军队院校现代化教学保障体系构想和作用初探

随着高等教育产业的迅速发展和“科技强警”战略的实施,公安现役部队对人才培养质量提出了更高的要求。为了整体提高教学质量和办学水平,进一步明确教学保障工作的内涵、功能、作用,明确教学保障在提高教学质量方面的支持、推动和牵引作用,一是要明确军队院校教学保障指导思想和基本原则。二是构建合力保障,形成大保障概念。要求达到教学保障工作的整体化、规范化,形成教学保障合力。三是改变保障观念,赋予教学保障新的内涵。     

浅谈军校和谐校园的构建

从校园风气与整个社会的和谐,教员教学水平与办学层次的和谐,学员的第一任职与长远发展的和谐,扩大办学规模与提高办学质量的和谐,军队特色与大学共性的和谐五个方面阐述了和谐校园的构建。     

军用电站谐波测量方法研究

详细地介绍了基于离散傅里叶变换（DFT）的谐波测量方法,分析了不同窗函数的特征及其对谐波测量精度的影响,并依据军用电站谐波测量特点采用布莱克曼窗提高测量精度。针对所述测量方法,利用软件进行了仿真计算,利用实用电站装备进行了对比测量实验,根据仿真和实测数据的误差分析,指出了造成测量误差的原因。     

基于军事信息网格的电子作战文书系统建设

为构建适用于一体化联合作战的电子作战文书系统,提出建设基于军事信息网格的电子作战文书系统的具体方法。通过对军事信息网格与电子作战文书系统相互融合的论证,综合得出一套高效的一体化联合作战电子作战文书系统。该系统可以在一体化联合作战指挥中利用军事信息网格的强大处理能力,充分保障战区内各指挥平台与作战单元的互联、互通、互操作。     

基于HLA的军事通信网仿真系统VV&A框架流程

军事通信网仿真系统是采用 HLA 架构的大型复杂仿真系统,通过桥接和代理技术实现了多个单网系仿真系统的一体化。针对 HLA 的 FEDEP 过程和军事通信网仿真系统的特点,提出了军事通信网仿真系统VV&A 的框架流程,得出几点结论。     

军事地形学课程建设与改革

军事地形学是一门军校学员必修的军事基础课程,是重点课程建设之一。课程建设水平的高低,直接关系到院校的生存与发展。从规范课程教学文件、优化教学保障、加强教员队伍建设、深化教学改革等几个方面,阐述了军事地形学课程建设的发展状况,并对该课程建设向更高层次迈进提出了思路。     

适应4+1人才培养模式,强化综合训练教学环节

就综合院校着眼新军事斗争准备需要,强化实践性教学环节,运用综合训练手段全面培养和提高学员军事素质,进行了初步的探索与思考,主要从组织综合训练对学员素质培养的重要作用,组织综合训练的基本原则及对如何搞好综合训练的新构想等3个方面的内容进行了探讨。

Peacekeeping and civil–military relations in Uruguay

ABSTRACT

There have been over 90,000 UN peacekeepers deployed around the world to 78 peacekeeping operations (PKOs) in over 125 countries since 1948. Some scholars have made the case that these missions have had a positive impact on the relationship between the military and the civilians they work for. However, other scholars have identified a negative impact on civil military relations (CMR). This paper contributes to this debate by investigating how peacekeeping has impacted civil-military relations in Latin America's most prolific contributor to peacekeeping: Uruguay. This paper finds that PKOs in Uruguay have facilitated post-transitions attempts by civilians to build first-generation control, but not second-generation control. Further, PKOs have marginally improved military effectiveness, but we find that they do not improve societal trust in the armed forces.     

The art of net assessment and uncovering foreign military innovations: Learning from Andrew W. Marshall’s legacy

ABSTRACT

Andrew W. Marshall, who shaped the way in which contemporary international security experts think about strategy, has been mostly associated with the invention of net assessment. The intellectual sources of this analytical technique, and of the related competitive strategies concept, could be traced to Marshall’s efforts to uncover Soviet post-World War II defense transformations. This article outlines the essence of these Soviet innovations – the empirical frame of reference that inspired Marshall. It provides a new perspective on the history of the net-assessment methodology, advances the debate within strategic studies over the nature of military innovations, and offers insights for experts examining defense transformations worldwide.
