针对消防文化的内涵,探讨我国当代消防文化建设的三个切入点：即在消防工作中体现军人核心价值观、消防工作中的战斗精神与革命英雄主义气概、消防工作中的探索精神和创新意识;指出围绕这三个切入点进行消防文化建设的具体原则和措施.     

Constructing a strict total order for alternatives characterized by multiple criteria: An extension

The problem of finding a strict total order for a finite set of multiple criteria alternatives is considered. Our research extends previous work by us, which considered finding a partial order for a finite set of alternatives. We merge the preference information extracted from the preference cones and corresponding polyhedral sets, with the information derived from pairwise comparisons of two alternatives, yielding a preference matrix. This preference matrix is used as input to an integer programming model to obtain a strict total order that provides a transitive ranking for the set of alternatives. © 2014 Wiley Periodicals, Inc. Performance measurement in military operations: information versus incentives

We explore the impact of strategic assessment efforts on military organizations at war. To do so, we construct a model to explore the impact of a principal’s choice among imperfect performance metrics for a military operation. In doing so, the principal must consider both the incentivizing and informational properties of the metric. We show the conditions under which uncertainty regarding the nature of the agent, as well as uncertainty regarding the operational environment, drives a metric choice that induces pathological behavior from the agent. More specifically, a poor metric choice can create an overly optimistic assessment and end up prolonging the conflict. We illustrate the model’s insights in the cases of World War II and the Vietnam War.     

基于云理论一二元语义的雷达装备保障指挥效能评估模型

针对云重心和云模型评判方法存在的信息丢失、难于评判以及信息扭曲等问题,从确定权重等级、评价集和评价结果3个方面对模型进行了改进和完善．应用二元语义确定指标权重,避免了评价信息的丢失和扭曲,采用综合云的思想确定评价集,充分利用评价者给出的信息,简化相似云的理论来定量衡量评价结果,从而建立了基于云理论一二元语义的雷达装备保障指挥效能评估模型．     

干扰条件下防空兵通信装备系统效能分析

为研究干扰条件下防空兵通信装备系统效能,在ADC模型的基础上构建了ADCF系统效能模型,并结合实例对模型进行了仿真分析.仿真结果显示,该模型能较好反映敌方干扰对通信装备系统效能的影响.提出了干扰条件下提高防空兵通信装备系统效能的措施.     

有人机/无人机协同空地攻击效能评估的综合指数模型

研究了未来有人机/无人机协同空地攻击的典型作战模式,然后根据混合编队的作战过程和特点,提出了一种建立有人机/无人机协同空地攻击效能评估的综合指数模型;同时确定了综合指数模型中各分系统和分项能力的评估模型。最后以6种有人机和6种无人机的协同空地攻击效能评估为例计算并检验了模型的可用性。     

微波与红外干衣实验研究

本文从干燥机理出发分析了微波干衣优于红外的性能，并且从实验表明微波干衣比用ＰＴＣ陶瓷板红外干衣平均节能１０～３０％，平均节时２０～４０％。     

基于粗糙集理论的武器系统效能评定

简述了各种武器效能评定方法。建立武器参数效能模型,首先要挑选特征参数,这里采用知识约简方法选择武器的特征参数。利用神经网络理论建立了参数效能模型,武器系统的效能与武器特征参数的关系可通过神经网络的阈值和权值得到体现。通过实例对神经网络法与指数法所得的结果进行了比较,结果表明神经网络法比指数法精确。     

灰色层次理论在防空导弹武器系统效能评估中的应用

依据防空导弹武器系统效能的技术指标,给出层次结构模型,利用灰色层次决策和层次分析法,对防空导弹武器效能的综合评估提出了一种新方法.介绍了该方法的基本原理和解决问题的一般步骤.通过具体实例表明,采用该方法是可行的.
