针对船艇发动机虚拟维修场景构建过程中模型的高逼真度和实时交互之间的矛盾,提出了降低场景复杂度的初期建模优化技术,以及模型合成后的全景优化技术。通过在发动机虚拟维修训练系统中的综合应用,有效地简化了模型的多边形网格,降低了场景的复杂度,提高了场景的生成速度。     

基于直觉模糊熵的飞行保障效能灰色聚类评估

随着空军在未来战争中越来越重要,飞行保障效能的好坏直接关系到空军战斗力的生成。通过分析飞行保障任务,构建了飞行保障效能评估指标体系,建立了基于直觉模糊熵的动态客观权重模型;运用灰色聚类评估方法对飞行保障效能进行了评估,并结合实例,验证了该方法的有效性,为保障能力的提升提供了参考依据。     

Lesotho’s 2015 elections in the context of an ongoing security vacuum

After inconclusive elections in 2012, Lesotho had a coalition government for the first time, made up of three political parties that had a narrow majority in parliament. The new government, however, faced several challenges, some of which were of its own making. The agreement among the three parties was to literally divide the government into three parts, leading to a continuous stalemate in its operation; the most serious consequence was the prorogation of parliament and the resultant attempted coup. The flight of the prime minister to South Africa and his return under a Southern African Development Community (SADC) security detail provided a short-term solution to Lesotho's security crisis. Under Cyril Ramaphosa's mediation, the prorogued parliament was conditionally opened and the election date set for 28 February 2015. However, the security dilemma – whereby the prime minister, who is also minister of defence, has no control over the military – remains. When elections are held, there does not seem to be a guarantee that they will be held in peace; moreover, there are now fears that the losers will not accept the results of the elections because of the security vacuum in Lesotho. This article argues that peace can only be salvaged by enhanced SADC security before, during and after the elections. It argues that the SADC mission should remain beyond the elections to oversee the constitutional changes that are necessary for ensuring long-term stability. On their own, Lesotho politicians are unlikely to be able to work together in order to move the country forward.     

Defence industrial policy – a sound security strategy or an economic fallacy?

This article explores whether it makes sense for national governments to employ defence industrial policies – such as offsets and discriminatory procurement practices – to support their domestic defence industries. This question has so far primarily been discussed by economists, who have argued strongly against the use of defence industrial policies. This article maintains that these economists fail to address the often complex motivation behind the introduction of these policies. It illustrates these shortcomings by contrasting their arguments against a case study of Norway, which accounts for the country’s use of defence industrial polices from the early post-Second World War era up until today. The article concludes that, depending on their objectives, defence industrial policies can be seen as either a sound security strategy or an economic fallacy.

提出了一种基于DMD的信息系统开发模型,描述了基于该模型的信息系统设计原则、开发流程和体系结构,并通过实例说明了DMD的功能和应用,最后介绍了系统的安全策略和特点。应用该模型开发的系统后期维护灵活方便,可扩展性强,具有较强的实用性。     

制约警卫形式改革的体制机制和法制因素分析

警卫工作体制、勤务运行机制和警卫法制是顺利完成警卫任务的制度保障,当其不适应警卫工作的发展要求时,就会成为警卫工作健康发展的掣肘因素,对警卫形式改革也会产生某些负面影响。当前,警卫规格由职务确定的体制,警卫勤务层层加码的运行机制,不合理的警卫勤务质量考评机制,难以实行的警卫危险评估机制,不科学的警卫工作领导管理体制及不健全的警卫法制,已成为制约警卫形式改革的重要因素。
