The EU Global Strategy and diplomacy

The new EU Global Strategy has significant implications for EU diplomacy, in terms of both goals and means. This article first analyses the timing of the strategy as an exercise in diplomacy in its own right. Second, it argues that the strategy outlines a more expansive and noticeably more smart power-oriented approach to diplomacy in practical terms. Finally, it notes that the strategy has a new meta-narrative for EU diplomacy, which seeks to project a blend of both realistic assessment and idealistic aspiration.     

Deviant globalization: the application of strategic landpower*

In both Afghanistan and Iraq, US landpower was able to gain control rapidly over terrain. However, that control ebbed as US presence weakened. Non-state actors, such as the Taliban, the Haqqani network, the Islamic State, and Al Qaeda, gained control of segments of the population. Transnational Criminal Organizations capitalized on this permissive environment to strengthen their networks, often eroding the legitimacy of the host nation government, fueling regional instability, and, ultimately, undermining US policy objectives. The proliferation of deviant globalization, or the connectedness of subversive elements, is a key indicator of future conflict. Strategic landpower is uniquely positioned to influence the physical, psychological, economic, and social interactions of various non-state actors and their association with deviant globalization. It is no longer enough to seize and hold terrain. Landpower must also have the capability to influence the actions and attitudes of populations on that terrain wherever and whenever these interactions occur.     

多品种空投小件装载优化建模研究

针对空投小件装载率低下的现状,提出利用相关容重比平衡法,制定装载计划以充分利用飞机的载重能力及其使用面积,分别建立了单机和多机空投小件装载模型。该模型充分考虑了飞机的面积和载重量,对提高空投小件装载的利用率,起到良好应用效果。     

Generation and storage dispatch in electricity networks with generator disruptions

We present methods for optimizing generation and storage decisions in an electricity network with multiple unreliable generators, each colocated with one energy storage unit (e.g., battery), and multiple loads under power flow constraints. Our model chooses the amount of energy produced by each generator and the amount of energy stored in each battery in every time period in order to minimize power generation and storage costs when each generator faces stochastic Markovian supply disruptions. This problem cannot be optimized easily using stochastic programming and/or dynamic programming approaches. Therefore, in this study, we present several heuristic methods to find an approximate optimal solution for this system. Each heuristic involves decomposing the network into several single‐generator, single‐battery, multiload systems and solving them optimally using dynamic programming, then obtaining a solution for the original problem by recombining. We discuss the computational performance of the proposed heuristics as well as insights gained from the models. © 2015 Wiley Periodicals, Inc. Naval Research Logistics 62: 493–511, 2015

Business and peace in the Niger Delta: what we know and what we need to know

The global restructuring of state–society relationships driven by neoliberal logic has not only allowed for the taming of the ‘state’, which has paradoxically accentuated its inadequacies, but has also facilitated, for better or for worse, the emergence of business – especially transnational corporations – as a major political force in global governance. Consequently, while the issues of peace and conflict have traditionally been the concern of governments, businesses are now increasingly being expected to make peace and conflict their concern. However, despite claims and counterclaims that businesses can be moneymakers and peacemakers, analyses of the relationship between business and peace remain largely embryonic. This paper seeks to contribute to this emerging business and peace debate by drawing on insights from the Niger Delta conflict to ascertain what we know and what we need to know if businesses are to become peacemakers in conflict zones in Africa.     

复杂线型小水线面双体船兴波阻力数值计算方法研究

将分段幂多项式拟合方法与线性兴波阻力理论相结合,提出一种针对复杂线型小水线面双体船的兴波阻力数值计算方法,该方法应用于常规小水线面双体船的兴波阻力计算,表明该方法能在常规的幂多项式拟合方法的基础上进一步提高计算精度,同时也验证了该方法的正确性,将该方法的计算结果与复杂线型小水线面双体船剩余阻力的试验结果相比,两者吻合较好,证明了该方法用于复杂线型小水线面双体船的兴波阻力计算是可行的。     

基于节点方程的舰船电力系统数学建模

针对舰船电力系统的特点,建立了发电机、电动机等负载的电流微分方程组,并推导出其导纳、剩余电流微分量的表达式.根据基尔霍夫电流定律,建立了基于节点电流微分平衡关系的节点方程.在系统数学建模基础上,得到了舰船电力系统动态过程的计算方法.     

一种基于自适应阈值与边缘跟踪的目标提取方法

介绍了一种基于目标灰度门限和目标之间灰度距离门限的区域自动阈值检测法,用该方法检测出图像区域的阈值进行目标初分割,然后结合形态学中的开启和闭合方法对初分割后的二值图像进行双滤波,再用一种新的区域边缘跟踪标注法对其进行跟踪和标注,找出每个目标的包络矩形坐标,用其对原图进行区域定位,从而可以提取出原图中包含目标的小区域.     

内燃机电站联轴器配合松动故障的诊断方法

通过对联轴器在正常与故障情况下振动信号数据的分析处理,找出联轴器的配合状态特征——振动信号在频域中的能量分布关系,提出了故障判断方法。
