ABSTRACTNo issue deserves more scrutiny than the mechanisms whereby popular unrest unleashes civil wars. We argue that one institution – two-tiered security systems – is particularly pernicious in terms of the accompanying civil war risk. These systems’ defining characteristic is the juxtaposition of small communally stacked units that protect regimes from internal adversaries with larger regular armed forces that deter external opponents. These systems aggravate civil war risks because stacked security units lack the size to repress widespread dissent, but inhibit rapid regime change through coup d’état. Regular militaries, meanwhile, fracture when ordered to employ force against populations from which they were recruited. 相似文献

ABSTRACT The separation of the Indonesian national police (POLRI) from the military (ABRI), now named the TNI, in 1999 led to transfer of domestic security role from the armed forces to POLRI. On one hand, POLRI has a greater role in internal security, particularly in countering terrorism. On the other hand, TNI continually attempts to reassert its dominance in the field of counter-terrorism. Previous studies on the subject place the issue in the context of the early days of democratisation. This paper aims to contribute by counting latest developments, notably the rise of new terrorist groups and recent counter-terrorism legislations. We argue that institutional rivalries between the POLRI and the TNI, and the military's determination to reclaim a greater role in domestic security have become an impediment to achieving successful counterterrorism efforts. Since 2000, international organisations such as the UN, NATO and the EU, but also countries, have started to apply what has been called the comprehensive approach to crisis management. This article unpacks this comprehensive approach implemented by the Dutch in Uruzgan province, Afghanistan. It first borrows and expands a conceptual framework developed by De Coning and Friis. Subsequently, it maps the different sorts of coherence in the mission by applying the framework. It shows how in practice there was not one single comprehensive approach, but many different forms of interaction between a number of organisational units. Each interaction had its own distinct issues and its own level of coherence. The level of coherence differed depending on the level at which the interaction took place – strategic at headquarters level versus operational at field level – and at what point in the mission it happened – in most cases it moved towards more cohesion. 相似文献

Israel and Hezbollah have applied the lessons learned from the 2006 Lebanon War and have been preparing for a future conflict with both sides aiming for a more decisive victory. With improved capabilities from 2006, future hostilities will be far more destructive. This article analyzes their performance in 2006 and the lessons they have drawn to predict what a future conflict is likely to look like. The article analyzes both parties in three categories: ground forces; rockets, missiles, and anti-armor weapons; and lastly, Israel's air and sea dominance and Hezbollah's efforts to counter that dominance. Finally, this article argues that, contrary to conventional wisdom, a large-scale conflict between Israel and Hezbollah is unlikely to become a larger regional conflict involving Syria and Iran. 相似文献

The article discusses processes of “religionization” within the institutional identity and ethos of the Israel Defense Forces (IDF) and the connection of these processes with the significant structural changes the IDF has undergone in recent decades. The main argument presented is that since the late 1980s, the IDF has been in a culture conflict, torn between soldiers and civilians who advocate turning the IDF into a professional army “military professionalization,” and others who wish to preserve, and even strengthen, the “people's army” model. The present article shows that the meaning of the term “people” in this phrase has shifted to refer strictly to the Jewish people, and that a national-ethnic perception strongly influenced by religious-national ideology has been adopted. 相似文献

To manage their assets at an enterprise level, defense organizations have turned to portfolio theory for the planning, analysis and management of their military forces and materiel. Despite being well established in the commercial sector, the application of portfolio approaches in defense is problematic. The vexatious question for defense of how to define and measure benefits arising is complicated by the increased utility and effectiveness achieved through networking of military forces and the equipment they use. ABSTRACTThis paper challenges recent claims that competitive market dynamics incentivize Private Military and Security Companies (PMSCs) to fully commit to providing effective services, thereby reducing the duration of civil war. Our assessment of a most-likely case scenario for this argument – Sierra Leone – reveals four critical problems. First, there is rarely direct competition, even if numerous companies are present. Second, the presence of multiple PMSCs usually represents a collaboration among subsidiaries providing distinct services, often under the same corporate umbrella. Third, data aggregation obfuscates the overlap of PMSC presence, inflating the amount of perceived competition. Finally, we raise concerns regarding how quantitative analyses can conflate conflict intensity with conflict termination. 相似文献
