联合国维和警察防暴队甄选考试改革对维和培训的影响及对策

2012年9月颁布的《联合国维和警察防暴队行动能力评估标准作业程序》对联合国防暴队甄选及行动能力评估的组织、实施程序、考查标准等方面都进行了较大的调整。从联合国维和警察防暴队甄选标准作业程序的改革入手,以考试为突破口和着眼点,研究程序的改革对维和警察防暴队培训的影响,制定应对策略,以时维和培训工作具有指导作用和借鉴意义。

"沉默的螺旋"理论是20世纪70年代德国社会学家诺尔诺依曼基于历史和传播的角度提出的关于舆论形成的理论假设,是现今学界研究受众反应的经典理论之一。本文就沉默螺旋理论在当代大学生思政传播中的存在性进行了论证,并分析了其对大学生思想政治教育可能产生的影响,结合实际,探讨了降低其负面影响的对策。     

‘Outside their expertise’: The implications of Field Manual 3-24 for the professional military education of non-commissioned officers

Within the framework of classical theory, the joint US Army-Marine field manual Counterinsurgency (FM 3-24) described an ambitious set of skills required for success against guerrillas. But if counterinsurgency, as FM 3-24 describes it, is ‘the graduate level of warfare’, then these two military services have been for years systematically failing to train their talent in the appropriate fields. In today's small wars, NCOs serve as modern-day Mounties, and consequently require at least a modest undergraduate education in armed good governance.

介绍了光电精确制导武器和光电对抗装备的特点,进而分析得出要地防空中要采用分层对抗战术,并分析了实施方法和运用方式,给出了战术配置原则,从技术、战术和地形气候方面分析了影响战术配置的因素,对部队开展基地训练中的光电对抗战术训练具有一定的参考价值。     

Individual preferences and the demand for military expenditure*

Whose preferences determine the tradeoff between security and civilian output in deciding upon budget allocations to defence? This paper considers the role that consumer preferences might play in influencing military spending. We propose normative criteria to judge the economic or political efficiency of defence provision at a given time, and test them using Australian survey‐based micro‐data. Our results suggest that the political system has not delivered a simple social‐choice translation of individual preferences into collective outcomes, nor has it delivered results consistent with simple majority‐voting median preferences.     

装备保障抽组力量物资装载模型

对装备保障抽组力量的物资装载问题进行了数学描述,建立了以实现全部物资尽量分散装载为目标,以同类物资集中装载、车辆承载物资总体积不超过车辆有效容积、车辆承载物资总重量不超过车辆标记载重量、物资必须装载且不被重复装载等为主要约束的数学模型,并进行了求解.最后通过实例解算验证了模型的有效性.     

Reform,democratization, and counter-insurgency: evaluating the US experience in Cold War-era Latin America

Current debate on US counter-insurgency doctrine is dominated by the notion that promoting ‘legitimacy’ and ‘good governance’ constitutes a central strategic imperative. This idea is hardly new; during the Cold War US officials often sought to encourage democratization and socio-economic reform as antidotes to revolution in Latin America. This article reviews four such cases – Venezuela during the first half of the 1960s, Guatemala throughout the 1960s, Nicaragua during the late 1970s, and El Salvador during the 1980s. The purpose is to bring a historical perspective to bear on current debates about the feasibility of US counter-insurgency strategy by evaluating the effectiveness of previous campaigns to promote improved governance in developing societies wracked by guerrilla violence.
