Expeditionary police advising: some causes of failure

ABSTRACT

The practice of dispatching teams of police advisors to other states to build or train foreign security forces began at the end of the nineteenth century, yet there exists no definitive history of the practice, or any definitive theoretical approach underpinning why such missions succeed or fail. Drawing upon their recent edited book on expeditionary police advising, and by examining the donor or sending states, the host nations, and the use of police in counterinsurgency situations, the authors present some key reasons why such missions fail, and lay some groundwork for additional study of this important subject.

内腐蚀缺陷尺寸对DN150承插管线承压能力的影响

为了科学地指导DN150承插管线的使用与管理,采用非线性有限元法对带内腐蚀缺陷的DN150承插管线进行了剩余强度的评估。通过分析和计算,研究了腐蚀缺陷宽度、长度和深度对管线极限承载能力的影响。结果表明：腐蚀缺陷宽度对DN150承插管线的承载能力影响很小,可忽略不计;随着腐蚀缺陷长度的增加,管线的承载能力略微减小,当缺陷长度达到150mm,管道失效压力基本不变;随着腐蚀缺陷深度的增加,管道失效压力呈线性递减,其对管道失效压力的影响程度远远大于腐蚀缺陷长度。     

战役战术导弹部队机动作战面临的空中威胁分析

在分析战役战术导弹部队机动作战面临空中威胁可能性的基础上,研究了其遭敌空袭兵器和空袭战术威胁情况,并对战役战术导弹部队机动作战的各阶段遭敌空袭的威胁进行了探讨。在分析空中威胁时,借助美军主导的近几场局部战争的经验教训,总结了敌攻击战役战术导弹部队机动作战所使用的空袭兵器和空袭战术,以便在抗击敌空袭兵器时更具有针对性和现实性,以期为未来防空作战提供有益借鉴。     

敏捷C2组织鲁棒性研究

敏捷性的研究是信息时代的组织研究中的重要方面。设计一种敏捷的C2组织,以保证C2组织在执行任务时能够发挥最佳性能,以达到灵活应对任务、减少资源浪费和提升作战效能的目的,这样的组织称为敏捷C2组织。本文从敏捷C2组织形式化概念模型构建开始,对敏捷C2组织的敏捷性测度中的鲁棒性的含义及其测度方法进行详细的定义和阐述,并通过实验对方法进行分析研究验证。     

打造现代化公安消防铁军的理论与实践

分析了消防部队的职业特点,阐述了打造现代化公安消防铁军要把握的几个关键要素,提出打造现代化消防铁军就是要加快转变部队战斗力生成模式,着力提升部队整体战斗能力和水平。从指挥人才培养、业务训练、装备和信息化建设、战斗精神培育等四个方面对打造现代化公安消防铁军的理论与实践进行了深入探讨。     

Recruitment and abuse of trafficked children in south-west Nigeria

This article examines the recruitment and transportation of internally trafficked children from Benue State in the north-central geo-political zone of Nigeria to Oyo State in the south-western zone of Nigeria. The study is essentially qualitative: with the aid of the snowball sampling technique, in-depth interviews (IDIs) were conducted with drivers, employers and trafficking agents in two recipient communities in Ibadan. The findings show that human rights abuses manifest at the recruitment, transportation and destination phases. The human rights abuses include the recruitment of underage children for domestic work outside their immediate family environments; transportation under inhumane conditions; restriction of movement at traffickers' ‘warehouses’; non-disclosure of amount payable for the services of domestic servants by agents/traffickers; exclusion of domestic servants in wage negotiations; and violence by employers. In view of these, there is a need for the National Agency for the Prohibition of Trafficking in Persons to strengthen its internal trafficking campaign.     

Concave envelopes of monomial functions over rectangles

The construction of convex and concave envelopes of real‐valued functions has been of interest in mathematical programming for over 3 decades. Much of this interest stems from the fact that convex and concave envelopes can play important roles in algorithms for solving various discrete and continuous global optimization problems. In this article, we use a simplicial subdivision tool to present and validate the formula for the concave envelope of a monomial function over a rectangle. 建立采用氮气驱动的弹射型悬挂发射装置的数学物理模型,用气体动力学理论分析了高压氮气从储气罐通过导气管道到弹射活塞腔室,驱动活塞推动悬挂物直至其完全脱离载机的整个运动过程。给出了对某型号悬挂发射装置的实例计算,讨论了不同结构参数对弹射性能的影响,为该系统的实际设计开发提供了理论依据。     

Force protection and society

Wars have long been fought with a firm focus upon armies' domestic contexts. These socio-political foundations have underpinned decisions regarding embarking upon war as well the conduct of war itself. Of particular importance among liberal democracies is the emphasis which is now placed upon force protection; broadly conceived as the range of measures employed to ensure the protection of servicemen and women on operations. Decisions surrounding protective equipment, deployed locations and wartime activities all face detailed scrutiny in contemporary operating environments. The attitudes of the government, the military and the civilian population combine to create a complex and dynamic backdrop of harmony and tension to this most sensitive characteristic of modern wars.
