基于SWOT分析的军队审计容错免责机制完善路径研究

军队审计容错免责机制是在审计权限范围内对符合容错免责情形的事由减轻或免于问责并及时纠正的稳定工作机制,是审计问责态势下应对“为官不为”问题的合理路径。本文基于SWOT法分析认为,当前审计环境下建立军队审计容错免责机制的优势在于独立的经济监督地位、专业的经济监督力量和广泛的经济监督对象,劣势在于单一的认定主体、缺失的法律规范和匮乏的免责素质,机遇在于利好政策的出台、国家审计的实践经验和军队审计的职能定位,威胁在于制度规范笼统、审计风险扩大和资源矛盾加剧。在此基础上,本研究基于W-T（劣势-威胁）的战略选择,提出完善军队审计容错免责机制的现实路径,即：明确机制定位,科学界定边界;完善制度规范,形成法律依据;完备容错清单,转变审计模式;优化容错环境,降低容错风险。     

陆军部队装备建设效能评估体系研究

以部队在编武器装备为基本研究对象,着眼系统功能的形成,选定了陆军部队类型,构建了评估指标体系;运用定性与定量相结合的方法,建立了相应的效能指标量化模型,进行了指标的数据耦合分析,并展望了陆军部队武器装备建设效能评估结论的可能应用。

军事院校担负着培养和造就高素质新型军事人才的使命,军事院校校园空间环境应有自己鲜明的特色.着重介绍了后勤工程学院新校区概念性规划设计方案的主要思想,提出了尊重自然环境条件,创建生态化、园林式的校园环境;尊重地域文化,体现历史传承和军校特色的设计理念.力求创造一个以人为本,能体现当代军事校园精神风貌的场所和空间环境,创建一种可持续发展的校园规划建设模式.     

Effective attacks in the salvo combat model: Salvo sizes and quantities of targets

This article considers two related questions of tactics in the context of the salvo model for naval missile combat. For a given set of targets, how many missiles should be fired to produce an effective attack? For a given available salvo size, how many enemy targets should be fired at? In the deterministic version of the model I derive a simple optimality relationship between the number of missiles to fire and the number of targets to engage. In the stochastic model I employ the expected loss inflicted and the probability of enemy elimination as the main performance measures and use these to derive salvo sizes that are in some sense “optimal.” I find that the offensive firepower needed for an effective attack depends not only on a target's total strength but also on the relative balance between its active defensive power and passive staying power. © 2006 Wiley Periodicals, Inc. 对学历教育型军队院校应突出军事特色的几点思考

随着世界新军事变革的浪潮扑面而来,我军以完成机械化、信息化双重历史任务为己任,军队院校对新型军事人才的培养发生了深刻的变革,机遇与挑战并存.我院作为学历教育型军队院校,重点是培养"合训分流"模式人才.为此,文章首先阐述学历教育型军队院校在人才培养上必须突出军事特色的现实意义和紧迫性,同时又对突出军事特色的主要做法进行了思考.

To catch an intruder: Part A—uncluttered scenario

We analyze an interdiction scenario where an interceptor attempts to catch an intruder as the intruder moves through the area of interest. A motivating example is the detection and interdiction of drug smuggling vessels in the Eastern Pacific and Caribbean. We study two models in this article. The first considers a nonstrategic target that moves through the area without taking evasive action to avoid the interdictor. We determine the optimal location the interceptor should position itself to best respond when a target arrives. The second model analyzes the strategic interaction between the interceptor and intruder using a Blotto approach. The intruder chooses a route to travel on and the interceptor chooses a route to patrol. We model the interaction as a two‐player game with a bilinear payoff function.
