虚拟战场电磁环境仿真系统研究

针对某地空反辐射导弹武器仿真系统中虚拟战场电磁环境仿真分系统的实际需求,对仿真系统的硬件环境、软件环境、系统结构进行了分析研究,基于高层体系结构(HLA)具体设计和实现了相应的仿真系统。仿真实验表明,该仿真系统产生的作战想定和电磁环境能够满足某地空反辐射导弹武器仿真系统的要求,具有实用价值。     

运用靶场资源构建海军作战模拟训练系统

在分析作战系统试验、软件评测和综合研练的实践基础上,论述了海军作战模拟训练建设目标、主要内容和技术途径,就如何利用试验靶场资源改进海军作战指挥训练方法提出了建设性的发展思路,并在顶层设计上强化了作战仿真和实兵训练的有机融合。     

防空兵侦察力量机动部署方案优选与评估

针对防空兵侦察力量机动部署问题,分析并生成了机动部署方案,运用模糊灰色关联分析法选出其中的最优方案。通过实例计算得出了信息化条件下,防空兵侦察力量进行机动部署可有效提高其作战效能的科学结论,并验证了算法的有效性。     

Samudra: India’s convoluted path to undersea nuclear weapons

ABSTRACT

India is advancing slowly toward operationalizing its nuclear triad. Its first nuclear-propelled ballistic-missile submarine (SSBN), the INS Arihant, conducted its maiden deterrent patrol in November 2018. However, doubts exist around the capability of India’s SSBN, the effectiveness of its command and control, and its effects on regional stability in South Asia. This article examines the history and future trajectory of India’s sea-based nuclear forces and describes how India seeks to maintain robust command and control over its undersea nuclear weapons.     

The U.S. Navy's task forces: 1–199

ABSTRACT

Grouping warships for combat has evolved greatly over the centuries. In the early 1940s, the United States Navy began to group its warships for combat in much more flexible task forces than the previous single-type-of-warship formations. This system has evolved and spread to naval forces ashore but remains fundamentally unchanged. It now covers numbers between 1 to over 1000, of which the most prominent is the first 100 or so which U.S. Navy combat forces use. The numbered fleets worldwide utilize the series covering 20-79; 1-19 and 90-99 appear to be reserved for special allocations and Commander, Pacific Fleet; numbers over 80 to the Atlantic; 100-119 for Northern Europe and briefly Tenth Fleet; the 120 series for Second Fleet as a Joint Task Force leader; the 150 series for Naval Forces Central Command; and the 180 series for Atlantic Fleet and now-Fleet Forces Command.     

Building the Somali National Army: Anatomy of a failure, 2008–2018

ABSTRACT

Over a decade of security force assistance (SFA) initiatives to build an effective Somali National Army (SNA) failed because of the interrelated effects of political, contextual and operational challenges. The key political challenges were interest asymmetry between international actors and Somali elites, insufficient focus on institution-building and a lack of donor coordination. The principal contextual challenges in Somalia were the legacies of two decades of state collapse and the negative effects of clan dynamics. The main operational challenges were building an army while simultaneously fighting a war, the complexities of military integration, and the severe capability gaps afflicting the SNA.     

CSCW 协作支持平台 GZ-PCCS 的研究与设计

如何提供有效的协作机制是设计CSCW系统的关键技术。本文首次将CSCW的概念引入公安指挥中心系统的设计之中,全面介绍了一个基于CSCW的公安指挥中心系统的协作支持平台的设计和实现。在平台设计中,提出了一个层次的基于任务的快作支持方案,讨论了各种具体的协作支持方法,并在”集中一分布”混合式的体系结构的基础上实现了一个公安指挥中心系统的协作支持平台的原型GZ—PCCS。
