化工装置灾害事故模式的研究,有益于从源头上做好灾害事故的预防工作。在介绍传统事故模式分析方法的基础上,提出了基于层次聚类法的化工装置火灾爆炸灾害事故模式分析方法,并对近20年100起相关灾害事故案例进行了模式分析研究。     

The origins of the cancellation of Canada's Avro CF-105 arrow fighter program: A failure of strategy

The story of the demise of Canada's remarkable CF-105 Arrow jet-fighter interceptor has been told and retold by numerous Canadian writers. As told by most, it is a tragic tale. Canadian Prime Minister John Diefenbaker, in an act as unforgivable as it was incomprehensible, not only destroyed a highly promising all-Canadian state-of-the-art aircraft but ruined all hopes of Canada ever being an important player in the North American defense industry. This article offers a contrasting interpretation — locating the problems leading to the aircraft's cancellation further back in history, and in particular in serious and determinative failures in strategic thinking and analysis by senior Canadian military officials at the time of the Arrow program's birth in 1953.     

Hoping for the Best,preparing for the worst: China's response to US hegemony

In the post-Cold War strategic environment, Beijing could plausibly have opted for Soviet-style geostrategic competition with Washington, but it has not. Chinese leaders have not thus far, and almost certainly will never, amass thousands of nuclear weapons on hair-trigger alert or deploy significant forces to a network of bases spanning the globe. Nevertheless, the below assessment of China's increasing hard and soft power yields the conclusion that a Chinese challenge to US hegemony cannot be ruled out. The United States must prudently maintain military forces appropriate to facing a potential peer competitor. At the same time, however, Washington must engage in a process of creative diplomacy that simultaneously matches China's soft power and engages seriously with Beijing to create areas of consensus and cooperation.     

Bounded flexibility in days‐on and days‐off scheduling

This article presents a flexible days‐on and days‐off scheduling problem and develops an exact branch and price (B&P) algorithm to find solutions. The main objective is to minimize the size of the total workforce required to cover time‐varying demand over a planning horizon that may extend up to 12 weeks. A new aspect of the problem is the general restriction that the number of consecutive days on and the number of consecutive days off must each fall within a predefined range. Moreover, the total assignment of working days in the planning horizon cannot exceed some maximum value. In the B&P framework, the master problem is stated as a set covering‐type problem whose columns are generated iteratively by solving one of three different subproblems. The first is an implicit model, the second is a resource constrained shortest path problem, and the third is a dynamic program. Computational experiments using both real‐word and randomly generated data show that workforce reductions up to 66% are possible with highly flexible days‐on and days‐off patterns. When evaluating the performance of the three subproblems, it was found that each yielded equivalent solutions but the dynamic program proved to be significantly more efficient. © 2013 Wiley Periodicals, Inc. 以往的《现代教育技术》课程教学效果评价存在诸多问题,本文针对《现代教育技术》课程特点,结合本校实际情况制定教学效果多元评价方案,并在教学中进行实践探索,结果表明教学效果多元评价方案能客观评价学生的学习绩效,充分调动学生的学习兴趣,提高学生的教育技术应用能力。

研究高校师范生的教育技术能力培养模式,是师范教育新一轮教学改革的突破口。本文以石河子大学师范生为研究对象,以《现代教育技术》公共课的教学为依托,总结并分析当前师范生现代教育技术能力培养中所存在的问题,以此为基础,从公共课的课程设置、理论与实践的课时分配、教学环境创设、教学技能训练和教学评价等方面做出系统设计,形成具有可操作性的创新培养模式。     

Alternatives for defense in the Post‐Soviet World: A guide for economists to the U.S. debate

The defense establishments of all major powers are changing to reflect changes in the foundations of national security strategy and resource allocation. The authors believe economists should play an active role in formulating these changes and offer an orientation to the U.S. debate, presenting three major alternatives: the “Base Force” (Bush Administration), Mr. Aspin's Force “C,” and the “Low” Alternative (Prof. Kaufmann and Dr. Steinbruner). These alternatives are compared using first‐order measures of capabilities, budgets and risk. Budgetary estimates are based on newly‐developed analytical tools.
