信息化条件下基于大数据的后装一体化保障构想

由于契约的不完全性、专用性资产的存在,导致民企参军的谈判过程中,一方可能利用另一方因专用性资产投资的锁定效应,而采取机会主义行为将另一方套牢,攫取可占用专用性准租金。这种套牢风险不是单向的,而是双向的,双向套牢风险的存在不仅会降低军品科研生产项目建设质量,而且还会严重挫伤民营企业承担军品科研生产任务的积极性。为有效防范双向套牢风险,本文将从博弈论的角度,建立民营企业与军队采办部门的期望收益与专用性资产投资的函数关系和博弈矩阵,分阶段讨论民营企业与军队采办部门所面临的套牢风险大小及各自的最佳行为选择。以降低民企参军面临的套牢风险,引导更多优势民营企业进入军品科研生产与维修领域,推动军民融合的深度发展。     

中国非传统安全面临的挑战及思考

在对我国21世纪初期安全环境进行综合分析判断的基础上,重点从金融、环境、信息安全、流行疾病、人口安全等方面对中国非传统安全领域面临的挑战进行了深入的分析,探究了非传统安全因素对国家安全形势的影响,提出了有利于安全环境的几点预防性对策。     

重视空间环境条件对航天器的作用

空间环境条件对地面航天器发射和空间航天器系统运行有很大影响。为了减少空间环境对航天器的影响作用,必须重视航天器的空间环境可靠性设计、空间环境试验以及空间环境保障。提出了在航天器设计、飞行试验与运行过程中,必须考虑可能带来影响的空间环境条件因素。     

现代社会城市灾害的表现形式及其原因分析

工业社会的城市灾害突出的表现为各式各样的环境公害,城市环境恶化日益引起人们的普遍关注。城市是一个国家和地区政治、经济、文化的中心,又是人口、财富、信息的聚散地,正是现代化城市的这种特征造成了一旦发生灾害就会导致灾难。城市灾害的防治和减灾事关一个城市的存亡。传统的城市灾害的特点表现为人员伤亡惨重、经济损失巨大、社会影响广泛等。进入21世纪,随着城市化进程的加快,城市灾害表现出了许多新的形式。例证了几种城市灾害,并分析了导致这些城市灾害的各种原因,寻求解决城市灾害的有效途径。     

C~3Ⅰ战术模拟技术研究与实现

针对Ｃ￣３Ｉ系统战术模拟实用需求,文章重点对战术想定方案提出、软件系统应用软件模块编程设计,以及有关关键技术应用等进行了研究。该文可对Ｃ￣３Ｉ软件系统技术设计提供参考。     

Short‐term capacity allocation problem with tool and setup constraints

We consider a short‐term capacity allocation problem with tool and setup constraints that arises in the context of operational planning in a semiconductor wafer fabrication facility. The problem is that of allocating the available capacity of parallel nonidentical machines to available work‐in‐process (WIP) inventory of operations. Each machine can process a subset of the operations and a tool setup is required on a machine to change processing from one operation to another. Both the number of tools available for an operation and the number of setups that can be performed on a machine during a specified time horizon are limited. We formulate this problem as a degree‐constrained network flow problem on a bipartite graph, show that the problem is NP‐hard, and propose constant factor approximation algorithms. We also develop constructive heuristics and a greedy randomized adaptive search procedure for the problem. Our computational experiments demonstrate that our solution procedures solve the problem efficiently, rendering the use of our algorithms in real environment feasible. © 2005 Wiley Periodicals, Inc. 影响现代大学治理的教育政策环境分析

政策环境是政浆活动的平台,当环境发生变化时,就会对决茕系统产生一定的刺激作用。大学作为社会大系统中的一个子系统,其治理必然会受到政治、经济、文化等相关数育政策环境因素的影响。其中,社会政治民主化、市场经济的开放多元化,大学内部文化力量的渗透以及西方大学治理理念的影响,对我国现代大学治理的调适性转变和发展有着深远的意义。     

通用装备保障训练需求分析框架研究

针对目前通用装备保障训练需求分析缺少系统规范方法的问题,建立了一套面向任务、基于能力的装备保障训练需求分析框架。通过结构化的分析过程,该方法能够辅助决策者合理地判断保障任务对保障者的能力要求,获得保障者的能力（或素质）＂状态缺口＂、形成初步的训练方案。并以复杂电磁环境下装备指挥活动为案例进行了分析,提出了装备指挥人员在复杂电磁环境下应具备的能力。     

基于益损分析的鱼雷战术效能的海洋环境影响评估

针对不同海洋环境中海水阻力系数和声线传播的变化特性,根据鱼雷航行及自导过程中的守恒原理,提出了一种评估海洋水文环境对鱼雷战术效能影响的新方法,并根据海洋水文环境对介质参数的影响,结合战术效能益损评价指标体系,建立了海洋环境对鱼雷战术效能影响的评估模型。通过仿真算例,对该评估方法进行了仿真实验,验证该方法的合理性和可靠性,进而发展运用于鱼雷作战使用的海洋环境影响评估和保障决策之中。     

Robustness of efficient server assignment policies to service time distributions in finite‐buffered lines

We study the assignment of flexible servers to stations in tandem lines with service times that are not necessarily exponentially distributed. Our goal is to achieve optimal or near‐optimal throughput. For systems with infinite buffers, it is already known that the effective assignment of flexible servers is robust to the service time distributions. We provide analytical results for small systems and numerical results for larger systems that support the same conclusion for tandem lines with finite buffers. In the process, we propose server assignment heuristics that perform well for systems with different service time distributions. Our research suggests that policies known to be optimal or near‐optimal for Markovian systems are also likely to be effective when used to assign servers to tasks in non‐Markovian systems. © 2010 Wiley Periodicals, Inc.
