Strategic hedging in Indonesia’s defense diplomacy

With the rapid pace of regional arms modernization and unresolved territorial disputes, Indonesia is increasingly susceptible to the impact of emerging great power rivalry in Asia-Pacific. Rather than pursuing a robust military build-up, Indonesian policy-makers assert that diplomacy is the country’s first line of defense. This article argues that defense diplomacy serves two agenda of Indonesia’s hedging strategy – strategic engagement and military modernization. This way, Indonesian defense and security officials seek to moderate the impact of geopolitical changes while maintaining the country’s defensive ability against regional uncertainties.     

Resequencing with parallel queues to minimize the maximum number of items in the overflow area

This article treats an elementary optimization problem, where an inbound stream of successive items is to be resequenced with the help of multiple parallel queues in order to restore an intended target sequence. Whenever early items block the one item to be currently released into the target sequence, they are withdrawn from their queue and intermediately stored in an overflow area until their actual release is reached. We aim to minimize the maximum number of items simultaneously stored in the overflow area during the complete resequencing process. We met this problem in industry practice at a large German automobile producer, who has to resequence containers with car seats prior to the assembly process. We formalize the resulting resequencing problem and provide suited exact and heuristic solution algorithms. In our computational study, we also address managerial aspects such as how to properly avoid the negative effects of sequence alterations. © 2016 Wiley Periodicals, Inc. 讨论了模糊逻辑控制与神经网络相结合的一种控制方法,给出了一种增益自适应调整的模糊控制方法和ＢＰ网络自适应变步长学习算法。提高了系统精度,改善了系统品质,并将这种方法成功地用于直升机综合火／飞系统的设计。同时,针对某型直升机用数字仿真证明了这种方法的优点和良好效果。

59式坦克的战斗恢复力

本文提出了一个新的武器装备特性——战斗恢复力.它是武器装备的设计属性之二.它主要研究在战场上,对战损武器装各,如何在人力、物力缺乏以及时间紧急的情况下,能够采取一切可以采用的手段,迅速恢复其战斗功能.战斗恢复力就是指战场损伤评估与修复水平(Battlefield Damage Assesment and Repair,简称 BDAR).本文对59式主战坦克的战斗恢复力进行了研究,并提出了一些意见和看法.     

水面舰艇新一代指挥控制系统新技术应用研究

本文着重介绍了８０年代以来国外发展新一代舰载指挥控制系统所采用的新技术,以及这些新技术对提高指挥控制系统作战效能的影响。     

Size dependent free vibration analysis of functionally graded piezoelectric micro/nano shell based on modified couple stress theory with considering thickness stretching effect

Higher-order shear and normal deformation theory is used in this paper to account thickness stretching effect for free vibration analysis of the cylindrical micro/nano shell subjected to an applied voltage and uniform temperature rising. Size dependency is included in governing equations based on the modified couple stress theory. Hamilton's principle is used to derive governing equations of the cylindrical micro/nano shell. Solution procedure is developed using Navier technique for simply-supported boundary conditions. The numerical results are presented to investigate the effect of significant parameters such as some dimensionless geometric parameters, material properties, applied voltages and temperature rising on the free vibration responses.     

On Government-industry Nexus and Indigenous Armed Resistance

This paper proposes a simple game-theoretic framework for analyzing the relationship between the government, industry and indigenous community, especially in the context of mounting violence surrounding displacement of indigenous communities by governments for the purposes of commercial use of their habitat. It specifically takes into account the possibility of alleged ‘nexus’ between the government and the industry and explores its implications on the level of allocation and utilities of the players. We find that the bias in allocation that occurs when the government and the industry enter a ‘nexus’ can be rectified when there is resistance from the indigenous groups. Moreover, rebellion is a dominant strategy of the indigenous community, irrespective of whether there is ‘nexus’ or not, and being in ‘nexus’ with the government is a best response for the industry. The unique SPNE occurs when there is ‘nexus’ between the industry and the government and resistance by the indigenous groups, corroborating the widespread allegations of ‘nexus’ and evidence of resistance worldwide. We also explore a few extensions of the basic model and present some narrative evidence in support of the theoretical model.     

国内装备采购研究现状与趋势研究——基于CiteSpace知识图谱软件的可视化分析

本文利用CiteSpace知识图谱分析和可视化工具,从时间分布、期刊来源和作者机构等方面对CNKI中文期刊全文数据库2001年1月1日至2020年6月30日间收录的以"装备采购"为关键词的642篇学术论文及文献进行数据可视化分析,并通过关键词词频共现分析对该领域的高频关键词进行了词频统计。在利用CiteSpace软件对"装备采购"相关文献进行统计分析后,详细论述了装备采购研究的发展趋势,并总结出目前军队装备采购研究的现状与不足,如军队内部科研力量作为装备采购领域研究的核心组成部分,相互间缺乏交流研究;装备采购领域研究方向多元,但基础理论、概念研究不够深入等。在此基础上梳理出优化后期装备采购领域研究发展的建议,以期为完善军队装备采购领域的研究工作提供一定参考。     

Machine scheduling with pickup and delivery

The coordination of production, supply, and distribution is an important issue in logistics and operations management. This paper develops and analyzes a single‐machine scheduling model that incorporates the scheduling of jobs and the pickup and delivery arrangements of the materials and finished jobs. In this model, there is a capacitated pickup and delivery vehicle that travels between the machine and the storage area, and the objective is to minimize the makespan of the schedule. The problem is strongly NP‐hard in general but is solvable in polynomial time when the job processing sequence is predetermined. An efficient heuristic is developed for the general problem. The effectiveness of the heuristic is studied both analytically and computationally. © 2005 Wiley Periodicals, Inc. Naval Research Logistics, 2005.
