In the ten years since the establishment of South Africa's first inclusive democratic government, an ambitious, extensive and systematic process of reform has been carried out in the governance of security. The process is widely regarded as having been successful and a model for other processes of ‘security sector reform’ in the context of transitions from authoritarian forms of governance to democratic ones. That this been achieved with hardly a shot fired in anger is a remarkable achievement and a credit to visionary political leadership as well as organisational capacity, in other words to effective security governance. At the same time, progress has been uneven and sometimes fragmentary, policy intentions and commitments have not always been translated into practice, the end results have not been to everyone's liking, and transformation has engendered its own pathologies. Thus several challenges remain in improving security governance. This article provides a broad overview of the roles played by the various actors in the governance of the security sector, including the executive, parliament and civil society. It examines the main policy frameworks and touches on organisational transformation, because it is impossible to deal with governance in isolation from these issues. Policy processes and the frameworks they give rise to—in particular—are critical for effective governance. This article deals with the defence, safety and security and intelligence fields. A comprehensive overview would need to include the governance of criminal justice and foreign policy. The article does not seek to make an overall evaluation of governance, but to identify achievements, shortfalls and challenges. 相似文献

As the world becomes increasingly globalized, interruptions to international trade cannot be permitted. Piracy off the coast of Somalia has hampered international trade in the region and poses significant risks to the sailors required to navigate those waters. Over the past three years the global community has attempted, through a number of different naval tactics, to stop these acts of piracy; however, these tactics have proven ineffective. This article looks at historical precedence and military theory to support the concept of using convoys to protect the thousands of cargo vessels traveling round the Horn of Africa every year. Since Operation Enduring Freedom, Central Asian militants, such as the Islamic Movement of Uzbekistan, have fled to Pakistan from their previous strongholds in Afghanistan. However, many militants have begun returning to Central Asia. Thus questions are raised as to what extent militancy has the potential to thrive with the pending North Atlantic Treaty Organization withdrawal from Afghanistan set for 2014? Is militancy a legitimate security threat to Central Asia? What strategies might militants implement? Thus, this article examines the current state of militancy, analyzes militant trends, introduces Afghanistan and Pakistan into the Central Asian equation, and determines the militants' capability and overall strategy. The article concludes that militant Islam, regardless of its current numbers, remains a viable threat to regional security, Afghanistan will be an essential factor for the future of Central Asian militancy, and the form this re-emergence will take becomes apparent. 相似文献

In marked contrast with previous decades, defense issues in Argentina have started to receive increasing political attention over the last few years. The main goal of this article is to account for this new found interest in defense policy. The article contends that this revival could be accounted for by both the implementation of a neo-developmentalist strategy and a type of control that emphasizes civilian oversight over the armed forces. Both factors have promoted the implementation of policies that favored an increase in the military budget, the reconstruction of the defense industry and the establishment of a new military doctrine. In a world virtually free of slavery and colonialism and one mainly driven by the sovereign state rationale, allusion to manifestations or the existence of some form of these phenomena within a state is often received with dumbfounding indifference or denial. However, a form of rule that had continued in South Sudan long after the departure of the British in 1956 was colonial both in its quintessence and flair in that it disenfranchised its citizens and denied them the most basic freedoms, services and development. Under this establishment, resistance against the coercive vision of the state was brutally suppressed for many decades. This state of affairs finally ended in July 2011. Nonetheless, there is a miscellany of unresolved post-colonial issues between the two countries that warrant attention. These include security and the demarcation of borders, the issue of ludicrous transit fees for South Sudan's oil exportation through Sudan, citizenship, external debt repayment, etc. These issues are part of traps inherited from the anti-colonial struggle, which have now supplanted the old ensemble of North–South conflict paroxysm. As a matter of urgency, the two countries will have to wrap up the incomplete process of negotiation on these substantive issues. The talks should be approached with a new mindset based on the new reality of two sovereign states. To the extent that it is widely established that South Sudan and Sudan must coexist peacefully in order to develop into viable entities, such mutual dependency must be based on equality and respect. 相似文献

This article argues that the prewar planning process for postwar Iraq was plagued by myriad problems, including a dysfunctional interagency process, overly optimistic assumptions, and a lack of contingency planning for alternative outcomes. These problems were compounded by a lack of civilian capacity during the occupation period, which led to a complicated and often uncoordinated relationship with the military authorities who found themselves taking the lead in many reconstruction activities. Taken together, these mistakes meant that US success on the battlefield was merely a prelude to a postwar insurgency whose outcome remains very much in doubt more than three years later. 相似文献
