In this paper we present an improved branch and bound algorithm for the vertex coloring problem. The idea is to try to extend the coloring of a maximum clique to its adjacent vertices. If this succeeds, its successive neighbors are considered; in case of failure (i.e., in the case the initial colors are not sufficient), working on the subgraph induced by the maximum clique and its neighborhood, the lower bound is improved by seeking for an optimal coloring of this subgraph by branch and bound. The process is repeated iteratively until the whole graph is examined. The iterative scheme exploits a further lower bound obtained by integrating a simple algorithm into the maximum clique search, and a new method to compute upper bounds on subgraphs. Furthermore, a new branching rule and a method for the selection of the initial maximum clique are presented. Extensive computational results and comparisons with existing exact coloring algorithms on random graphs and benchmarks are given. © 2001 John Wiley & Sons, Inc. A set of jobs can be processed without interruption by a flexible machine only if the set of tools required by all jobs can be loaded in the tool magazine. However, in practice the total number of tools required by a job set would exceed the tool magazine capacity. In such situations, the job set has to be carefully partitioned at the start of the production run such that each partition can be processed without interruption. During the production run, if there are unscheduled machine downtimes due to machine failure, this provides an additional opportunity to optimally retool the magazine for a smaller job set consisting of just the unprocessed jobs. In this paper, we study job sequencing rules that allow us to minimize the total expected cost of machine down time due to machine failures and magazine retooling, assuming a dynamic re‐sequencing of the unprocessed jobs after each machine failure. This study revisits the causal linkages between military spending and economic growth in China and G7 countries (i.e. Canada, France, Germany, Italy, Japan, the UK, and the USA) by focusing country-specific analysis for the period 1988–2010. The panel causality analysis, which accounts for both cross-country dependency and heterogeneity across countries, is employed in this study. Our results find evidence of the neutrality hypothesis for Italy, France, and Germany, the military spending–growth detriment hypothesis for both Canada and the UK, and one-way Granger causality running from economic growth to military spending for China. Furthermore, we find a feedback between military spending and economic growth in both Japan and the USA. Thus, our results do not support that one size fits all. 相似文献

The creation of an African Capacity for Immediate Response to Crisis (ACIRC) is a sign of Africa's willingness to take its destiny into its own hands. Presented as a reaction to the slowness of the development of the African Standby Force (ASF), it is also a response to some of the ASF's conceptual weaknesses. This decision reflects a wish to establish an instrument better equipped to deal with the challenges Africa is facing. Departing from the (sub)regional logic of the ASF results from a desire to take into account the transnational nature of threats, while its enlarged mandate is meant to offer Africa the capacity to intervene in all kinds of conflicts, including by undertaking peace enforcement activities. But the obstacles on the road towards the actual creation and mobilisation of this capacity should not be underestimated. These include material difficulties, but also political tensions, between ‘small’ and ‘big’ states as well as between the African Union and subregional organisations. The risk then is high that the ACIRC, whose announcement came as a reaction to France's intervention in Mali, ends up joining the ranks of the many ‘anti-imperialist’ phantoms haunting the history of the Organization of African Unity/African Union (OAU/AU). Confronted by events considered ‘neocolonial’ initiatives, African actors have indeed traditionally reacted by launching grand projects that never got off the ground.
