发展军民融合产业是各级政府落实军民融合发展国家战略的重要抓手之一。针对军民融合产业界定不清等问题,从理论研究和实践工作层面梳理既有观点及演变趋势,形成对军民融合产业的客观认识。在此基础上,剖析军民融合产业的属性特征,从指导实践工作角度出发提出三种界定军民融合产业范畴及相关统计工作的合理化思路,并提出建立两级联动工作机制、开展国家工业基础中国防科研生产能力普查工作、试点开展军民融合产业分类标准及指标体系建设工作、加强军民融合产业统计数据质量监测等政策建议。 相似文献

This article reviews innovation processes in defence. It analyses the way and the context under which these processes are carried out. The article covers the features of defence goods with impact on innovation, the development of a new good, the institutional arrangements that support these processes and the effect of innovation on industrial market. The analysis helps to identify the causes of facts observed in practice, such as poor performance in terms of product quality, cost or delivery time, as well as to assess potential remedies. ABSTRACTCompelling trends in international affairs, such as the rise of private military companies (PMCs) and the increasing fragility of many nation-states, have caused some observers to question whether the state-centric, Westphalian world-order will exist in perpetuity. In this light, epochal change theory posits that world-orders have constantly changed and we are now witnessing a transition to a new one. In this paper, I discuss how small groups of private equity investors now control impressive war-fighting capabilities, and that this acquisition of PMCs by private equity firms is further evidence of epochal change theory. 相似文献

This article introduces integro-differential equations as a new technique to study terrorism dynamics. An integro-differential equation is a mathematical expression that contains derivatives of the required function and its integral transforms. The technique is applied to two different dynamic models in terrorism: terrorism and tourism, and terrorist innovations. In the first model the number of tourists that appears in an integral term and also in a derivative term is impacted by the number of terrorists. In the second model the integro-differential equation for terrorist innovations relates them to terrorist attacks. The article shows how to solve, analyze, interpret, and deal with integro-differential equations. Integro-differential equations shed light on aspects of the models ignored when other techniques are used. This is particularly important for the evaluation of current counterterrorist policies, as well as to the formulation of new ones. 相似文献

ABSTRACTIn March 2015, the South Australian state government established a royal commission to investigate the financial, social, technical, diplomatic, and nonproliferation benefits and risks of expanding its nuclear industry, including activities related to uranium mining; enriching, reprocessing, and fabricating nuclear fuels for both domestic use and export; producing nuclear power; and storing radiological waste, including foreign spent reactor fuel. Given its enormous uranium reserves and current mining activities, some Australians have argued that Australia could benefit financially by expanding the mining sector and by adding value to its uranium exports by enriching the material and fabricating it into reactor fuel assemblies. Others have maintained that Australia can realize significant economic benefits by recycling and storing foreign spent fuel and producing carbon-free nuclear power. In the end, the commission recommended that Australia consider opening up a high-level waste repository to take in foreign spent fuel. It did not recommend any other nuclear activities at this time. The following viewpoint is based on testimony I delivered to the commission on the nuclear weapon proliferation implications of the proposed activities. If Australia wants to avoid the temptation of selling nuclear goods to states that might use these goods to make bombs, it should only consider new nuclear activities that can be entirely financed by the private sector and turn a profit without having to resort to foreign sales. This policy would also enable Australia to set an important, new international nonproliferation standard. 相似文献

Many logistics systems operate in a decentralized way, while most optimization models assume a centralized planner. One example of a decentralized system is in some sea cargo companies: sales agents, who share ship capacity on a network, independently accept cargo from their location and contribute to the revenue of the system. The central headquarters does not directly control the agents' decisions but can influence them through system design and incentives. In this paper, we model the firm's problem to determine the best capacity allocation to the agents such that system revenue is maximized. In the special case of a single‐route, we formulate the problem as a mixed integer program incorporating the optimal agent behavior. For the NP‐hard multiple‐route case, we propose several heuristics for the problem. Computational experiments show that the decentralized system generally performs worse when network capacity is tight and that the heuristics perform reasonably well. We show that the decentralized system may perform arbitrarily worse than the centralized system when the number of locations goes to infinity, although the choice of sales incentive impacts the performance. We develop an upper bound for the decentralized system, where the bound gives insight on the performance of the heuristics in large systems. © 2007 Wiley Periodicals, Inc. ABSTRACTThe paper summarises the evolution of the iron triangle of the mutual relationships amongst the ministry of defence, defence industry, and the political elite in the post-communist Czech Republic in 1990-2020. The essay stresses the oddness of this relationship. On the one hand, the government is bound by a partnership to the Defence and Security Industry Association of the Czech Republic (DSIA), a lobbying group of more than 100 organisations that conduct business in defence and security sector in Czechia. Yet, since its creation in 2000, this assemblage of industries within DSIA's market position is falling, in fact. Neither political parties in power, nor the governments have been able to support national defence industry through the small military. Just a few DSIA national members are able to compete internationally with their cutting-edge products. Others have evolved into middlemen trading intime-expired Czechoslovak equipment retired from the Czech Armed Forces. 相似文献
