The United States’ Air Force (USAF) has developed and used unmanned aerial vehicle (UAV) technology to monitor and assassinate dangerous terrorists in Afghanistan, Iraq, Libya, Pakistan, Somalia, Syria, and Yemen. Currently, there are few countries that possess armed UAV and since the US created much of this technology, the USAF is usually part of the training that automatically accompanies the purchase of its UAVs. The US strategy in Afghanistan has fallen short of neutralizing the insurgency that threatens the future stability. The primary insurgency's leadership council, the Quetta Shura, has effectively managed influence through a shadow government and superior tactics in recruiting marginalized tribal leaders, leading to a questionable outcome once Coalition forces withdraw in 2014. This article summarizes the threat posed by the Quetta Shura, coinciding with the deficiencies in the current US policy, and recommends a more viable strategy conducive to the current circumstances, based on historical and cultural precedence. Coalition forces have put a great amount of time, money, and effort into establishing a more stable Afghanistan. The USA needs a more aggressive strategy to counter the aspirations of the insurgency, thereby giving the Afghans the opportunity to further progress in the future. Under the current circumstances and policies, a peaceful transition after the Coalition withdrawal is becoming more unlikely. 相似文献

This note studies the optimal inspection policies in a supply chain in which a manufacturer purchases components from a supplier but has no direct control of component quality. The manufacturer uses an inspection policy and a damage cost sharing contract to encourage the supplier to improve the component quality. We find that all‐or‐none inspection policies are optimal for the manufacturer if the supplier's share of the damage cost is larger than a threshold; otherwise, the manufacturer should inspect a fraction of a batch. © 2008 Wiley Periodicals, Inc. The United States and Russia, in the aftermath of Russia’s annexation of Crimea and destabilization of Ukraine, seem to have ditched entirely the “reset” in their political relations. Despite this odor of Cold War redux, there remain the opportunities and necessities for renewed attention to strategic nuclear arms control as between the two governments. Canada is now at a crossroads unlike any other period in its history and needs to carefully consider which path to take. With the new Trudeau government comfortably ensconced since the defeat of the Harper government in the fall of 2015, a variety of competing interests have emerged in an attempt to turn Canadian policy back to a more nostalgic period of the 1970s that some see as preferable to the institutional lash-up that existed since the rolling out of the Canada First policy in the 2000s. That nostalgic period is, however, misunderstood both willfully for political purposes but also through a lack of historical context. ABSTRACTWhile nuclear suppliers compete in markets, they simultaneously partner in other fields. This produces a delicate relationship between civilian nuclear programs and nuclear weapon proliferation. This study explores how export competition affects suppliers’ conditions of supply related to nuclear nonproliferation. We investigated three export cases (India, North Korea, and South Korea) and identified four effects that competition has on the conditions of supply related to nonproliferation. First, under highly competitive conditions, suppliers might hesitate to enforce the conditions of supply to avoid negotiation conflicts with recipients. Second, suppliers focus on politically and economically attractive recipients while mostly ignoring unattractive ones, perhaps allowing proliferation problems to fester out of view in marginal states. Third, suppliers can build consensus on the conditions of supply to avoid being the only party experiencing negotiation conflicts. Fourth, suppliers can constrain others from relaxing the conditions of supply to maintain economic benefits and nonproliferation norms. The first two effects accelerate proliferation while the last two promote nonproliferation. Although the extent of these effects can vary with changes in nonproliferation norms, they can contribute to our understanding of the relationship between nonproliferation and civilian nuclear programs. 相似文献

This paper analyses public policy choices in the security economy from an economic perspective. It discusses the role of public goods for national and global security and identifies the importance of the first‐ and second‐order indirect effects of insecurity on economic activity, which include the behavioural responses of agents and the government to security measures, akin to such effects in insurance economics. Furthermore, key public policy trade‐offs are outlined, in particular between security and efficiency, globalisation, equity and freedom. The analysis identifies suitable policy options for raising security in the national and international contexts and in view of these trade‐offs. A balance between market and non‐market instruments in achieving security should be aimed for in order to minimise the adverse effects of aiming for higher security. In addition, the public good nature of security implies that international coordination of security policies is important, despite this process being fraught with enforcement problems. 相似文献

This paper constructs a macroeconomic model of North–South interaction where the flow of narcotics from the South to the North is restricted. The economic effects are akin to quantitative restrictions in trade policy. Two alternative policy scenarios will be considered. One involves reducing the supply of drugs at the source, accompanied by aid. Supply‐side restrictions have negative aggregate supply‐side effects in the producing region, because of the monopoly rents generated from that type of control. This makes them a second‐best policy, particularly if the accompanying aid is not used for poverty alleviation and fails to expand domestic aggregate demand. In this article, an optimal replacement policy for a cold standby repairable system consisting of two dissimilar components with repair priority is studied. Assume that both Components 1 and 2, after repair, are not as good as new, and the main component (Component 1) has repair priority. Both the sequence of working times and that of the components'repair times are generated by geometric processes. We consider a bivariate replacement policy (T,N) in which the system is replaced when either cumulative working time of Component 1 reaches T, or the number of failures of Component 1 reaches N, whichever occurs first. The problem is to determine the optimal replacement policy (T,N)* such that the long run average loss per unit time (or simply the average loss rate) of the system is minimized. An explicit expression of this rate is derived, and then optimal policy (T,N)* can be numerically determined through a two‐dimensional‐search procedure. A numerical example is given to illustrate the model's applicability and procedure, and to illustrate some properties of the optimal solution. We also show that if replacements are made solely on the basis of the number of failures N, or solely on the basis of the cumulative working time T, the former class of policies performs better than the latter, albeit only under some mild conditions. © 2010 Wiley Periodicals, Inc.
