高质量的调度方案不仅能满足用户的需求,还能为中继卫星系统的计划编制提供科学的决策手段和依据。针对日益多样化的用户需求,采用全新的中继卫星调度应用模式,允许用户提交多个可以滑动的时间窗口。面向这种调度模式,考虑中继业务中任务调度的灵活性和任务间的冲突,构建考虑多滑动窗口的中继卫星调度模型,并设计基于随机搜索策略的中继卫星调度算法。算法包括任务资源匹配与邻域生成、可用时间段生成、任务冲突分析、邻域搜索与冲突消解以及资源与任务集更新5个算子。通过仿真实验将该算法与基于时间自由度的启发式算法进行对比,验证了算法的有效性。  相似文献

Orde Wingate’s Special Night Squads played a key role in defeating the Great Arab Revolt of 1936–1939. Wingate’s Night Squads were distinctive in their approach to counter-insurgency warfare; in addition to bringing Arab insurgents to battle, the Night Squads proved their mettle by ‘flying the flag’ and by improving cooperation between Jewish settlers and British servicemen. Nevertheless, the Night Squad’s accomplishments and legacy must be properly situated within the broader wave of tactical innovations undertaken by the British Army throughout the Rebellion.  相似文献

The jus ad bellum criterion of right intention (CRI) is a central guiding principle of just war theory. It asserts that a country’s resort to war is just only if that country resorts to war for the right reasons. However, there is significant confusion, and little consensus, about how to specify the CRI. We seek to clear up this confusion by evaluating several distinct ways of understanding the criterion. On one understanding, a state’s resort to war is just only if it plans to adhere to the principles of just war while achieving its just cause. We argue that the first understanding makes the CRI superfluous, because it can be subsumed under the probability of success criterion. On a second understanding, a resort to war is just only if a state’s motives, which explain its resort to war, are of the right kind. We argue that this second understanding of the CRI makes it a significant further obstacle to justifying war. However, this second understanding faces a possible infinite regress problem, which, left unresolved, leaves us without a plausible interpretation of the CRI. This constitutes a significant and novel reason for leaving the CRI out of the international law of armed conflict (LOAC).  相似文献

针对敌方飞行器隐身、伪装技术的日趋成熟,致使我方由侦察设备获取的电磁信号严重变形,特别是物理特征在目标类型识别中的作用日趋减弱的现实问题,提出了一种融合目标战术特征修正物理特征证据的目标战术类型识别方法。该方法从目标战术类型识别的军事需求出发,提出对冲突物理特征证据的阶梯式修正规则,以及对冲突证据折扣因子的优化方法,并将修正后的证据重新组合得到识别结果。仿真实例证明该方法在处理目标冲突物理特征证据时具有高准确率的特点。该方法为复杂环境下的目标战术类型识别问题提供一种新的解决思路。  相似文献

Private‐label products are of increasing importance in many retail categories. While national‐brand products are designed by the manufacturer and sold by the retailer, the positioning of store‐brand products is under the complete control of the retailer. We consider a scenario where products differ on a performance quality dimension and we analyze how retailer–manufacturer interactions in product positioning are affected by the introduction of a private‐label product. Specifically, we consider a national‐brand manufacturer who determines the quality of its product as well the product's wholesale price charged to the retailer. Given the national‐brand quality and wholesale price, the retailer then decides the quality level of its store brand and sets the retail prices for both products. We find that a manufacturer can derive substantial benefits from considering a retailer's store‐brand introduction when determining the national brand's quality and wholesale price. If the retailer has a significant cost disadvantage in producing high‐quality products, the manufacturer does not need to adjust the quality of the national‐brand product, but he should offer a wholesale price discount to ensure its distribution through the retailer. If the retailer is competitive in providing products of high‐quality, the manufacturer should reduce this wholesale price discount and increase the national‐brand quality to mitigate competition. Interestingly, we find the retailer has incentive to announce a store‐brand introduction to induce the manufacturer's consideration of these plans in determining the national‐brand product quality and wholesale price. © 2010 Wiley Periodicals, Inc. Prolonged domestic political conflicts change over time. The Maoist conflict in India which began in the late 1960s is one such conflict. Over time, the ‘old’ Maoist conflict has become a ‘new’ Maoist conflict. Important changes have occurred both in the macro and micro processes of the conflict. Some of these changes include the strategic relocation of the Maoist bases, a shift in the class character of the conflict, the nature of civilian support, and the rebels' methods of operation. While in the 1960s, the conflict was involved in land redistribution with the aim of annihilating class enemies, the recent conflict focuses on caste identities. In addition, it is intrinsically linked with territorial control and local political competition. This has automatically led the Maoists to become involved with local criminal networks and also local business networks based. This involvement has led to financial resources for the conflict. Furthermore, it has forced the local population to become linked with the conflict. Studying these changes is important, especially for counterinsurgency policies.  相似文献

This article analyses to what extent the Burmese KNU insurgency made use of external support from states, refugees, and diasporas. Based on extensive fieldwork it is concluded that support from neighbouring states and refugees has for years kept the Karen rebellion alive. Western countries perceived forms of resistance to the illegitimate Burmese regime as just and have therefore played a crucial role in the continuation of conflict in Karen State. It is important that policymakers and donors as well as executing organizations continue to reflect critically on the way they exercise their work.  相似文献

This article analyzes how the conflict environment in which a civilian monitoring mission is deployed influences the monitors' assessment of the operation. It draws on unique empirical material from the experience of the Sri Lanka Monitoring Mission (SLMM), deployed to oversee a ceasefire agreement in Sri Lanka 2002–2008. With material from a survey and in-depth interviews, experiences of the monitors are analyzed and changes over time are traced in relation to the monitors' assessment of the mandate and organizational set-up of the mission. The study points to the difficulty of monitoring missions to address escalation during an ongoing peace process. Its function is dependent on the goodwill of the parties. In essence, monitoring missions have the potential to strengthen peace when there is momentum in favor of progress, but when relations between the parties turn sour and the conflict escalates a civilian monitoring mission basically loses its potential. During the final stages of the war, which saw a very large number of civilian casualties, the war-torn areas were closed to international observers. Moreover, international pressure for a short-term ceasefire to alleviate the humanitarian situation was dismissed by the Sri Lankan government, which also saw the backing of several important actors, not the least China.  相似文献

The September 11 global crisis prompted by the attacks on the World Trade Center and the Pentagon raises major questions concerning the nature and trajectory of terrorism in the post-Cold War global order. Hitherto, terrorism has been largely debated by analysts at the level of nation states. Terrorist and insurgent movements have also been largely anchored in nationalist and ethnic power bases even when they have sought to mobilise a transnational ideological appeal on religious or class grounds. There have been a few exceptions to this pattern such as the alliance between the German Baader-Meinhof group and the Japanese Red Army Faction, but even such international alliances as this did not, until at least the 1980s, presage anything like a global terrorist network necessitating a global strategic response.
