Regional responses to security and development challenges in East and Southern Africa: lessons and way forward

Since the mid-twentieth century, the East and Southern African regions have been mired in complex and overlapping security and development challenges, including ethnopolitical conflicts, terrorist insurgencies, the proliferation of small arms and light weapons (SALWs), and overwhelming economic crisis. These challenges have had implications for human security, socio-economic development, territorial authority, sovereignty and the stability and legitimacy of political regimes in the affected states. The adequacy and relevance of the regional responses to these challenges is the subject of ongoing debate, to which this paper now adds. Among other factors, this paper identifies competition for regional dominance and institutional inadequacies as accounting for the inability of regional governance bodies to respond adequately to the challenges they face. Consequently, it recommends the expansion of the mandate of the Regional Economic Communities (RECs) beyond regional economic integration to include peacebuilding and a deepening of the institutional efforts focused on security cooperation and conflict management.     

略论高等教育宏观结构与经济结构的内在关系

高等教育结构与经济结构均为复杂的多维综合结构,二者之间存在着相互依存、相互影响、相互制约的辨证关系,其内部高等教育的科类结构与产业结构、高等教育的层次结构与劳动技术结构、高等教育的地区结构与经济地区布局结构存在着一定逻辑对应关系。     

Economic and environmental impacts of vertical and horizontal competition and integration

We explore the economic and environmental impacts of market structures (competition or integration at vertical and horizontal levels). We consider a bilateral duopoly consisting of two manufacturers and two retailers in which each manufacturer offers a wholesale price contract to the respective retailer. The manufacturers decide on wholesale prices and abatement efforts concerning pollution emissions related to manufacturing processes, whereas the retailers compete in quantities in the consumer market. To understand the comprehensive effects of market structures on economic competitiveness and environmental sustainability, we examine a measure of eco‐friendly social welfare, which is the ratio of social welfare and environmental pollution. Interestingly, we find that the market structures that have been believed to be more efficient are less efficient from a broader perspective: (1) double marginalization can generate higher eco‐friendly social welfare, and (2) horizontal competition between firms can result in lower eco‐friendly social welfare. Although vertical integration and horizontal competition yield greater social welfare by facilitating more production activities, these market structures often fail to induce sufficient abatement efforts to balance the polluting effect of the large volume, resulting in more significant environmental degradation. We also show that, despite the pollution‐curbing effect, higher emission penalties can result in less eco‐friendly social welfare. They can even curtail the abatement efforts of firms under particular circumstances. When products become more substitutable, the eco‐friendly social welfare can decrease depending upon the market structure.     

Defense policy in Brazil: bridging the gap between ends and means?

This article aims to analyze the Brazilian Defense Policy in terms of its ability to reduce the gap between ends and means. Since 2003, the Brazilian defense policy has evolved along with Brazil’s increased role in the international system. Sustaining this process depends on institutional, economic, and operational conditions that are yet to be fully guaranteed. They require negotiations, reforms, and strategic perspective. By identifying specific challenges emerging from the national security institutional framework, the combat capability building process, the budgetary cycle, as well as from the defense industrial base, we sought to explain their rationale and to offer concrete policy pointers to overcome obstacles. As a general conclusion, the Brazilian defense policy was strengthened by the 2008 National Defense Strategy (END) due to its clearer strategic goals. Bridging the gap between those ends and the proper means is a continuous effort for any given country, but in the case of Brazil it has been addressed with firmer steps since the END, even in the face of harder economic and political conditions.     

H_∞滤波混合优化RBF在SINS动基座传递对准中的应用

为解决SINS动基座传递对准的快速精确问题,将混合优化的RBF神经网络应用于此。首先运用递阶遗传算法优化RBF神经网络的拓扑结构,并对网络其余参数进行全局粗调;在此基础上运用H∞滤波算法对网络其余参数进行在线自适应精调。其计算机仿真结果与扩展卡尔曼滤波比较表明:该算法在精度、实时性方面与扩展卡尔曼滤波相比提高了将近50%。     

新疆高等教育专业结构与产业结构适应性分析

经济的集约型发展使得教育尤其是高等教育越来越成为推动经济增长的最重要因素之一。为丰富高等教育发展模式、强化其个性和特色、增强与地方经济的联系,高等教育的发展不断提升区域化,即区域高等教育的发展以区域经济社会发展的需要为目标和指导,充分发挥高等教育对地方经济社会建设的推动作用。本文分析了新疆区域高等教育专业结构及经济结构的发展现状,找出二者对接过程中存在的矛盾,提出适应新疆区域经济发展的高校专业结构调整对策。

随着社会的发展和科学技术的进步,人们对降低设备噪声的要求越来越高,特别是办公设备、家用电器及某些军事装备在这方面的要求更为突出。使用低噪声润滑脂是降低精密滚动轴承噪声的重要途径。综述了国内外低噪声润滑脂的研究情况,探讨了润滑脂组成、制脂工艺、结构及杂质对轴承振动和噪声的影响,分析了低噪声润滑脂下一步的发展方向。
