Conflict dynamics and costs in the Greek Civil War 1946–1949

Using a new set of data from Greek Army sources, US military archives, and Communist Party documents, the paper provides a quantitative analysis of the armed confrontation that took place in Greece during 1946–1949. A dynamic Lotka–Volterra model is estimated, pointing to the existence of a conflict trap that explains the prolongation of the civil war and its dire consequences for the country. A regional analysis finds that the mobilization of guerrilla forces was crucially affected by morphology and the local persecutions of political rivals. Using neoclassical growth-accounting, the economic cost of the conflict is estimated to surpass an annual GDP, in line with similar findings in contemporary civil wars. The same framework is employed to assess the outcome in counterfactual situations discussed in this paper.     

A Critique of the Right Intention Condition as an Element of Jus ad Bellum

According to just war theory, a resort to war is justified only if it satisfies the right intention condition. This article offers a critical examination of this condition, defending the thesis that, despite its venerable history as part of the just war tradition, it ought to be jettisoned. When properly understood, it turns out to be an unnecessary element of jus ad bellum, adding nothing essential to our assessments of the justice of armed conflict.

The Russian hybrid warfare strategy – neither Russian nor strategy

Following Russia’s annexation of Crimea and its initial actions in eastern Ukraine in 2014, the term hybrid warfare has received much public attention. Many have argued that the Russian actions we saw in Ukraine were part of a completely new strategy while others have suggested that there was nothing new in Russia’s actions. This article takes a critical look at these claims. Through the assessment of the history of the term hybrid warfare and a rigorous analysis of the so-called Gerasimov doctrine, this study finds that the Russian hybrid warfare strategy is rather a western myth than a formal comprehensive Russian strategic concept. Additionally, through the assessment of the Russian use of information operations and the way she has utilised the cyberspace in several recent conflicts, the study finds that against all claims Russia did not make these areas its main battlefield, but rather has been using them in support of its traditional concepts.     

Nobody wins the victory taboo in just war theory

ABSTRACT

This article examines how scholars of the just war tradition think about the ethical dilemmas that arise in the endgame phase of modern warfare. In particular, it focuses upon their reticence to engage the idiom of ‘victory’. Why, it asks, have scholars been so reluctant to talk about what it means to ‘win’ a just war? It contends that, while just war scholars may have good reason to be sceptical about ‘victory’, engaging it would grant them a more direct view of the critical potentialities, but also the limitations, of just war reasoning.
