自然语言处理技术在西方国家军事领域的应用现状

自然语言处理技术近些年来得到快速发展,在人们日常生活各个方面的应用越来越广。以美国为首的西方国家的军方十分重视语言技术的军事潜力,不断开发先进的语言技术应用于军事领域,对其军事行动的成功提供有力的支援。从语音技术到语言分析技术,自然语言处理技术正在成为军事行动中的兵力倍增器。     

深入推进部队实战化基础训练

近年来,部队在实战化基础训练上下功夫,取得了一定成效,但还有相当一部分单位存在训得不全面、训得不规范、训得不精准、训得不娴熟的问题。解决这些问题,迫切需要从深化理论研究、聚焦实战要求、提升质量效益、加强监督问责等入手,加强实战化基础训练。     

Portfolio analysis for defense: taking account of networking

To manage their assets at an enterprise level, defense organizations have turned to portfolio theory for the planning, analysis and management of their military forces and materiel. Despite being well established in the commercial sector, the application of portfolio approaches in defense is problematic. The vexatious question for defense of how to define and measure benefits arising is complicated by the increased utility and effectiveness achieved through networking of military forces and the equipment they use. The authors discuss the challenges for defense in using a portfolio approach and propose a conceptual model for dealing with the effects arising from networking with information and communications technologies.     

From the people's army to the Jewish people's army: the IDF's force structure between professionalization and militarization

The article discusses processes of “religionization” within the institutional identity and ethos of the Israel Defense Forces (IDF) and the connection of these processes with the significant structural changes the IDF has undergone in recent decades. The main argument presented is that since the late 1980s, the IDF has been in a culture conflict, torn between soldiers and civilians who advocate turning the IDF into a professional army “military professionalization,” and others who wish to preserve, and even strengthen, the “people's army” model. The present article shows that the meaning of the term “people” in this phrase has shifted to refer strictly to the Jewish people, and that a national-ethnic perception strongly influenced by religious-national ideology has been adopted.

训练损伤在军事教学训练中较为常见,不仅给学员造成了生理上的痛苦和心理上的负担,也影响了学员的正常学习和生活,甚至严重地影响了院校的正常教学与训练。采取问卷调查、查阅文献资料和现地考察的方法,详细分析了军事教学中训练损伤产生的原因,并提出可行的预防措施和建议,以达到减少训练损伤发生的目的。     

An alliance between Cyprus and Greece: assessing its partners’ relative security contribution

The issue that this paper tackles is the assessment of the relative security benefits that Cyprus and Greece derive in the context of their cooperation on defence matters. This form of cooperation, known as the ‘Integrated Defence Space Doctrine’, aims at defending their interests in the Aegean Sea and the broader East Mediterranean theatre. The paper relies heavily on earlier research on this topic, which deals with the Greek–Cypriot alliance facing an arms race against Turkey, and uses a coefficient especially designed to assess the optimal levels of security and the associated defence expenditure of the two allies. A comparison of the relative security coefficient values for the two allies suggests that the security benefit that Greece derives thanks to its alliance with Cyprus exceeds the corresponding Cypriot benefit by far. Given the importance assigned to human resources by this index, in conjunction with the demographic problems of Greece, this conclusion justifies the recent Greek defence policy revision, emphasizing quality, capital equipment and flexibility of forces. This revision aims at satisfying the security requirements of the alliance and the increasing demands of an arms race against Turkey.
