管。但是,现行核算中心会计监督职能的发挥仍存在一些不足,文章对此进行了分析。并提出强化消防部队会计监督职能的建议。     

对岸电子进攻中航母阵位确定方法

针对航母编队对岸电子进攻作战提出了一种航母编队阵位确定的方法。基于航母编队在对岸电子进攻中的任务,提出了航母编队与岸边距离的基本要求,建立了航母编队与岸边距离的数学模型,仿真计算了模型中各个参数对航母编队与岸边距离的影响。这些模型可用于航母编队在对岸电子进攻中确定航母的阵位,满足航母编队作战使用的需要。
