The drone is the latest tool to promote interests of a nation-state. It is clear that USA as well as other major powers anticipate that robotics will play a key role in future warfare. Today, more than 70 countries have already acquired drone technology and many others are desperate to join the ranks. This urge for drone technology will ultimately lead to a “boundless and borderless war without end.” In the case of Pakistan, the US drone campaign has raised some important issues regarding how their use could, or should, be regulated in the future. This article analyses the legal issues raised by the US's use of drone technology in non-combat zones, such as Pakistan. It is argued that a reckless disrespect of Pakistan's sovereignty has had adverse implications and consequences for the legitimacy of the Pakistani government. Drone strikes have prompted instinctive opposition among the Pakistani population, hurt their feelings and estranged them from the government. This in turn has added to Pakistan's instability and stimulated a ground-swell of animosity toward the USA.  相似文献

与STT导弹相比,BTT导弹在气动效率、机动能力、控制性能等方面具有明显优势,但其运动耦合特性也给传统研究框架下的制导律设计带来了挑战。本文针对BTT导弹制导律设计问题展开研究,首先描述了BTT导弹制导基本问题,分析了BTT导弹制导律设计的技术难点,需要综合考虑运动耦合、多约束、目标机动、弹体动态效应等因素,然后综述了国内外现代制导律设计的基本方法,将其分为双通道解耦法、球坐标法、现代几何法等,最后指出了BTT导弹制导律的进一步研究方向。  相似文献

In the Post-Bipolar Era the growing complexity of the military operations requires a new approach for the resolution of international crises. Since the end of the Cold War, peace support operations (PSO) have become the mainstay and principal occupation of most Western armies. At the same time, Italy has been one of the most important actors in such an area. The article focuses on the cooperation between military and civil components (a process called CIMIC) as a key variable in the Italian PSOs. We will analyse in detail the main lessons learned from past military interventions as well as the general context in which new tendencies are taking place. The maintaining of a minimum security frame becomes essential to fulfil activities ‘collateral’ to the mission: reconstructing services and infrastructure, food distribution, water and medication, law and order, de-mining, training of local forces, and supporting local institutions. These are the main tasks to obtain thrust and support from the population.  相似文献

September 11 2001 has put the spotlight on terrorism, and it has been at the apex of the international security agenda ever since. Politicians, lawmakers, scholars and others have been debating the meaning and definition of terrorism for many years. Numerous myths and misconceptions persist on this highly debated issue. With the aid of historical case studies, this article aims to demonstrate how broad a concept terrorism has become. It focuses on its subjective and value-laden interpretation and hence the difficulty of arriving at a universally acceptable definition. The author introduces the concept of ‘colonial terror’, which depicts a distinct form of state terrorism perpetrated during the colonial and post-colonial periods. Like many before her, the author concludes that the definition and meaning of terrorism lie in the eye of the beholder.

There are two ways to approach the study of terrorism. One may adopt a literal approach, taking the topic seriously, or a propagandistic approach, construing the concept of terrorism as a weapon to be exploited in the service of some system of power. In each case it is clear how to proceed. Pursuing the literal approach, we begin by determining what constitutes terrorism. We then seek instances of the phenomenon—concentrating on major examples, if we are serious—and try to determine causes and remedies. The propagandistic approach dictates a different course. We begin with the thesis that terrorism is the responsibility of some officially designated enemy. We then designate terrorist acts as ‘terrorist’ just in the cases where they can be attributed (whether plausibly or not) to the required source; otherwise they are to be ignored, suppressed or termed ‘retaliation’ or ‘self-defence’. This paper reviews recent developments among African regional organisations in undertaking peacekeeping operations, as well as in preparing for future missions. It focuses on those that have been the most active: the Organisation of African Unity/African Union, the Economic Community of West African States and the Southern African Development Community. The paper goes on to briefly describe and analyse the activities of the French, UK, and US capacity-building programmes designed to develop African peacekeeping capacities. The author then identifies some specific concerns and recommends actions to help meet today's challenges. The paper concludes with a short analysis of African organisations' capacities and proclivities to provide a peacekeeping force for Sudan.  相似文献

Africa has emerged as a strategic location for transcontinental narcotics trade. Particularly the West African subcontinent has turned into a cocaine warehousing and trans-shipment hub along the way to the European underground markets. At this juncture, African drug networks (ADNs) began to play a momentous role in global drug trade, and pose a considerable threat to international security, as they operate in more than 80 countries. The United Nations Office on Drugs and Crime, Interpol, and Europol perceive ADNs as one of the primary issues in international counter-narcotics policy. These agencies have launched several multilateral initiatives to contain the West African threat. None of these initiatives, however, retarded the expansion of the problem. Indeed, the containment efforts turned out to be quite embryonic. The ADNs eventually entered the Turkish market by the early 2000s. West African drug networks (WADNs) in particular have begun to operate within Turkey extensively, often supplying and distributing drugs. The gravity of the threat became ever more serious by 2012. The upsurge of the new threat has compelled the Turkish drug-law enforcement agencies to adopt new policies and counter-strategies. These policies have to be based upon proper strategic analysis of the threat. This paper seeks to address the need for a threat assessment of ADNs. It investigates the dimensions of the problem, profiles the members of WADNs, their modes of operation, and the factors that compelled them to exploit the illicit Turkish drug markets. The analyses are based upon the scrutiny of 227 narcotic interdictions files and statements from the African individuals in these case files. The paper concludes by presenting policy implications and recommendations for the Turkish security and foreign-policy institutions to cope with this impending threat.  相似文献

Since the terrorist attacks of 11 September 2001, the continent of Africa, particularly Greater East Africa, has played an increasingly signifi cant role in United States (US) national security strategy. Transnational security threats and political authoritarianism continue to plague the region, creating calls for greater US and international involvement. Before reacting to the situation, however, it is prudent to pause, reflect, and understand that the United States developed strategic relations with nation-states in the region well before contemporary concerns for international terrorism and ungoverned spaces entered the strategic lexicon. Toward a more comprehensive understanding of Greater East Africa's strategic history, this paper examines the core strategic relationship in the region, US-Kenya relations, its origins and implications, and offers policy recommendations that will affect future international security.  相似文献

Current International Atomic Energy Agency safeguards do not provide adequate protection against the diversion to military use of materials or technology from certain types of sensitive nuclear fuel cycle facilities. In view of highly enriched uranium's relatively greater ease of use as a nuclear explosive material than plutonium and the significant diseconomies of commercial spent fuel reprocessing, this article focuses on the need for improved international controls over uranium enrichment facilities as the proximate justification for creation of an International Nuclear Fuel Cycle Association (INFCA). In principle, the proposal is equally applicable to alleviating the proliferation concerns provoked by nuclear fuel reprocessing plants and other sensitive nuclear fuel cycle facilities. The INFCA would provide significantly increased nonproliferation assurance to its member states and the wider international community by holding long-term leasehold contracts to operate secure restricted zones containing such sensitive nuclear facilities.  相似文献
