提高武警边防部队处置突发事件绩效的几点思考

当前,武警边防部队处置突发事件工作存在诸多问题。处置手段相对单一,针对性不强。武警边防部队应从适应信息化条件下处突工作实际需要出发,不断加强专业研究,强化处突决策及实战能力;创建多途径研究、训练模式,努力提高研练绩效,从而实现部队处突能力质的飞跃。     

反导保卫区建模研究

反导保卫区是反导作战效能分析的一个重要指标。重点研究多方向来袭时,发射架、制导雷达集中部署与分散部署2种情况下反导保卫区半径的计算方法,从而建立反导保卫区模型。最后通过实例分析验证了该建模方法的有效性。     

逆变器-异步电机电磁噪声的分析与研究

利用Ansoft建立了样机的二维模型,计算了样机在空载运行下的各性能参数,分析了样机内的磁场分布情况.在此基础上,计算了负载大小、机壳设计尺寸和逆变器供电对异步电机电磁噪声的影响.仿真分析表明:通过合理改变机壳尺寸和质量以及选择合适的逆变器开关频率的方法可实现异步电机的降噪.     

Return policy: Hassle‐free or your money‐back guarantee?

This article compares the profitability of two pervasively adopted return policies—money‐back guarantee and hassle‐free policies. In our model, a seller sells to consumers with heterogeneous valuations and hassle costs. Products are subject to quality risk, and product misfit can only be observed post‐purchase. While the hassle‐free policy is cost advantageous from the seller's viewpoint, a money‐back guarantee allows the seller to fine‐tune the consumer hassle on returning the product. Thus, when the two return policies lead to the same consumer behaviors, the hassle‐free policy dominates. Conversely, a money‐back guarantee can be more profitable even if on average, high‐valuation consumers experience a lower hassle cost than the low‐valuation ones. The optimal hassle cost can be higher when product quality gets improved; thus, it is not necessarily a perfect proxy or signal of the seller's quality. We further allow the seller to adopt a mixture of these policies, and identify the concrete operating regimes within which these return policies are optimal among more flexible policies. © 2014 Wiley Periodicals, Inc. 微槽结构单点金刚石飞切加工的切削力建模

超精密单点金刚石飞刀切削技术是一种比较新颖的微槽类结构加工方式。在飞切过程中,切削力是切削过程中重要的物理量,对加工后的表面质量、刀具磨损等有着直接影响。提出了一种基于直角微切削理论的动态微槽类结构飞切的力学模型,基于微切削理论,得到了前、后刀面切削力的理论模型。根据飞切的几何运动特征,建立了飞切过程中剪切角的计算模型,并根据单圈飞切实验得到了飞切过程中剪切面的变化规律。为了验证模型的正确性,采用不同切削参数进行了多圈重叠飞切实验,对切削力进行了测量和分析。实验得到的切削力大小和变化规律与理论模型计算得到的基本一致,证明了该切削力模型的有效性。     

基于复杂网络的维修保障力量体系建模方法

针对传统的层级式维修保障力量体系在维修保障过程中暴露出的缺陷,从维修保障力量体系与复杂网络的相似性角度出发,提出用复杂网络理论来研究维修保障力量体系。在对维修保障力量活动过程进行网络化抽象的基础上,建立了维修保障力量网络的拓扑模型,提出了描述维修保障力量网络的特征量。以师维修保障力量体系作为研究对象建立了网络拓扑模型,并对该网络结构作了适当改进。通过一系列对比发现改进后的网络更有利于维修保障,这为维修保障力量体系建设提供了一种新思路和新方法。     

火炮抽筒故障机理研究

针对某自行反坦克炮射击后,抽筒时出现药筒钢底座底缘与圆柱部断裂现象这一抽筒故障,分析计算该火炮正常抽筒所需的理论抽筒力和半自动开闩机构所能提供的实际抽筒力,由此定量分析该故障的主要原因,并提出火炮实弹射击预防抽筒故障的具体措施,对半自动开闩结构设计与改进、部队装备训练与射击具有一定指导和参考价值．     

Operation Motorman (1972) and the search for a coherent British counterinsurgency strategy in Northern Ireland

The role of the British Army in Northern Ireland during Operation Banner (1969–2007) is an instructive case study of counterinsurgency operations as well as an important chapter in recent British military history. Given troops deployed to the province as aid to the civil power, it is particularly useful in discussions about the principle of minimum force. This article seeks to explore the issue of minimum force through the example of Operation Motorman, the Army's successful attempt to remove the barricades, which had established so-go areas for the security forces in Northern Ireland.     

从“寻找最美消防员”看消防部队战斗精神的培育

战斗精神,作为战争中精神力量的重要组成部分,是军队总的精神面貌和气质特征的集中体现,历来被兵家视为检验军队战斗力强弱的试金石,克敌制胜的法宝.笔者以中央电视台一套首播的“寻找最美消防员”大型公益活动颁奖典礼为契机,对消防官兵如何从坚定理想信念,营造良好环境氛围,强化消防职业自豪感,完成实践中急难险重任务四方面加强战斗精神的培育进行了探讨.     

Minimum force in British counterinsurgency

With strategic success in Iraq and Afghanistan far from certain, comforting beliefs about Britain's superiority at counterinsurgency have come under increasingly sceptical scrutiny. This article contributes to the debate with particular reference to the supposedly pivotal principle of minimum force. After discussing the recent literature on the subject, the article critiques the methodology employed by advocates of the traditionalist view on British COIN, arguing for a more rigorous historical approach based on primary sources. Following these historical matters, it is argued that conceptually, minimum force should be analysed dialectically in relation to practices of exemplary force, and above all, on the evidence of what happens in a conflict. Arguably the value ascribed to doctrine in strategic analysis has become unduly inflated, and we must look beyond it to understand war and political violence.
