新疆与哈萨克斯坦高校间跨文化交流合作研究

在国家推进"丝绸之路经济带"建设和西向开放战略背景下,新疆高校应积极开展与哈萨克斯坦高校的跨文化交流合作。一是构建新疆高校、内地对口支援高校与哈萨克斯坦高校战略联盟;二是大力推动新疆与哈萨克斯坦高校间师生往来互动;三是积极开展旨在增进双方文化理解的语言和艺术体育活动;四是协同开展新丝绸之路经济带、西向开放及中亚民族宗教等问题的研究。     

把逻辑植根于辩证唯物论基础之上——从起源、目的、研究方式、作用看逻辑的本质

按照辩证唯物论的观点,形式和内容是不可分离的.逻辑在本质上只是以形式的方法研究内容--对象间的最一般关系,绝非纯形式.逻辑的起源、目的、研究方式和作用充分证明了这一点.把握这一点,可以把逻辑与经验知识及真理恰切地沟通起来,对推进逻辑学的研究与发展有重要意义.     

FPGA在程控数字交换机中的应用研究

针对现有程控数字交换机大多采用传统搭积木式(即用器件搭成电路板)的设计方法,提出用现场可编程门阵列(FPGA)技术设计的新思路,并通过VHDL语言设计给出了仿真结果,结果表明,用FPGA设计的数字程控交换模块具有硬件结构简单、性能良好、功能易于升级等优点.

选择适宜的军事司法立法形式 ,是充分发挥军事司法立法作用的重要前提。在分析外军军事司法立法形式的特点和我国军事司法立法形式的不足的基础上 ,提出了制定《统一军事司法法》的建议。

Teaching Professional Ethos

This article investigates the communication of professional ethos, the ethical standards of a profession in training, from passing on ideas of patients’ welfare in medical schools to communicating values in military academies. The article examines this through a consideration of the consequences of Wittgenstein’s discussions on the nature of language: how words and sentences acquire meaning. Wittgenstein’s rule-following paradox, the paradox that any act can be brought into correspondence with a rule and thereby that any “meaning” might be applicable to what is being taught, must make us re-evaluate assumptions about a professional ethos as a guide for professionals in their future practice. If, as Wittgenstein asserts, the meaning of a word is its use, we must abandon ideas of an essence of professional ethos encapsulated in words. Ethical standards of the professions are not reducible to a set of rules. Instead teachers must seek to expand the learner’s repertoire of responses and invite different answers rather than a pre-established correct answer.

Solving partially observable agent‐intruder games with an application to border security problems

In this paper, we introduce partially observable agent‐intruder games (POAIGs). These games model dynamic search games on graphs between security forces (an agent) and an intruder given possible (border) entry points and high value assets that require protection. The agent faces situations with dynamically changing, partially observable information about the state of the intruder and vice versa. The agent may place sensors at selected locations, while the intruder may recruit partners to observe the agent's movement. We formulate the problem as a two‐person zero‐sum game, and develop efficient algorithms to compute each player's optimal strategy. The solution to the game will help the agent choose sensor locations and design patrol routes that can handle imperfect information. First, we prove the existence of ?‐optimal strategies for POAIGs with an infinite time horizon. Second, we introduce a Bayesian approximation algorithm to identify these ?‐optimal strategies using belief functions that incorporate the imperfect information that becomes available during the game. For the solutions of large POAIGs with a finite time horizon, we use a solution method common to extensive form games, namely, the sequence form representation. To illustrate the POAIGs, we present several examples and numerical results.

俄罗斯军事教育注重培养学员的国家意识,强调教员必须具有很强的综合能力,教学方法灵活、实用,考试方法突出能力素质的考核。俄罗斯军事人才培养形成了注重实战演练、坚持岗位轮换、引进竞争机制、重视鉴定考核的良性机制,保证了人才培养的质量。武警部队初级指挥院校提高任职教育质量应借鉴俄罗斯军事人才培养方法,在培训内容、教员选拔、授课方法、考试形式等方面进行改革。
