This essay outlines a theory of land power. After explaining the absence of such a theory, the article establishes the modern context for such a theory, specifically within the concept of joint interdependence. The analysis defines key terms and premises behind the theory, to include a definition of land power. The argument then outlines the national elements of power that contribute to a theory of land power. The analysis next applies the theory to the fundamental purposes of military power: defeat, deter, compel, assure, shape and support to the nation. The analysis then tests key definitions, supporting premises, and utility of the theory. The essay argues that historical experience validates the applicability and utility of the theory, and offers a solid basis for extrapolating the validity of the theory into the near future.  相似文献

Military officers often oppose political interference in the conduct of war. Political leaders respond by citing Clausewitz’s contention that “war is the continuation of politics with the addition of other means.” Scholarship in security studies and civil-military relations argues that civilians are right to oppose military autonomy because it serves the parochial interests of the military. However, through the dialectical relationship between the violent essence of war and its political nature, Clausewitz provides an alternative explanation for military demands for autonomy. He shows that military and political leaders are prone to an incomplete understanding of war that can undermine strategy and policy.  相似文献

军事计量测试设备是武器装备计量保障体系的重要物质基础。为解决军事计量测试设备领域受到发达国家严重制约的问题,本文通过梳理军队计量测试设备国产化的现状,分析制约军队计量测试设备国产化的各种因素,提出了军事计量领域计量测试设备国产化发展的综合考虑和发展思路,即需求生成发布机制、联合攻关机制、设备定型机制、计量应用考核机制、推广应用机制和国产化审核机制等六种推进机制,同时从强化顶层谋划、加强资源统筹、加大经费投入及强化持续推进四个方面提出了措施建议,对推进军事计量测试设备国产化进程有一定的参考价值和借鉴意义。  相似文献

新一轮科技革命的快速发展正推动战争形态从信息化向智能化演进。美军作为二战后始终位列世界第一的军事力量,正在积极设计未来战争以应对当前的“大国竞争”,2018年刚刚成立的陆军未来司令部正是在这一背景下产生的。未来司令部隶属于美国陆军,主要负责美陆军新型武器装备的研发、未来作战概念创新以及新兴军事科技的测试和应用。成立两年以来,未来司令部已经拥有了一套完善、严密的组织架构,创造了包括C5ISR作战概念在内的一系列理论成果,在空基导弹、远程精确火力系统等新型作战装备上也取得了众多进展。本文基于大量前沿文献研究,廓清了未来司令部的组织架构,总结了其主要职能,并对这一新设司令部的发展前景进行了展望和预测,期望能够为推进军队现代化和未来化建设提供有益启示。  相似文献

This article examines the debates in Israel between 2009 and 2013 over Iran’s nuclear programme as a reflection of a particular type of civil–military or civil–security relationship. It analyses how key actors within that relationship – particularly those with an intelligence background – engaged with media outlets in Israel and further afield to influence domestic and international opinion over how best to contain Iran’s nuclear ambitions. In so doing, it seeks to address one fundamental question: are governments in Jerusalem any longer the final arbiters over deciding what is in the national security interests of the State of Israel?  相似文献

This article examines the transitory nature of cyberweapons. Shedding light on this highly understudied facet is important both for grasping how cyberspace affects international security and policymakers’ efforts to make accurate decisions regarding the deployment of cyberweapons. First, laying out the life cycle of a cyberweapon, I argue that these offensive capabilities are both different in ‘degree’ and in ‘kind’ compared with other regarding their temporary ability to cause harm or damage. Second, I develop six propositions which indicate that not only technical features, inherent to the different types of cyber capabilities – that is, the type of exploited vulnerability, access and payload – but also offender and defender characteristics explain differences in transitoriness between cyberweapons. Finally, drawing out the implications, I reveal that the transitory nature of cyberweapons benefits great powers, changes the incentive structure for offensive cyber cooperation and induces a different funding structure for (military) cyber programs compared with conventional weapon programs. I also note that the time-dependent dynamic underlying cyberweapons potentially explains the limited deployment of cyberweapons compared to espionage capabilities.  相似文献

ABSTRACT

This author wrote his doctorate thesis on post-conflict army reconstruction, submitting it in 2011. Continued research on the subject in the intervening seven years indicates that his theoretical propositions can be refined and improved. This article examines refinements to the model, and then applies those refinements in detail to the Afghan case. In so doing, it shifts the focus from potentially altruistic state-building to a case that was driven by pure national-strategic interests. Issues surrounding the liberal peace ideology dominate recent army reconstruction in conflict-affected states. The liberal peace underpinning is of supreme importance, so much so that in many discussions, it is internalised and accepted virtually without thought. This paper will advance the body of knowledge by establishing, for the first time, a theoretical basis for the widespread failure of army reconstruction in Afghanistan. The empirical basis builds on extensive previous research by other scholars. The resulting model can also be applied to better explain outcomes in other similar cases.  相似文献

Approximately 470,000 refugees and migrants passed through Slovenian territory between September 2015 and March 2016, creating a crisis that required a great deal of organisational and field work on the part of many governmental and non-governmental institutions. In the social sciences, a discourse on “security versus humanitarian approach” on the refugees and migrant issue appeared; however, the article goes over such a discourse and deals with roles and problems of different institutions – mostly the military – that responded to the crisis. Namely, coping with the crisis was characterised by significant institutional adjustments, difficult co-ordination, and intense public debate. The Slovenian Armed Forces were included in this process as support for Civil Protection and Police. The military’s role followed the military missions defined by the Defence Act; however, the government also proposed some changes to the act that were met with some doubts on the part of the public and different institutions.  相似文献
