The United States has multiple nuclear detection initiatives to secure against a terrorist nuclear attack, including the Container Security Initiative, installation of radiation detectors at U.S. border points of entry, and establishment of the Domestic Nuclear Detection Office (DNDO). The current nuclear detection system architecture falls short of being able to reliably catch fissile nuclear material in transit, specifically shielded Highly Enriched Uranium (HEU) and Plutonium (Pu), both within the US and abroad. Checkpoints at border crossings can be circumvented, and no adequate system is under development to deter the transport of fissile materials. Using nuclear link-budget calculations, we show why a network relying primarily on handhelds, fixed detectors, and portals is not sufficient. We examine the technical, economic, and operational feasibility of a comprehensive national network incorporating in-vehicle detectors to reliably detect and deter the transport of fissile material inside the vehicle itself.

介绍了外军典型战术数据链的发展情况,同时根据未来网络化作战需求,对基于协同交战的战术数据链的作战使用进行了研究,提出了基于协同交战的战术数据链体系结构、功能需求和指标需求,最后给出了基于协同交战的战术数据链的发展建议.     

侦察机通过数据链向潜艇传递目标指示的方法探讨

为了使侦察机能更及时、准确、可靠地为潜艇提供目标指示,使之进行导弹超视距攻击,介绍了与潜艇通信有关的地-舰(潜)/空数据链、舰(潜)-舰(潜)数据链及舰(潜)-空数据链。然后探讨了侦察机通过数据链向潜艇传递目标指示的方法,重点研究了潜艇可以实时接收数据链信息和不能实时接收数据链信息的情况下的直接指示法,及侦察机通过岸上指挥所、海上联合编队指挥所中转信息的中转指示法。     

数据链支持下的武器系统评估体系研究

结合数据链作战使用需求,针对国外采用统计法评估数据链系统代价高、费时和针对单一兵器系统的问题。创新性地将作用域原则引入WSSDL作战效能评估体系过程中,完成了基于作用域的指标体系构建和综合评估方法设计工作,首次有效地解决了数据链支持下武器系统的评估对象多样化、人在回路因素多、定性指标缺乏量化手段的问题,为数据链支持下的武器系统作战效能评估提供了可靠手段和方法。     

一种新的卫星导航星间链路测距体制及其定轨性能分析

现有的GPS星间链路轮询时分测距体制未针对定轨性能进行优化。对轮询时分测距体制进行改进,提出了一种新的分组时分测距体制,通过对整星座所有卫星进行分组测距来提高星间测距链路数量,从而提高星地星间联合定轨精度。以整星座平均定轨精度最优为目标,提出了两步优化算法,得到星间总测距链路数最多的卫星分组,使每组内卫星的星间测距DOP值最小。仿真结果表明,采用优化算法得到的最优分组时分测距方式对卫星定轨精度有明显改善。     

A fluid queueing model for link travel time moments

We analyze the moments of the random time required for a vehicle to traverse a transportation network link of arbitrary length when its speed is governed by a random environment. The problem is motivated by stochastic transportation network applications in which the estimation of travel time moments is of great importance. We analyze this random time in a transient and asymptotic sense by employing results from the field of fluid queues. 一种基于主动干扰方的空间链路干扰评估方法

针对空间链路干扰效能的评估问题,从主动干扰方角度,提出主动评估的总体框架,并且给出了几种能够用于独立评估的指标参数。在此基础上,提出了一种对空间自适应调制编码链路干扰进行时间效能评估的模型,推算了干扰延迟链路传输时间的定量表示,数值仿真结果表明模型的合理性和有效性。     

Weakest‐link attacker‐defender games with multiple attack technologies

In this article, we examine a model of terrorism that focuses on the tradeoffs facing a terrorist organization that has two qualitatively different attack modes at its disposal. The terrorist organization's objective is to successfully attack at least one target. Success for the target government is defined as defending all targets from any and all attacks. In this context, we examine how terrorist entities strategically utilize an efficient but discrete attack technology — e.g., suicide attacks — when a more conventional mode of attack is available, and the optimal anti‐terrorism measures.© 2012 Wiley Periodicals, Inc. 数据链系统作战效能的评估研究,对信息系统的战斗力形成和提高有着重要意义。基于灰色理论和模糊数学提出了一种新的数据链系统作战效能评估模型,这种模型融合了层次分析法、灰色聚类分析、模糊综合评价,避免了使用单一模糊数学方法的不合理之处,为全面评估数据链系统作战效能提供了全新的方法。
