This article explores the phenomenon of herdsmen militancy as a new trajectory for the farmer–herder crisis in Nigeria, with reference to its humanitarian implications. Relying on a systematic analysis of secondary data and aligning with the analytical anchorage of liberal political ecology theory, the article posits that herdsmen militancy depicts a contradiction in agrarian relations in the context of a national security crisis which has been complicated by salient socio-ecological factors such as climate change, armed violence, and identity politics. In view of the dire humanitarian consequences of this situation, the article submits that herdsmen militancy constitutes a major threat to human and national security in Nigeria. It makes a case for a pragmatic policy capable of mitigating the myriad socio-ecological factors that tend to trigger herdsmen militancy, with prohibition on open grazing in critical hotbeds of herder–farmer conflict as a strategic measure. 相似文献

This article investigates how strategic culture influenced the decision-making of Australia and Poland regarding the global coalition against the Islamic State. In the coalition, Australia has followed its tradition of active participation in United States-led operations, while Poland has embarked on a more cautious line, thereby breaking with its previous policy of active participation. The article examines how Australian and Polish responses to the coalition were shaped by five cultural elements: dominant threat perception, core task of the armed forces, strategic partners, experiences of participating in coalitions of the willing, and approach to the international legality of expeditionary operations. It finds that Australia and Poland differed on all five elements but that the major differences are found in dominant threat perception and core task of the armed forces. 相似文献

Stochastic call center staffing with uncertain arrival,service and abandonment rates: A Bayesian perspective 下载免费PDF全文
In this article, we introduce staffing strategies for the Erlang‐A queuing system in call center operations with uncertain arrival, service, and abandonment rates. In doing so, we model the system rates using gamma distributions that create randomness in operating characteristics used in the optimization formulation. We divide the day into discrete time intervals where a simulation based stochastic programming method is used to determine staffing levels. More specifically, we develop a model to select the optimal number of agents required for a given time interval by minimizing an expected cost function, which consists of agent and abandonment (opportunity) costs, while considering the service quality requirements such as the delay probability. The objective function as well as the constraints in our formulation are random variables. The novelty of our approach is to introduce a solution method for the staffing of an operation where all three system rates (arrival, service, and abandonment) are random variables. We illustrate the use of the proposed model using both real and simulated call center data. In addition, we provide solution comparisons across different formulations, consider a dynamic extension, and discuss sensitivity implications of changing constraint upper bounds as well as prior hyper‐parameters. © 2016 Wiley Periodicals, Inc. ABSTRACTThe Chinese People’s Liberation Army (PLA) is halfway through a multi-decade modernization process. It has begun a major restructuring effort as it shifts its focus from a traditional continental defensive posture to a more maritime-oriented emphasis. In order to create more balanced joint force, it has adjusted the structure of its highest command organization, the Central Military Commission; abolished the former four General Departments and seven Military Regions; created five new joint Theater Commands and service-level commands for the Army and Rocket Force; and is reducing the size of its active duty force by 300,000 personnel. While seeking to overcome numerous internal obstacles, the PLA continues to develop and improve its capabilities to conduct integrated joint operations to deter a variety of threats to China’s sovereignty and territory and, if deterrence fails, to win informationized local war. 相似文献
