The conclusion of the International Security Assistance Force (ISAF) mission in Afghanistan at the end of 2014 has generated substantial uncertainty about the duration and level of international commitment to Afghanistan. The fate of local allies of international forces is therefore deeply in doubt. This article is of necessity speculative rather than empirical, but it attempts to draw on the history of previous intervention in Afghanistan as well as more general patterns of local and external alliance to sketch plausible scenarios for the fate of local allies. It proceeds in four parts. First, it draws distinctions between different types of local allies in Afghanistan based on position and relationship to the Afghan state and an external actor. Second, it examines the Soviet withdrawal from Afghanistan for relevant lessons for the fate of local allies. Third, it presents a scenario based on the foregoing that assumes there will be an ongoing small but significant international military presence and accompanying resources. Fourth, it presents a scenario that assumes there will be no or minimal international military presence and accompanying resources.  相似文献

The March 2012 coup in Mali opened the door to expanded territorial occupation in northern Mali by Tuareg separatists and subsequently armed Islamist extremists. French forces intervened at the behest of the interim government in Mali. This article examines how various actors frame the conflict to their advantage. While the Malian government and France are allies, the position of various Tuareg actors shift over time as they strategize and weigh the value of allegiance with the French. Local extremist organizations are labeled as terrorists and are targeted as enemies. This article argues that the conflict has been decontextualized and framed within the ‘war on terror’. France’s decision to intervene and to expand their regional military presence, rather than exit, is legitimized by the framing of their intervention as integral to counterterrorism efforts.  相似文献

In the Post-Bipolar Era the growing complexity of the military operations requires a new approach for the resolution of international crises. Since the end of the Cold War, peace support operations (PSO) have become the mainstay and principal occupation of most Western armies. At the same time, Italy has been one of the most important actors in such an area. The article focuses on the cooperation between military and civil components (a process called CIMIC) as a key variable in the Italian PSOs. We will analyse in detail the main lessons learned from past military interventions as well as the general context in which new tendencies are taking place. The maintaining of a minimum security frame becomes essential to fulfil activities ‘collateral’ to the mission: reconstructing services and infrastructure, food distribution, water and medication, law and order, de-mining, training of local forces, and supporting local institutions. These are the main tasks to obtain thrust and support from the population.  相似文献

This paper presents a simple model to characterize explicitly the role that an intervening third party plays in raising the cost of rebellion in an intrastate conflict. European Journal of Political Economy, 23(4): 954974.  [Google Scholar]), we examine the conditions under which an outside party optimally intervenes such that (i) the strength of the rebel group is diminished or (ii) the rebellion is deterred altogether. We also find conditions in which a third party optimally intervenes but at a level insufficient to deter rebellion. Such behavior, which improves the incumbent government’s potential to succeed in conflict, is overlooked in some conflict studies evaluating the effectiveness of intervention. One policy implication of the model is that an increase in the strength of inter‐governmental trade partnerships increases the likelihood that third‐party intervention deters rebellion.  相似文献

September 11 2001 has put the spotlight on terrorism, and it has been at the apex of the international security agenda ever since. Politicians, lawmakers, scholars and others have been debating the meaning and definition of terrorism for many years. Numerous myths and misconceptions persist on this highly debated issue. With the aid of historical case studies, this article aims to demonstrate how broad a concept terrorism has become. It focuses on its subjective and value-laden interpretation and hence the difficulty of arriving at a universally acceptable definition. The author introduces the concept of ‘colonial terror’, which depicts a distinct form of state terrorism perpetrated during the colonial and post-colonial periods. Like many before her, the author concludes that the definition and meaning of terrorism lie in the eye of the beholder.

There are two ways to approach the study of terrorism. One may adopt a literal approach, taking the topic seriously, or a propagandistic approach, construing the concept of terrorism as a weapon to be exploited in the service of some system of power. In each case it is clear how to proceed. Pursuing the literal approach, we begin by determining what constitutes terrorism. We then seek instances of the phenomenon—concentrating on major examples, if we are serious—and try to determine causes and remedies. The propagandistic approach dictates a different course. We begin with the thesis that terrorism is the responsibility of some officially designated enemy. We then designate terrorist acts as ‘terrorist’ just in the cases where they can be attributed (whether plausibly or not) to the required source; otherwise they are to be ignored, suppressed or termed ‘retaliation’ or ‘self-defence’. This article reflects on a decade of British counterinsurgency operations. Questioning the idea that lessons have been learnt, the paper challenges the assumptions that are being used to frame future strategic choice. Suggesting that defence engagement is primarily focused on optimising overseas interventions while avoiding a deeper strategic reassessment about whether the UK should be undertaking these sorts of activities, the article calls for a proper debate on Britain's national security interests.  相似文献

It is widely acknowledged that maritime security in the Gulf of Guinea is a highly complex phenomenon involving a variety of issues (legal deficiencies, inadequate military equipment, and challenges like corruption, political unrest and youth unemployment) as well as a multiplicity of external responders. To make sense of the impact that external actors have when they address this complex problem through various maritime capacity building endeavours, this article argues that there is a need to understand the attractiveness of capacity building vis-à-vis the widely acknowledged need for a comprehensive approach, as well as the difficulties of translating the potential for comprehensiveness into practice (as important aspects of the problem remain largely unaddressed). Further, it is argued that it is important to appreciate that even if these gaps – i.e. the aspects that maritime capacity building currently leaves unaddressed – represent a ‘failure’ to deliver a comprehensive response, they are at the same time illustrative of how the maritime capacity building activities of various external actors also ‘succeed’ in having an impact on this regional security landscape – for instance, by influencing how certain aspects of this multifaceted problem are prioritised, whilst others are only marginally addressed, if at all.  相似文献

This article explores the phenomenon of herdsmen militancy as a new trajectory for the farmer–herder crisis in Nigeria, with reference to its humanitarian implications. Relying on a systematic analysis of secondary data and aligning with the analytical anchorage of liberal political ecology theory, the article posits that herdsmen militancy depicts a contradiction in agrarian relations in the context of a national security crisis which has been complicated by salient socio-ecological factors such as climate change, armed violence, and identity politics. In view of the dire humanitarian consequences of this situation, the article submits that herdsmen militancy constitutes a major threat to human and national security in Nigeria. It makes a case for a pragmatic policy capable of mitigating the myriad socio-ecological factors that tend to trigger herdsmen militancy, with prohibition on open grazing in critical hotbeds of herder–farmer conflict as a strategic measure.  相似文献
