随着防空C3I系统的发展,防空作战决策的过程较以往更为自动化,用于生成各种作战辅助决策方案的计算机模型也具备随着作战环境改变所表现出一定的自适应调整的特征.影响防空作战决策结果正确性的因素众多,表现这些因素的信息有些是冲突的,为得到更为准确、有效的决策方案,各类冲突信息的处理成为防空作战的核心问题.构造了一种在冲突信息环境下基于对策理论的融合模型,以对策理论的相关算法实现了融合中心各类信息的交互决策.实践表明,这一融合模型能有效地解决防空作战决策中各类信息的综合处理问题,具有一定的实用价值.  相似文献

ABSTRACT

The Chinese People’s Liberation Army (PLA) is halfway through a multi-decade modernization process. It has begun a major restructuring effort as it shifts its focus from a traditional continental defensive posture to a more maritime-oriented emphasis. In order to create more balanced joint force, it has adjusted the structure of its highest command organization, the Central Military Commission; abolished the former four General Departments and seven Military Regions; created five new joint Theater Commands and service-level commands for the Army and Rocket Force; and is reducing the size of its active duty force by 300,000 personnel. While seeking to overcome numerous internal obstacles, the PLA continues to develop and improve its capabilities to conduct integrated joint operations to deter a variety of threats to China’s sovereignty and territory and, if deterrence fails, to win informationized local war.  相似文献

ABSTRACT

The United States has provided substantial amounts of military assistance and aid since the end of World War Two. During the Cold War, it proved vital in protecting numerous regimes from communist takeovers. Successful outcomes occurred when American leaders made large initial aid commitments, and the states had the capacity and political willpower to use it effectively. However, Vietnam was an example of how U.S. support lagged, as leaders in Saigon preferred political survival instead of creating regime legitimacy. Following 9/11, American security aid focused on making weak countries develop stronger security forces. Unfortunately, this created Fabergé egg militaries: expensive and easily broken by insurgents. This article suggests long-term strategic commitments need to be made alongside more resources for the American State Department and similar organizations to focus on the politics of state-building. Finally, this article suggests strategies, such as “whole-of-government” approaches, to improve long-term security and political institution building.  相似文献

A key organizational challenge for all modern militaries is instituting an effective command-and-control (C2) structure for joint operations. China has been a relative latecomer to joint operations, with a persistent weakness in joint C2. Reforms launched in early 2016 sought to overcome this challenge by establishing a permanent two-level joint C2 structure. Although not a ‘tipping point’ that will lead ineluctably to stronger operational effectiveness, this reform is nonetheless an important milestone in an evolutionary process towards better PLA joint operations. The result could be added operational challenges for several of China’s neighbors and the United States.  相似文献

Since 2000, international organisations such as the UN, NATO and the EU, but also countries, have started to apply what has been called the comprehensive approach to crisis management. This article unpacks this comprehensive approach implemented by the Dutch in Uruzgan province, Afghanistan. It first borrows and expands a conceptual framework developed by De Coning and Friis. Subsequently, it maps the different sorts of coherence in the mission by applying the framework. It shows how in practice there was not one single comprehensive approach, but many different forms of interaction between a number of organisational units. Each interaction had its own distinct issues and its own level of coherence. The level of coherence differed depending on the level at which the interaction took place – strategic at headquarters level versus operational at field level – and at what point in the mission it happened – in most cases it moved towards more cohesion.  相似文献

Military capacity building (MCB) is as problematic as it is ubiquitous, with the British experience in Sierra Leone providing a rare example of ostensible success. This article critiques the dominant conceptualisation of MCB as purely a principal–agent (PA) problem, using military change scholarship to examine the impact of wartime British intervention on the Sierra Leonean armed forces. Here, indigenous military change was both externally driven and fundamentally adaptive in nature, allowing MCB to bypass some of the difficulties predicted by PA models. However, this adaptive approach nonetheless failed to reconcile Western military values with prevailing Sierra Leonean culture, complicating post-war stabilisation efforts.  相似文献

Characteristically, a small subset of operational problems admit risk neutrality when contingent claims methodology were used in their analysis. That is, for the majority of manufacturing and production problems, operating cash flows are not directly linked to prices of traded assets. However, to the extent that correlations can be estimated, the methodology's applicability to a broader set of operational problems is supported. Our article addresses this issue with the objective of extending the use of contingent claims techniques to a larger set of operational problems. In broad terms, this objective entails a partial equilibrium approach to the problem of valuing uncertain cash flows. To this end, we assume risk aversion and cast our approach within Merton's intertemporal capital asset pricing model. In this context, we formulate a “generic” production valuation model that is framed as an exercise in stochastic optimal control. The model is versatile in its characterization and can easily be adapted to accommodate a wide‐ranging set of risk‐based operational problems where the underlying sources of uncertainty are not traded. To obtain results, the model is recast as a stochastic dynamic program to be solved numerically. The article addresses a number of fundamental issues in the analysis risk based decision problems in operations. First, in the approach provided, decisions are analyzed under a properly defined risk structure. Second, the process of analysis leads to suitably adjusted probability distributions through which, appropriately discounted expectations are derived. Third, through consolidating existing concepts into a standard and adaptable framework, we extend the applicability of contingent claims methodology to a broader set of operational problems. A comprehensive maritime interdiction strategy to attack the insurgent's logistic system was a key element in the defeat of the Tamil Tigers. The campaign of maritime interdiction required the Sri Lankan Navy (SLN) to attack LTTE arms smuggling, sea piracy, and maritime terrorism. The SLN degraded the insurgency's robust maritime logistical network while also devising tactics to engage the maritime insurgents who reacted with swarm and suicide boat tactics. The efforts of the SLN forced the Tamil Tigers to confront the government's final land offensives with diminished resources, thus collapsing a three decades’ old insurgency in a matter of months.  相似文献

We investigate and compare the impact of the tax reduction policies implemented in the United States and China to stimulate consumer purchase of new automobiles and improve manufacturers' profits. The U.S. policy provides each qualifying consumer with a federal income tax deduction on state and local sales and excise taxes paid on the purchase price (up to a cutoff level), whereas the Chinese policy reduces the vehicle sales tax rate for consumers. We observe that these policy designs are consistent with the tax management system and the economic environment in the respective country. We analytically determine the effects of the two tax reduction policies on the automobile sales and the manufacturer's and the retailer's profits. Numerical examples are then used to provide insights on the importance of certain factors that influence the effects of the two policies. Finally, a numerical experiment with sensitivity analysis based on real data is conducted to compare the merits and characteristics of the two policies under comparable conditions. We find that the U.S. policy is better than the Chinese policy in stimulating the sales of high‐end automobiles, whereas the Chinese policy is better than the U.S. policy in improving the sales of low‐end automobiles. The U.S. policy is slightly more effective in increasing the profitability of the automobile supply chain; but, in general, the Chinese policy is more cost effective. The methodology developed herein can be used to evaluate other tax reduction policies such as those related to the purchase of energy‐saving vehicles and to serve as a decision model to guide the choice of alternative tax reduction policies. © 2014 Wiley Periodicals, Inc.
