Based on unique empirical data, including interviews with smugglers of radiological materials and the investigators who track them, this article discusses nuclear smuggling trends in the former Soviet republic of Georgia. Smuggling in Georgia mainly involves opportunist smugglers and amateurs, as opposed to professional criminals and terrorists; however, this does not mean that radiological smuggling is devoid of professionalism or organization. The article demonstrates that professional criminals are rarely involved in smuggling due to the unreliable nature of the market for radiological materials and the threat radiological smuggling could pose to professional criminals' ability to wield political power and operate legal commercial enterprises. 相似文献

This paper examines the rationale and centrality of private military and security companies (PMSCs) in humanitarian assistance operations in Sudan, asking why PMSCs are involved in humanitarian assistance operations in Sudan and what the principles underlying their activities are. To answer this question, the paper draws attention to the link between humanitarian crises and PMSC interventions. Where there is no meaningful alternative intervention, undergirded by humanitarian concerns that are also profit driven, PMSCs come in to provide the needed services. The protracted and complicated internal armed conflicts in Sudan, which have lasted for over two decades, have produced as many as 4,8 million internally displaced persons (IDPs) – the single largest number in the world. The kind of humanitarian assistance operations provided by PMSCs in Sudan have become critical to the provision of much-needed services which were inadequately provided by governmental authorities at both unilateral and multilateral levels. Notwithstanding the embrace of modern institutions of social control, traditional social control mechanisms still enjoy patronage in Nigeria. This paper examines the traditional structures of social control in Iraye-Oke, Lagos. In-depth interviews, key informant interviews and case studies were used to obtain data from participants. Findings established the functionality of traditional structures in checking crime and its preference over the use of modern social control structures. Traditional structures used include: traditional spiritualists who provide measures to reduce victimisation; the family courts where adjudication takes place involving elders and family chiefs; and the apex traditional court, presided over by the king, where cases like murder, land disputes, adultery and fornication are decided. This article is about the management of security incidents in organisations and companies which are under the protection of private security personnel, whether in-house or contracted. Incidents can be defined as accidental or anecdotal (bird flies into a camera) to a violation of law or company policy. Managing security incidents is one of the key functions of a private security service provider. The purpose of this study is to explore the management of security incidents and the information related thereto, identify shortcomings and find solutions for managing these shortcomings. Interviews were used to gain insight from personnel within the private and government sectors which are served by the private security industry. It was found that security incidents are handled in a routine way by organisations from the different sectors. One major shortcoming is that security incidents and the information related thereto are not managed by security service providers according to an operational framework or model with the required infrastructure and resources. The significance of this study is for security incidents to be managed correctly, so that the information related thereto may be captured accurately, analysed and used proactively and reactively to improve physical protection systems, develop preventative strategies and provide actionable information products in order to reduce crime, increase detection rates and prevent losses. 相似文献

This article outlines the widespread needs of South African military veterans and the possible consequences if the promises made in the recent Military Veterans Act are not met. The first part of the article defines who generally qualifies as a military veteran, how they are typically compensated in various countries with specific reference to neighbouring southern African countries, and what the consequences are when veterans become disenchanted with the state. The second part focuses on South Africa and the recent debates on military veterans and their entitlements. With reference to the findings of a qualitative study conducted among military veterans, parliamentary debates and media reports, an assessment is made of the demands and affordability of promised benefits and the consequences should the state not deliver. The conclusion is reached that heightened expectations are presently frustrated by slow roll-outs, and this is likely to increase the possibility of protest action. This has now the potential to create further tension within the ruling party and civil society, as the pressure on public finances mounts and demands become unsustainable. The effect this may have on political stability will depend on how the government manages this issue. 相似文献

Data limitations arising from non‐transparency in military expenditure reporting impose significant constraints on economists studying country and comparative developments in this field. This article focuses on the case of China. It reviews the recent literature on China's military expenditure, examines the variance in published estimates, and identifies three factors which help explain the variance: budgetary falsification; non‐budgeted PLA revenue; and the US dollar purchasing‐power parity of the yuan. Conclusions emphasize important policy implications of such variance and suggest a more active role for defence economists in a field of research generating considerable attention from international relations scholars. 相似文献

This paper studies a strategic conflict between a state and a non-state military organization. The non-state military organization decides whether to attack or not to attack the state, while the state decides on its counter-measure. If the state uses a high level of violence against the non-state organization, it may be accused by the international community of ‘non-proportional’ use of force, and both sides of the conflict take this possibility into account. The model predicts that it may be rational for the non-state organization to attack the state, even if as a reaction the state will militarily destroy this organization, due to a positive probability the state will be punished by the international community for non-proportional use of violence. 相似文献

AbstractThe paper examines the relationship between health and military expenditures using pooled cross-sectional (197 countries) and time series (2000–2013) data. Simultaneous equation models were employed to estimate the relationship between an array of public sector expenditures in order to address potential endogeneity. Our empirical findings strongly support the crowding-out hypothesis whereby increased military expenditures reduce the capacity of government to direct expenditures to health expenditures. These findings were robust to alternative specifications explored in the sensitivity analyses. Compared with upper-middle-income countries, the crowding-out effect became more pronounced among lower-middle-income countries. Consequently, this study shows that increased military expenditures negatively impacts health expenditures, and therefore poses as an important risk factor for population health and individual well-being. Moreover, it is the poorest of nations that are most sensitive to the negative effects of increased military expenditures. 相似文献

Kovenock and Roberson's [2011] comment provides initial work which has the potential, when suitably extended, to advance the research frontier. Kovenock and Roberson's paper consists of three sections. The first section is an interesting introduction. The second section, titled ‘Model and Main Result,’ provides no contribution beyond Hausken [2008a]. It consists of Equations (1)–(10) which are equivalent to equations developed by Hausken, and Equation (11) which is equivalent to the utility requirements u???0 and U???0 provided after Equation (17) in Hausken.
