Decision-making in defense acquisition programs in the Republic of Korea (ROK) has been problematic, especially in highly advanced complex systems. The highly disputed force modernization program for the ROK Air Force’s fifth-generation fighter, dubbed the Fighter eXperiment, went through extreme turbulence during the type selection phase. The gist of the turbulence became evident through poor institutional coordination within the defense acquisition authorities that eventually forced them to rescind the decision generated from their own yearlong efforts, thus basically shooting themselves on the foot. The paper highlights the background of the program and reviews the institutional elements that influenced the decision-making process, and conclude that the absence of an effective coordination mechanism has made decision-making in complex defense programs even more troublesome.  相似文献

We consider the coordination problem between a vendor and a buyer operating under generalized replenishment costs that include fixed costs as well as stepwise freight costs. We study the stochastic demand, single‐period setting where the buyer must decide on the order quantity to satisfy random demand for a single item with a short product life cycle. The full order for the cycle is placed before the cycle begins and no additional orders are accepted by the vendor. Due to the nonrecurring nature of the problem, the vendor's replenishment quantity is determined by the buyer's order quantity. Consequently, by using an appropriate pricing schedule to influence the buyer's ordering behavior, there is an opportunity for the vendor to achieve substantial savings from transportation expenses, which are represented in the generalized replenishment cost function. For the problem of interest, we prove that the vendor's expected profit is not increasing in buyer's order quantity. Therefore, unlike the earlier work in the area, it is not necessarily profitable for the vendor to encourage larger order quantities. Using this nontraditional result, we demonstrate that the concept of economies of scale may or may not work by identifying the cases where the vendor can increase his/her profits either by increasing or decreasing the buyer's order quantity. We prove useful properties of the expected profit functions in the centralized and decentralized models of the problem, and we utilize these properties to develop alternative incentive schemes for win–win solutions. Our analysis allows us to quantify the value of coordination and, hence, to identify additional opportunities for the vendor to improve his/her profits by potentially turning a nonprofitable transaction into a profitable one through the use of an appropriate tariff schedule or a vendor‐managed delivery contract. We demonstrate that financial gain associated with these opportunities is truly tangible under a vendor‐managed delivery arrangement that potentially improves the centralized solution. Although we take the viewpoint of supply chain coordination and our goal is to provide insights about the effect of transportation considerations on the channel coordination objective and contractual agreements, the paper also contributes to the literature by analyzing and developing efficient approaches for solving the centralized problem with stepwise freight costs in the single‐period setting. © 2006 Wiley Periodicals, Inc. Inventory transshipment is generally shown to be beneficial to retailers by matching their excess demand with surplus inventory. We investigate an inventory transshipment game with two newsvendor-type retailers under limited total supply and check whether the retailers are better off than the case without transshipment. We derive the ordering strategies for the retailers and show that unlike the unlimited supply case, a pure Nash equilibrium only exists under certain conditions. Furthermore, contrary to the conventional wisdom, we show that inventory transshipment may not always benefit both retailers. Although one of the retailers is guaranteed to be better off, the other could be worse off. The decision criteria are then provided for the retailers to determine if they will benefit from the exercise of inventory transshipment. Numerical study indicates that the carefully chosen transshipment prices play an important role in keeping inventory transshipment beneficial to both retailers. Subsequently, a coordinating mechanism is designed for the retailers to negotiate transshipment prices that maximize the total profit of the two retailers while keeping each of them in a beneficial position.  相似文献

This article analyzes the causes of combat effectiveness of the South Korean security forces through the course of its various counter-insurgency (COIN) operations from 1948 to 1953. We argue that improvements in two interrelated aspects ultimately resulted in higher operational and tactical level performance: unified operational command structure and the subsequent improvements in tactical efficiency under the guidance of the US advisory mission. Through an in-depth case study on how a nascent army improved its capacity in combating homegrown insurgencies, we demonstrate how the actual conduct of operations itself remains just as significant in the assessment of overall COIN outcomes.  相似文献

多干扰机协同是组网雷达对抗的一种重要方法。针对多干扰机协同中面临的数据传输率、时效性等因素所引起的干扰资源管理问题,建立了基于中心控制协商和公约协商的干扰资源管理模型,并给出了相应的协同算法与仿真。仿真结果表明:两种方法在组网雷达对抗中均能取得良好的干扰效果及较低的漏威胁目标信号脉冲比例。其中,基于公约的Multi?agent协商在组网干扰资源管理方面具有更好的可行性,其效果优于基于中心控制协商的方法。  相似文献
