It would be hard to overstate the importance of air power in humanitarian intervention (HI) and the Responsibility to Protect (R2P). Yet, the role of air power in HI and R2P has been understudied. This article seeks to remedy the lack of systematic investigation. It does so by developing a framework for assessing the effectiveness of air power during military operations in HI and R2P and applies it to NATO’s air campaigns in Kosovo (Operation Allied Force) and Libya (Operation Unified Protector). Upon examination NATO is revealed to have fared better in Libya than Kosovo in positively accomplishing its stated humanitarian objectives, minimizing collateral damage and reducing the costs for the interveners, all of which are aspects considered by the model. The relative effectiveness of Operations Unified Protector is generally attributed to geography, diplomacy and technology. It is argued that better ground support, unmanned aerial vehicles (UAVs) and burden sharing are needed to enhance the utility of air power in HI and R2P even further.  相似文献

The United States (US) Africa Command (AFRICOM) was launched in 2007, ostensibly to foster African security. Rather than focusing on traditional military operations, AFRICOM also embraces non-military activities such as humanitarian aid and African development. This begs the question as to what type of power (hard or soft) the US intends to wield through AFRICOM. Several US official statements have emphasised the soft power attributes of this military project. To this end, this article seeks to respond to two fundamental questions. First, is AFRICOM a soft power project? Second, how, if at all, has AFRICOM enhanced perceptions of the US in Africa? The article concludes that sceptical and negative perceptions of AFRICOM inhibit its soft-power objective of winning the hearts and minds of the African people.  相似文献

The new EU Global Strategy has significant implications for EU diplomacy, in terms of both goals and means. This article first analyses the timing of the strategy as an exercise in diplomacy in its own right. Second, it argues that the strategy outlines a more expansive and noticeably more smart power-oriented approach to diplomacy in practical terms. Finally, it notes that the strategy has a new meta-narrative for EU diplomacy, which seeks to project a blend of both realistic assessment and idealistic aspiration.  相似文献

In both Afghanistan and Iraq, US landpower was able to gain control rapidly over terrain. However, that control ebbed as US presence weakened. Non-state actors, such as the Taliban, the Haqqani network, the Islamic State, and Al Qaeda, gained control of segments of the population. Transnational Criminal Organizations capitalized on this permissive environment to strengthen their networks, often eroding the legitimacy of the host nation government, fueling regional instability, and, ultimately, undermining US policy objectives. The proliferation of deviant globalization, or the connectedness of subversive elements, is a key indicator of future conflict. Strategic landpower is uniquely positioned to influence the physical, psychological, economic, and social interactions of various non-state actors and their association with deviant globalization. It is no longer enough to seize and hold terrain. Landpower must also have the capability to influence the actions and attitudes of populations on that terrain wherever and whenever these interactions occur.  相似文献

This paper attempts to build a simple indicator of state power. Military expenditure is the paper’s point of departure, with the definitions given by NATO, SIPRI and others. This definition is discussed and a power version is build, using French budgetary data. Then a defence of the result against traditional or non-traditional critics is presented under an imperative of action. Finally, this concept is enlarged and a new concept of power expenditures is given, one more time using French budgetary data. The conclusion is that this large expenditure concept is an unbiased but imperfect indicator of the will to act, and has to be completed by GDP to indicate the capability to act in the long-run.  相似文献

This essay outlines a theory of land power. After explaining the absence of such a theory, the article establishes the modern context for such a theory, specifically within the concept of joint interdependence. The analysis defines key terms and premises behind the theory, to include a definition of land power. The argument then outlines the national elements of power that contribute to a theory of land power. The analysis next applies the theory to the fundamental purposes of military power: defeat, deter, compel, assure, shape and support to the nation. The analysis then tests key definitions, supporting premises, and utility of the theory. The essay argues that historical experience validates the applicability and utility of the theory, and offers a solid basis for extrapolating the validity of the theory into the near future.  相似文献

自由主义的实践历史 ,是从争取宗教自由开始 ,继而争取政治自由 ,直到近代和现代 ,却转移集中争取经济自由。“经济自由”虽然是个极重要的课题 ,但是一般论著却把目标 (理想 )性的经济自由混淆作手段 (方法 )性的自由经济 (制度 )。相应地 ,一般论者也把“经济自由主义”错误地狭限于“放任 (自由 )经济制度”以满足一小撮人的经济自由。再者 ,本文认为高寿昌先生早在 6 0年代在外地发表的《经济的自由主义》一文很具卓见和勇气 ,现在试图运用 (广义 )逻辑学把它精确化 ,特别是严格区分“经济自由”与“自由经济(制度 )” ,以显示逻辑分析的重大实用价值  相似文献
