ABSTRACTThere is a lingering disagreement among scholars on how the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) affects nonproliferation and disarmament outcomes. Drawing on constructivist scholarship on international norms, this article examines the extent of the NPT's effect in the case of Ukraine's nuclear disarmament. In the wake of the Soviet Union's collapse, Ukraine found itself host to the world's third largest nuclear arsenal. Despite Ukraine's initial commitment to become a non-nuclear state, it proceeded along a difficult path toward NPT accession. Most controversial and directly at odds with the NPT was Ukraine's claim to ownership of its nuclear inheritance as a successor state of the Soviet Union. This article argues that, while much domestic discourse about the fate of these nuclear weapons was embedded in the negotiation of Ukraine's new identity as a sovereign state vis-à-vis Russia and the West, the NPT played an important, structural role by outlining a separate normative space for nuclear weapons and providing the grammar of denuclearization with which Ukraine's decision makers had to grapple. 相似文献

Since the July 2009 Boko Haram terrorist outburst in Nigeria, there have been increasing questions on the phenomenon in the country. There has not been any substantial analysis on the emergence of the Boko Haram group and its terrorist activities in Nigeria as the out-rage continues. This study is advanced to explain the phenomenon of Boko Haram terrorism in Nigeria. It employs the levels of analysis framework popular in the field of international relations to explain the terrorism at three major levels: individual, state and international. The study relies on dependable news reports, which include interviews with key actors relevant to the subject matter, and finds that Boko Haram terrorism has its roots in the ideology and motivations of its founder and members, the failures and deficiencies of the Nigerian state, and the modern trend of religious terrorism in the international system. 相似文献

In principle, national sovereignty is the right of a nation to govern its internal affairs without foreign interference. In practice, it is defined by one's interpretation of international law, which may permit legal external intervention under some circumstances, ultimately removing a nation's sovereignty. This paper will examine the current system of international law outlined by the United Nations, analyse the ambiguities contained within its Charter and elaborate on how external intervention can be justified. The case-study of recent developments related to Libya will demonstrate that the manner in which international law is interpreted is changing the notion of principles of sovereignty. 相似文献

Kenya’s decision to close the Dadaab refugee camp complex highlights structural flaws in the international refugee regime. While much attention has been paid to Kenya’s reasoning, less has been given to the reactions of organisations and states. Given the state’s primacy in the international system and uncertainty about refugees, Kenya’s decision is perhaps unsurprising. It is contended that the stakeholders were unprepared because of path dependence and disbelief that Kenya would repatriate the refugees. While stakeholder reactions arguably demonstrate concern for refugees, the international refugee regime remains unquestioned, sustaining revenue streams that may fuel corruption, encourage lengthy encampment and prolong conflict. 相似文献

ABSTRACTThe slow moving conflict in the South China Sea has been characterized by some as “not worth the candle.” China claims the entirety of the South China Sea pursuant to a nine-dash line, the legal impact of which has been limited by international courts. At the same time, China has changed the reality of control over the South China Sea by building a number of fortified islands in the Spratly Islands and elsewhere. The US has either refused to stand up to China's behavior (Obama) or responded unevenly (Trump). This paper examines whether there are systematic differences in military spending between different types of autocratic regimes. We view military expenditure as an instrument a dictator can exploit in order to stay in power. How he utilises this instrument depends on the institutional set-up of his regime. We distinguish between military regimes, single party states and personalist regimes, and predict that military regimes should have the highest, whereas personalist dictatorships should have the lowest level of military spending. Using panel data on 64 dictatorships from 1960 to 2000, we find empirical evidence that our hypotheses are not rejected. 相似文献

What are relationships between epidemics, national security, and US immigration policy? This question is important because it sheds light on transnational or nontraditional security areas, American immigration policy, and a pressing issue for US leaders who have recently faced epidemics such as the West Africa Ebola outbreak that began in 2013. This article answers it and lays ground in the area by reviewing epidemics in world history, using International Relations and Security Studies works to specify dangers of contagions for states, and identifying three general immigration measures that American leaders have utilized from the seventeenth century to the present day to protect against contagions, which are (1) policies restricting entrance of foreigners thought to carry specified diseases, (2) the isolation or quarantining of immigrants with contagious disease, and (3) delegating the President with authority to stop immigration in the event of an epidemic abroad. Observers of United States (US) interventions have almost universally characterized the 1994 Haiti intervention as multilateral, a model for how international cooperation can achieve common security goals. A closer analysis of the intervention reveals that the planning and execution of the intervention were almost entirely unilateral and therefore cost the US few if any of the theoretical costs of coalition warfare, including interoperability and policy compromise. Mapped onto the unilateral strategy and operation of the intervention, however, was a multilateral diplomatic effort that secured United Nations Security Council authorization and provided a cover for an intervention that the US had already planned and intended to execute with or without that authorization. That the US sought a multilateral cover for an intervention that it could easily accomplish unilaterally shows the importance of two factors: A domestic audience that opposed unilateral peacekeeping but would accept using US resources as part of a broader multilateral operation, and a local population that would be more responsive to a multilateral coalition than a use of force that was perceived to be unilateral. The Haiti intervention shows that the determinants of success in operations other than war are as much political as military. When the US already has overwhelming military superiority vis-à-vis its adversary, building military coalitions becomes as much about enlisting political support as aggregating material capability. 相似文献
