In 1995, South Africa was in a special position. It was: a new party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the first country to voluntarily renounce nuclear weapons, led by a charismatic leader, and seen as a champion of disarmament principles. Yet South Africa’s new leaders were also interested in affirming their position within the Non-Aligned Movement, which was adamantly opposed to the NPT’s indefinite extension. Why, then, did South Africa decide to support the indefinite extension of the NPT in 1995? Existing scholarship has ascribed too much credit to pressure from the United States, overlooking domestic debates in South Africa and the bifurcation between professional diplomats and political elites. This article, building on new archival sources and in-depth oral-history interviews with major actors, demonstrates that South African diplomats opposed indefinite extension while South African policy elites allocated little attention to the topic until late in the game. The findings contribute to our understanding of South Africa’s norm entrepreneurship, as well as the politics of global nonproliferation.  相似文献

What if claims about the future informed us about the intentions and the capabilities of our opponents to wage war against ourselves? Would and should the existing norms that restrict the preventive use of force change in the wake of such transformation? This article highlights the potential normative consequences of this change and discriminates between several possible normative evolutions. Would and should the “knowability of the future” alter radically the traditional rule of self-defense? This rule could indeed be jeopardized but, as I argue in this paper, it should not (and might not necessarily). However, the distinction between preemption and prevention could become obsolete. Future claims about security will also induce new security doctrines as knowledge about the future would be used to signal one’s intentions and deter one’s opponent. This change would also have a significant impact on accountability, as citizens would have a more active role in discussions over foreign policy. Moreover, new modes of predictions and forecasting will challenge the traditional role of experts whose biases have hampered their analyses and anticipations. Thus, trustworthy future claims could bring significant progress in both ethical and political terms as they would trigger a debate on the role of knowledge in democratic societies.  相似文献

The nuclear weapons taboo is considered one of the strongest norms in international politics. A prohibition against using nuclear weapons has seemingly shaped state behavior for nearly seven decades and, according to some observers, made nuclear use ‘unthinkable’ today or in the future. Although scholars have shown that nuclear aversion has affected decision-making behavior, important questions about the nuclear taboo remain unanswered. This article seeks to answer a basic question: How durable is the taboo? We develop different predictions about norm durability depending on whether the taboo is based primarily on moral logic or strategic logic. We use the comparable case of the norm against strategic bombing in the 20th century to evaluate these hypotheses. The logic and evidence presented in this paper suggest that the norm of nuclear non-use is much more fragile than most analysts understand.  相似文献
