Helping hands: civil–military cooperation and Italy's military operation abroad

In the Post-Bipolar Era the growing complexity of the military operations requires a new approach for the resolution of international crises. Since the end of the Cold War, peace support operations (PSO) have become the mainstay and principal occupation of most Western armies. At the same time, Italy has been one of the most important actors in such an area. The article focuses on the cooperation between military and civil components (a process called CIMIC) as a key variable in the Italian PSOs. We will analyse in detail the main lessons learned from past military interventions as well as the general context in which new tendencies are taking place. The maintaining of a minimum security frame becomes essential to fulfil activities ‘collateral’ to the mission: reconstructing services and infrastructure, food distribution, water and medication, law and order, de-mining, training of local forces, and supporting local institutions. These are the main tasks to obtain thrust and support from the population.

架次出动率是评价军用飞机作战能力的一项重要指标.面向架次率这一重要指标,基于排队理论和边际分析法建立了机场资源配置优化模型.首先建立架次生成过程的闭排队网络模型,使用平均值分析方法获得给定资源配置下,任意架飞机参与飞行时的架次出动率;然后结合平均值分析算法和边际分析方法,综合考虑资源的价值和对架次率的影响,建立面向架次率的资源配置优化模型.此模型可为机场资源配置提供决策方案,并通过一个实例介绍了本模型的应用.

Research communication security in the 90s: A view from the UK

This paper develops a methodology for measuring the capital value of military assets in monetary terms. We distinguish between two military capital measures. One measure, called the value of military capital (services) summarizes the value of military defense assets during a particular year. A comparison of the capital‐services value of U.S. and Soviet tactical combat aircraft is provided for the period 1970–1984.

One feature of the capital‐services measure that makes it particularly interesting is that its size can be compared with such military expenditures as operating and support. While these latter expenditures reflect the readiness of a defense establishment, the relevant capital‐services measure reflects force structure and modernization.

A second measure, called the value of military capital (wealth), summarizes the military benefits obtained from defense assets over the remainder of their service lives. This measure depreciates the capital as it ages, and is useful for comparing military wealth with other types of wealth in the economy. We provide this measure for the U.S. military capital stock for 1925–1984.     

Determining a role for a military ombudsman in the South African National Defence Force

In recent years, South Africa has come to be used by international terrorists as a safe house, for paramilitary training purposes, as a base from which to plan attacks on other countries and as a conduit for financial transactions. South Africa's own counter-terrorism initiatives have been labelled ‘reactive’ by analysts. Indeed, the existing counter-terrorism regime suffers from a lack of political will to issues of corruption and ineptitude bedevilling the security apparatus of the state. However, using lessons learned from other countries, Pretoria can yet turn the tide against international terrorism by adopting more pro-active measures and by undertaking steps aimed at the depoliticisation and decriminalisation of the security forces.

模糊BCC模型及其在武器装备方案选择中的应用

在模糊环境下,为了选择最适合我军作战需求的武器装备方案,首先基于可信性理论和模糊期望值模型,建立了一类新的模糊期望值BCC（简记为EBCC）模型;然后利用期望值的线性性质,把所建立的EBCC模型转化为其等价形式;最后,利用EBCC方法构建了武器装备方案选择问题的综合评价模型,以雷达装备方案选择为例,从相对有效性评价和EBCC期望有效决策单元的排序两个方面,验证了方法的：正确性和可行性,为武器装备方案选择提供科学依据．
