Was World War Two a Completely Just War?

ABSTRACT

According to Brian Orend’s binary political model, minimally just states possess a robust set of moral rights, while other states essentially exist in a moral vacuum in which they possess no moral rights. I argue that a more plausible comparative model would allow for a state to acquire (or lose) discrete moral rights as it improves (or damages) its moral record. This would generate a more accurate portrayal of both domestic policy within states and military conflict between states; including, in particular, the role of the Allied forces during World War Two.

针对无线局域网环境及室内目标定位需求,研究了基于接收信号强度指示的定位技术,提出了一种基于多元高斯概率分布的信号强度模式匹配方法,讨论了定位系统框架。试验结果表明,该方法具有较好的室内定位效果。     

基于两级供应关系的军械战备器材存储模型研究

提出了在一定经费的约束条件下,使所有二级存储场站的所有战备器材期望缺货数最小的模型,通过对后方仓库存量初值和场站库存量的确定,求解出后方仓库和场站之间库存量的优化分配调整方案。最后通过实例得出发散型布局形态模型。     

Provocation,war and restraint under the nuclear shadow: The Kargil conflict 1999

ABSTRACT

The Kargil conflict was a limited war between India and Pakistan fought along the Kashmir Line of Control during the spring/summer of 1999. Named for the principal town in the combat zone on the Indian side, it was the first open warfare between India and Pakistan as declared nuclear weapons states and included the first combat employment of the Indian Air Force since 1971. Despite its intensity, it was also characterised by considerable restraint on both sides. The potential for conventional escalation, however, was high and the possibility of nuclear confrontation could not be excluded. It had significant long-term ramifications for both countries and constitutes an important part of the backdrop to their relations today.     

A pixel-level local contrast measure for infrared small target detection

Infrared (IR) small target detection is one of the key technologies of infrared search and track (IRST) systems. Existing methods have some limitations in detection performance, especially when the target size is irregular or the background is complex. In this paper, we propose a pixel-level local contrast measure (PLLCM), which can subdivide small targets and backgrounds at pixel level simultaneously. With pixel-level segmentation, the difference between the target and the background becomes more obvious, which helps to improve the detection performance. First, we design a multiscale sliding window to quickly extract candidate target pixels. Then, a local window based on random walker (RW) is designed for pixel-level target segmentation. After that, PLLCM incorporating probability weights and scale constraints is proposed to accurately measure local contrast and suppress various types of background interference. Finally, an adaptive threshold operation is applied to separate the target from the PLLCM enhanced map. Experimental results show that the proposed method has a higher detection rate and a lower false alarm rate than the baseline algorithms, while achieving a high speed.     

In pursuit of accountability during and after war

ABSTRACT

This article aims to identify and elaborate the causes and ramifications of applying transitional justice, in particular accountability measures, to situations of war. It focuses on the correlations between peace and justice – and hence an important perspective on the question ‘how do wars end’. The article seeks to understand some of the main challenges associated with pursuing accountability for crimes committed in contemporary forms of conflict, including civil wars and abuses committed by major powers in armed conflict.     

基于不同分裂的修正局部Crank-Nicolson方法对一维热传导方程的应用

本文采用不同分裂的修正局部Crank-Nicolson方法讨论了一维热传导方程的初边值问题。该方法不仅具有原来计算量少,无条件稳定的优点,而且推广了该方法对复杂的数学物理方程应用的可能性。理论上分析了无条件稳定性、相容性及收敛性,最后进行数值试验,验证了它的可行性。
