边防检查人员学好外语、用好外语,既是树立良好国门形象的需要,也是打击涉外违法犯罪活动的必然要求。对当前边防检查人员应用外语开展工作的现状进行了分析,并结合工作实践,提出创造语言环境、关注时事新闻、注重实践运用、重点选择语种以及坚持落实等提高检查人员外语应用能力的途径。

新闻视频关于新闻事件的报道是一种"多线程"的形式,针对这种特性提出了一种基于有向图理论的新闻视频数据库管理方法。研究了故事单元相似关系与图论知识之间的联系,结合最小部分树理论提出了一种将故事单元之间复杂相似关系图简化为"多线程"结构树的新闻视频数据库管理技术。实验显示,这种管理方法对于视频数据库的浏览、检索、摘要等实际需求具有重要的理论意义和应用价值。     

The Dao of foreign policy: Understanding China’s dual strategy in the South China Sea

In the South China Sea, China neither implements power-maximizing policy nor engages a peaceful approach. Instead, China implements both coercion and cooperation in pursuing its strategic interest in the disputed area. How can we explain China’s paradoxical behavior? This article claims that the best way to explain China’s policy in the South China Sea is to understand the character of dualism in China’s strategic culture. Following constructivist theory that stresses culture, this article argues that Chinese duality approach in the South China Sea is rooted in the philosophy of Daoism. The symbol of Yin-Yang depicts Chinese assertive as well as cooperative behavior in dealing with the South China Sea dispute. Although from a normative perspective Daoism recognizes pacifism and non-violent behavior, the most important feature of Daoism is the assumption that reality consists of two opposing elements that are mutually embedded.     

Beyond balancing? Intrastate conflict and US grand strategy

Grand strategic theorists share an historical emphasis on interstate conflict, yet in contrast to the more frequent intrastate conflicts, these represent only 7 of the some 273 US military deployments since 1900. We argue that these intrastate conflicts limit the utility of regional balances of power in mitigating forms of conflict that the US may consider inimical to its national security interests. When considering potential changes to US force posture and grand strategy, American coercive statecraft should be theorised along a broader strategic continuum encompassing the full range of conflict.     

Brazilian National Defence Policy: foreign policy,national security,economic growth,and technological innovation

ABSTRACT

With the world’s ninth largest economy and comprising nearly 60% of South America’s GDP, 47% of its territory, and 49% of its population, Brazil has become a regional power and an important actor in world affairs over recent decades. This scenario has led the government to re-evaluate its role in the world order, resulting in the enactment of the National Defence Policy, whose objective was to consolidate the country as a regional power while at the same time addressing national security issues, promoting economic development through a series of defence programmes, restructuring the defence industrial base, fostering innovation through technology and knowledge transfer to Brazil, and indigenous research and development. However, the policy’s implementation suffers from several challenges discussed in this article, which may test the capability and competence of Brazilian policymakers, military, industrialists, and other individuals and organisations involved in its implementation.     

Collecting Oriental and Asiatic Arms and Armour: The Activities of British and East India Company Officers,c.1800-1850

During the first half of the 19th century substantial quantities of Oriental and Asiatic arms and armour first began to appear in Britain. On the one hand they certainly reflected the expansion of empire but their wider significance has yet to be discussed. This article seeks to address that omission by exploring the growth of interest in these objects within military circles, what they represented to the individuals who acquired them, and how they fitted into the wider collecting strategies of military officers as a group.
