Kovenock and Roberson's (2012a, b) replication of Hausken’s (2008a) equations and parameter restrictions do not enhance our insight into the defense and attack of reliability systems. This reply intends to fill the remaining understanding gaps.     

What Goes Up Must Come Down: Military Expenditure and Civil Wars

Abstract

This paper examines the impact of civil war on military expenditure. We employ two measures of military expenditure: the share of military expenditure in general government expenditure and the logarithm of military expenditures. We would reasonably expect a priori that military expenditure as a share of general government expenditure increases during a civil war and that such increases would taper off over the duration of a civil war. We also explore whether the termination of a civil war induces a decline in the share of military expenditure as a share of the general government expenditure in the short-run. We find evidence the of share of military expenditure increases during a civil war and falls in the year succeeding the end of a civil war, and, in particular, if a war ends in a peace treaty. The level of military expenditures, however, rises during civil wars and does not appear to decline in the short-term after the end of a civil war.

In a environment where party financing, private funding in particular, is generally a laissez-faire business, as in most Southern African countries, there is the real risk that interest groups and wealthy individuals will buy influence in political parties and in so doing erode public confidence in the political system. Because they are neither open to public scrutiny nor subject to any legislative restraints, huge private donations can, and often do, come with strings attached. This lack of transparency and openness, as well as mechanisms to prevent it, provides ample ground for influence peddling, where those who pay the piper call the tune. Russian military reform: institutional,political and security implications

This critical comment examines the incentives, major priorities, difficulties and first results of the Russian military reform that is being implemented since 2008. The authors conclude that despite numerous drawbacks and barriers to the reformist efforts certain successes can be identified. Particularly, there is a clear shift from the old-fashioned, Soviet-type army to a more compact, mobile, better equipped and combat-ready armed forces that are capable to cope with today's challenges to Russian national security.

The European Union: Just an alliance or a military alliance?

Over centuries there have been different definitions and criteria for alliances. Within this, however, there are categories entitled ‘military alliances’. The article arrives at 11 different criteria for categorisation of alliances and applies them to the different facets of the European Union. It concludes that, on the broadest terms, the EU does meet the criteria for an alliance but that the jury is still out on some aspect of the European Union being a military alliance. This conclusion has consequences for the foreign, security and defence policies of several member states and, indeed, for the future of the European Union itself.     

Recasting Afghan strategy

The following article aims to examine current counter-insurgency (COIN) strategy in Afghanistan to posit an untried theoretical concept of operations for the war being waged there. By doing so it shall argue that Coalition and NATO forces operating there may be required to fundamentally recast Afghan war-policy if a resurgent Taliban and Al-Qa'eda are to be countered in both the military and political spheres of present day Afghanistan. By way of strategy this article shall posit that a more optimal strategy in Afghanistan, in light of the campaign's apparent difficulties, might be to seed local security apparatuses, designated herein as ‘Rural Paramilitary Forces’.
