Involving the elephant: technical isolation and the role of India in a possible solution to the Iranian nuclear crisis

Apart from North Korea, no state's nuclear program in the twenty-first century has raised more concern to international security than Iran's. While Iran insists that its nuclear program is strictly for civilian purpose in line with Article IV of non-proliferation treaty, the USA and its allies insist that Iran has military intentions and called for sanctions. The failure of sanctions to deter Iran from its nuclear agenda had made many scholars and policy-makers call for a preemptive attack on Iranian nuclear facilities. Situated within this debate, this paper positions itself as an antagonist to the preemptive airstrike option and argues that involving India in a possible nuclear “iron curtain” against Iran – a move known as technical isolation – remains the best option to the current nuclear crises.     

Optimization of schedule stability and efficiency under processing time variability and random machine breakdowns in a job shop environment

The ability to cope with uncertainty in dynamic scheduling environments is becoming an increasingly important issue. In such environments, any disruption in the production schedule will translate into a disturbance of the plans for several external activities as well. Hence, from a practical point of view, deviations between the planned and realized schedules are to be avoided as much as possible. The term stability refers to this concern. We propose a proactive approach to generate efficient and stable schedules for a job shop subject to processing time variability and random machine breakdowns. In our approach, efficiency is measured by the makespan, and the stability measure is the sum of the variances of the realized completion times. Because the calculation of the original measure is mathematically intractable, we develop a surrogate stability measure. The version of the problem with the surrogate stability measure is proven to be NP‐hard, even without machine breakdowns; a branch‐and‐bound algorithm is developed for this problem variant. A tabu search algorithm is proposed to handle larger instances of the problem with machine breakdowns. The results of extensive computational experiments indicate that the proposed algorithms are quite promising in performance. © 2011 Wiley Periodicals, Inc. Naval Research Logistics, 2011     

A spatial rank‐based multivariate EWMA control chart

Nonparametric control charts are useful in statistical process control when there is a lack of or limited knowledge about the underlying process distribution, especially when the process measurement is multivariate. This article develops a new multivariate self‐starting methodology for monitoring location parameters. It is based on adapting the multivariate spatial rank to on‐line sequential monitoring. The weighted version of the rank‐based test is used to formulate the charting statistic by incorporating the exponentially weighted moving average control scheme. It is robust to non‐normally distributed data, easy to construct, fast to compute and also very efficient in detecting multivariate process shifts, especially small or moderate shifts which occur when the process distribution is heavy‐tailed or skewed. As it avoids the need for a lengthy data‐gathering step before charting and it does not require knowledge of the underlying distribution, the proposed control chart is particularly useful in start‐up or short‐run situations. 海上舰艇编队协同作战面临的环境日益复杂,其武器目标分配呈现出了多智能体系统的涌现性、协同性和动态性.将编队武器目标分配问题转化成多智能体系统来研究,根据黄页概念建立了编队武器智能体的黄页服务,运用基于黄页服务的合同网协议实现了编队范围内的武器目标分布式分配.     

临近空间拦截弹非线性控制系统性能研究

针对临近空间高超声速拦截弹执行机构非线性特性影响控制系统响应,提出基于次优控制理论及bang-bang控制理论对该问题进行研究.针对舵偏角速率饱和影响控制系统响应,通过改进正定阵P,Q来确保系统响应特性;针对舵偏角饱和影响控制系统响应,通过建立bang-bang开关曲线,分析推导出开关切换次数及最优时间表达式;最后仿真结果表明临近空间拦截弹的舵偏角饱和严重影响飞行控制系统的快速性.     

基于小样本数据的作战计划生成方法

针对部队实兵对抗实验数据生成和采集的投入高、难度大的实际,提出基于小样本数据生成作战计划的方法：首先,采用偏最小二乘回归分析法建立作战因素与作战结果间的多元非线性模型;其次,采用改进的遗传算法,在MATLAB平台编程实现了对模型的整数规划求解,并通过实例验证算法的有效性;最后,利用作战因素的重要性排序分析作战计划的调整流程。     

单小批量武器装备保障的质量屋模型研究

摘要：针对单小批量武器装备保障的特殊需求,对传统的质量屋模型进行了改进,建立了基于装备保障需求与保障规则的质量屋模型,利用整数规划技术进行求解,使得单小批量武器的装备保障规则按照实际保障需求重新排列优先次序,并通过对某型火炮保障方案的筛选验证了模型的正确性．新的质量屋模型发展完善了质量屋的理论与方法,有助于提高单小批量武器的装备保障能力．
