ABSTRACTChina’s efforts to build a ‘new type of great power relations’ and a ‘new type of military-to-military relations’ do not constitute a major turning point in relations with the United States. Political relations set limits on military cooperation, and the two sides have been unable to construct a sustainable strategic basis for relations. This has contributed to an ‘on-again, off-again’ pattern in military ties. Trends show a pattern of frequent disruptions in military-to-military relations from 2000 to 2010, followed by an increase in interactions beginning in 2012. Nevertheless, obstacles on both sides are likely to limit mutual trust and constrain future development of military-to-military relations. 相似文献

The conclusion of the International Security Assistance Force (ISAF) mission in Afghanistan at the end of 2014 has generated substantial uncertainty about the duration and level of international commitment to Afghanistan. The fate of local allies of international forces is therefore deeply in doubt. This article is of necessity speculative rather than empirical, but it attempts to draw on the history of previous intervention in Afghanistan as well as more general patterns of local and external alliance to sketch plausible scenarios for the fate of local allies. It proceeds in four parts. First, it draws distinctions between different types of local allies in Afghanistan based on position and relationship to the Afghan state and an external actor. Second, it examines the Soviet withdrawal from Afghanistan for relevant lessons for the fate of local allies. Third, it presents a scenario based on the foregoing that assumes there will be an ongoing small but significant international military presence and accompanying resources. The March 2012 coup in Mali opened the door to expanded territorial occupation in northern Mali by Tuareg separatists and subsequently armed Islamist extremists. French forces intervened at the behest of the interim government in Mali. This article examines how various actors frame the conflict to their advantage. While the Malian government and France are allies, the position of various Tuareg actors shift over time as they strategize and weigh the value of allegiance with the French. Local extremist organizations are labeled as terrorists and are targeted as enemies. This article argues that the conflict has been decontextualized and framed within the ‘war on terror’. France’s decision to intervene and to expand their regional military presence, rather than exit, is legitimized by the framing of their intervention as integral to counterterrorism efforts. 相似文献

This paper examines statistical data on the employment of women in the British armed forces. It reviews some of the issues shaping debates about women’s military employment, in order to establish the on-going significance of the topic. It looks at patterns of female military employment across the three services, and places discussion of this in the context of observations about gendered divisions of labour in the wider UK labour market. It examines data for the gendered divisions of labour within different corps, branches and occupational groups within each of the three armed services, and looks at gender patterns across ranks. It concludes by discussing the implications of these findings for both policy and conceptual work on women’s military participation. 相似文献

This article provides a theorisation of militarism in post-war Cyprus. Based on qualitative empirical research conducted in Cyprus in 2011, the article explores the manifestation and steadfastness of Greek-Cypriot militarism, and the development of this militarism, which appeared after the partition of the island in 1974. In particular, it proposes the ideology of defence as a way to understand post-war Greek-Cypriot militarism. It shows the embedded nature of defence in the idea of the national struggle. It aims at mapping the character of this militarism in order to provide the grounds for future discussion. Only by understanding the interconnecting discourses that made Greek-Cypriot militarism possible in post-war Cyprus, can we understand its past, present, and future. 相似文献

Colin Gray once lamented the absence of a ‘Mahan for the final frontier’ and spacepower theory in strategic studies. This article proposes the command of space as the fundamental concept of spacepower theory, and that Mahan himself has much to offer in the endeavour of spacepower theory-making than has hitherto been realised. The theory is advanced by tempering versions of the ‘command of space’, stressing its educational intent, and explaining the nuanced sub-concepts of space control and denial through understanding some precedents set by seapower theory. This paper attempts to build a simple indicator of state power. Military expenditure is the paper’s point of departure, with the definitions given by NATO, SIPRI and others. This definition is discussed and a power version is build, using French budgetary data. Then a defence of the result against traditional or non-traditional critics is presented under an imperative of action. Finally, this concept is enlarged and a new concept of power expenditures is given, one more time using French budgetary data. The conclusion is that this large expenditure concept is an unbiased but imperfect indicator of the will to act, and has to be completed by GDP to indicate the capability to act in the long-run. 相似文献

How do states defect from multinational military coalitions? The question deserves considerable academic scrutiny, as states increasingly rely on coalitions to prosecute military missions. Yet to the extent that coalition defection has been explored, the extant literature tends to see defection as a binary undertaking – states are either in or out. In practice, however, defection is an act of risk minimization in a manner that forces other coalition partners to fill resulting operational gaps. A coalition can therefore appear stable due to a constant number of flags associated with the mission, but in practice be much less coherent and capable. After defining defection as a non-routine abrogation of operational responsibility at other coalition partners’ expense, significantly prior to mission conclusion, this article explores several states’ participation in Operation Iraqi Freedom and the various manners by which they defected from that coalition.
